About this file

This document is a comprehensive Water Quality Certification application submitted by the Massachusetts Department of Transportation (MassDOT) Highway Division for a bridge replacement project in Hadley, Massachusetts. The project involves replacing the existing Bay Road (Route 47) Bridge (Bridge No. H-01-005) over the Fort River, with work requiring permits from the U.S. Army Corps of Engineers and Massachusetts Department of Environmental Protection. The proposed bridge replacement will include two integral abutments, two pipe pile bents with reinforced concrete pile caps, and a new superstructure featuring precast concrete deck beams. The project will result in approximately 1,500 square feet of permanent waterway impacts, 8,720 square feet of temporary waterway impacts, 374 cubic yards of dredging, and 940 square feet of temporary Bordering Vegetated Wetland impacts. The work is anticipated to begin in May 2025 and will span two construction seasons.

The project is federally funded with an estimated budget of $6,230,000 and requires extensive environmental documentation, including detailed assessments of potential impacts to wetlands, water quality, and local ecosystems. The bridge replacement will maintain the existing bridge's functional equivalent, with improvements including 12-foot wide travel lanes, 5-foot shoulders, and a sidewalk on the east side of the bridge. Environmental considerations are paramount, with specific provisions for wildlife passage, stormwater management, and invasive species control. The project includes comprehensive mitigation strategies, such as riverbed restoration, placement of natural streambed material, and plantings to minimize ecological disruption. Bidders must be pre-qualified in the BRIDGE-CONSTRUCTION category and possess a valid MassDOT vendor code, with electronic proposals due by June 17, 2025.

MassDOT Project File No. 608460

Dear Ms. Davis:

The Massachusetts Department of Transportation, Highway Division (MassDOT) is submitting the enclosed 401 Water Quality Certification/404 USACE Pre-Construction

Notification (GP 23) for your review.

A prefiling meeting occurred in the field on May 14, 2024 with attendees from MassDOT

Environmental, MassDEP and Benesch (project designer).

The proposed project involves replacement of the current bridge structure that carries Bay

Road (Route 47) over the Fort River in the town of Hadley, as well as reconstructing the roadway approaches. The project requires work within Waters of the United States, including approximately 1,500 square feet (SF) of permanent waterway impacts, 8,720 SF of temporary waterway impacts, 374 cubic yards of dredging and 940 SF of temporary

Bordering Vegetated Wetland impacts.

Due to the impacts to Waters of the United States, a Pre-Construction Notification will be filed with USACE in addition to the MassDEP Water Quality Certification.

The project is being filed under the MassDOT bridge exemption as specified in the 2014

Transportation Bond Bill. The proposed bridge is substantially the functional equivalent of, and in similar alignment to, the existing bridge.

The project proponent, MassDOT, hereby certifies that all information contained herein is true, accurate and complete to the best of my knowledge and belief.

The project proponent hereby requests that the certifying authority review and take action on this CWA 401 certification request within the applicable reasonable period of time.
