BULLET BACKGROUND PAPER

ON

MAINTENANCE TRAINING CENTER (MTC) FOR LEGACY TRAINER AIRCRAFT TECHNICIANS CONOPS

PURPOSE

Provide background information on the status of AETC formal maintenance training and an update to the MTC development progress

DISCUSSION

Prior to 1980s most trainer aircraft in AETC maintained by active duty technicians HAF lead effort to outsource in order to harvest manpower for other weapon systems FTDs closed; trainer aircraft materiel purged from tech schools Instructors blended into workcenters; curriculum no longer maintained via ISD Training device sustainment/maintenance budgets eliminated T-1 and T-6 fielded with Type I training to cadres at each location and sustained via OJT Strategy worked initially--civil service/contract employees had recent/relevant military aircraft maintenance training and experience Strategy failing; experience decline--new employees don’t have foundational or MDS-specific training Legacy trainer aircraft maintenance training today Haphazard, non-standardization, opportune OJT; less than fully credentialed instructors No training devices; lacks troubleshooting training; curriculum has no ISD scrutiny Won’t support T-X technology advancements (e.g., fiber, software, digital FC) MTC Stand-up Progress Randolph selected for center location; centrally managed/funded formal initial skills and advanced troubleshooting courses; incorporates T-X Maintenance Training System when fielded POM funding secured through FY22; FY18 $500K development/evaluation; FY19 $8.1M equipment/vehicles/projects; FY20 $5.3M furniture/manpower; FY21-FY22 $5.5M sustainment MTC Course Catalog Aircraft maintenance fundamentals (hand tool, AFTO, flightline safety, forms documentation etc), legacy trainer aircraft (T-1, T-6 and T-38) systems familiarization courses, system-specific courses (avionics, propulsion, electrical, fuels), as well as airframe courses (flight control rigging, cabin pressurization, main and nose landing gear removal and installation and troubleshooting courses.

MTC Faculty Nine full time instructors, a supervisor and a courseware technician Student population AETC civil service technicians, supervisors and managers from Randolph, Laughlin and NASP Pensacola HQ AETC/A4, AETC/IG and 19 AF functional managers Contract trainer aircraft maintenance technicians and supervisors from Sheppard, Vance and Columbus AFBs CONCLUSION: AETC has no mechanism to train replacement maintenance technicians for legacy trainer aircraft; a funded MTC will close that capability gap
