2. GENERAL DESCRIPTION OF WORK:

The objective of this Statement of Work (SOW) is for the design, procurement, and renovation of a portion of Hangar 62 on Joint Base San Antonio – Randolph (JBSA-RND) in San Antonio, Texas.

3. BACKGROUND:

Hangar 62 (H62) is an aircraft hangar located in the southwestern area of JBSA-RND. Originally constructed in 1931, the hangar has undergone renovations in the ensuing years and is now used as administrative office space for the HQ Base Civil Engineer building for JBSA-Randolph, EMCS, and AFCEC. The hangar is situated directly adjacent to the airfield, between Hangar 61 and Hangar 63.

H62 is on the border of the National Historic District of Randolph Field, which is part of the U.S. Department of the Interior’s National Park System. All exterior work will be reviewed due to its proximity to the Randolph Field National Historic Landmark District.

4. DETAILED SCOPE OF WORK:

1. General:

1. The contractor shall provide all management, tools, materials, equipment and labor necessary to renovate H62. The conversion of a portion H62 will be to use for aircraft Maintenance Training Center (MTC) for all AETC maintenance personnel. The southern portion of H62 will be returned to the original high bay configuration by modifying the structure allowing aircraft trainers to park and be maintained inside the hangar. Space will be provided for a total of 5 aircraft at a given time (in a 3-2 configuration) in this area of the facility. The office space in the upstairs portion of Hangar 62 will be converted to serve as classroom/admin space for training personnel. The Contractor shall take necessary action required to render the hangar doors (south side) fully operational such that they can be opened and closed by one person. This shall include all the components that comprise the hangar door, including, but not limited to,, the hangar doors’ steel wheels and rails, wheel covers, locking pins, steel frame of hangar doors, upper and lower rails, weather-stripping seals, etc. All moving components shall be lubricated. Doors shall be treated for corrosion and be painted inside and outside. Painting shall include a primer (1 coat) and paint (2 coats), matching existing facilities paints. Remove lead based paint from the glass windows, inside and out, on hangar door to allow for natural lighting.

1) The design shall be prepared and submitted to comply with the requirements as described in the Randolph Compatibility Guide.

1. The Contractor shall make no public disclosures of work being performed under this Contract.

1. The Architect - Engineer firm shall appoint an AE Project Manager to serve as a single point of contact and liaison with the JBSA-CES PM for all services required under this Contract. The AE Project Manager will be responsible for the complete coordination of all work developed under this Contract. The AE shall provide and maintain an effective quality control program that will assure that all services, designs, drawings, cost estimates, and design analysis required by this Contract are performed and provided in a manner that meets professional architectural and engineering quality standards.

1. All deliverables shall be marked “For Official Use Only,” and protected accordingly.

1. All AutoCAD drawings prepared by the AE must conform to the Tri-Services A/E/C CAD Standard Release 6.0 and in compliance with the JBSA-Special Project Procedures for CAD listed in the specifications.

0. Architectural: The design and installation shall include, but may not be limited to:

1) Exterior Building Demolition: The demolition work on the exterior of the building includes but is not limited to the following:. Refer to the Preliminary Concept Drawings for additional information.

a) Demolition of all exterior finishes on concrete paving/slab curb, currently attached to hangar doors on South side of hangarand obstructing to allow aircraft to beentry and exit towed into Hangar.

b) Demolish fencing that seperates taxi way and hangar 61 from project area.

c) R, remove any apron obstructions, and repair replace approximately 8100 Sq/ft, of pavement located on the south side of hangar 62 to allow access of airplanes from the runway to the hangar.

d) Demolish and/or relocate storage buildings (800sqft sheds) located in southern area on or near hangar to allow access of airplanes from the runway to the hangar. Building shall be cleared of government property, to be disposed of by contractor.

e) Remove lead based paint (LBP) from glass window panes, and prepare hangar doors for repainting. gated entrance from the street side parking area. There should be no access from the parking area to the flightline.

2) Interior Building Demolition: The demolition work on the interior of the building includes, but is not limited to, the following. Refer to the Preliminary Concept Drawings for additional information.

a) Demolish/Remove existing equipment in the southern portion of hangar area that does not meet the MTC requirements including electrical circuits for equipment that may interfere with MTC operations that could be floor or wall mounted.

b) Demolition all interior/exterior walls, partitions, and ceiling in the current high bay area on the south side of Hangar 62

c) Demolition of all interior ceiling finishes and materials to ceiling, 22 feet 7 inches above finished floorstructure, including insulation in project area. (previously 502 Maintenance shop)

d) Demolition of all interior floor finishes to subfloor, deck or slab which divide high bay area (previously 502 Maintenance shop) per MTC requirements.

e) Demolition of interior walls in renovation space.

f) Demolition of staircase, with asbestos tiles on top landing (see photo).

B.

a) Completely demolish all interior walls, ceilings, plumbing, and electrical in the rooms that will be converted to new classrooms. The construction should allow space for 2-3 classrooms and office space for 6-9 desk (totaling 11 personnel). Refer to the Preliminary Concept Drawings for additional information.

b)

2) New Work, Exterior: All new work is indicated on the attached Preliminary Concept Drawing.

a) Repair exterior concrete pavements and aprons, provide appropriate surface treatments, seal, and paint to permit access of airplanes from the taxiway to the project area in hangar in accordance with MTC requirements

b) New concrete shall be 3000psi with 6” WWM (minimum), broom finish.

c) Repair Hangar doors to be fully operational to allow aircraft access to all bays of the project area of hangar to meet the MTC mission requirements.

d) Repair interior and exterior grounding points for aircraft. The aircraft grounding point need to be a minimum of 10 w/2 per spot & 5 spot (3 on east wall and 2 on west wall.

e) Repair or replace glass window panes that broken up to approximatly 20% total areahigh bay windows as necessary to meet MTC requirements

f) Repaint Hanger doorsmove paint from hangar door windows to all for natural lighting g)

3) New Work, Interior: All new work is indicated on the attached Preliminary Concept Drawing.

a) Provide adequate ceiling height to accommodate trainer aircraft (F-16s or their equivalent) per the MTC mission requirements ( get a height no guess work)

b) Repair interior concrete flooring, strip, seal, and paint appropriately to meet MTC requirements

c) Contractor shall, using wet method, scrape and re-weld metal panels to existing steel frame on (southern hangar) doors. The hangar doors contain lead base paint (LBP) and any existing paint removed to prepare surface for repainting must be removed and dispoed of usingby approved LBP removal methods. Perform all tests required by specification 01 35 35 - Environmental Protection (Mar 15) and the Base Environmental Coordinator. Provide a LBP removal plan to the contracting officer and Base Environmental Coordinator.

d) Contractor shall realign large hanger doors insuring they are plumb and square.

e) Contractor shall straighten and or replace door channel on hangar doors, and re-secure to metal frame.

f) Contractor shall re-weld and or replace broken latches and chains to secure doors.

g) Contractor shall repair and or replace pins and mounting brackets to secure hangar doors.

h) Contractor shall repair and or replace ripped panels damaged by wear and tear. Loose panels shall be reattached by riveting or other means of attachment (to be approved by 502 CES and coordinated with 502 CONS).

i) Contractor shall replace rubber weather stripping on doors similar to or better than existing weather-stripping.

j) Contractor shall repair and or replace hangar wheels (both upper and lower) on hangar doors.

k) Contractor shall repair and or replace grease fittings; clean, lube and adjust all wheels, bearings and springs.

l) Contractor shall ensure that the upper and lower hangar door guide tracks, guide the hangar wheels smoothly, and rest on tracks properly. Ensure all floor tracks are clear of any obstructions which could cause binding during opening and closing of hangar doors.

m) Contractor shall provide and install cover panels over hangar wheels.

n) Contractor shall paint the interior and exterior of the hangar doors (one coat primer and two coats paint). Scrape prior to painting. Match existing color of buildings on JBSA Randolph. (Fed. STD 595_rev 37778 Beige.) Paint shall be SSPC Paint 25 Red OxideRaw Linseed Oil and Alkyd Prime (Without Lead and Chromate Pigments)

o) Contractor shall prep and paint all interior vertical surfaces

p) Install electrical equipment provided by government. Currently located in hangar 41 and shall be relocated and installed in hangar 62 renovation space.

A. Electrical: The design and installation shall include, but may not be limited to:

All electrical design and work shall be done in accordance with the latest edition of NFPA 70, NFPA101, Illumination Engineering Society of North America (IESNA), National Electrical Safety Code, UFC 3-501-01 Electrical Engineering, UFC 3-520-01 Interior Electrical Systems with Change 3, and UFC 3-530-01 Interior and Exterior Lighting Systems and Controls. The references can be found in the Whole Building Design Guide Website www.wbdg.org.

Contractor shall provide and install all conductors, conduit, outlets, junction boxes, connectors, adaptors, and all electrical parts required to complete the electrical work for this project.

1) Demolish existing outlets and other electrical equipment in partitions/interior wall to be removed back to distribution panels.

2) Demolition of all interior and exterior light fixtures on low ceiling to be removed back to distibution panel.

3) Reconfigure existing electrical to provide the required power for the aircraft that will be using the south end of hangar. Power must be configured to support the following aircraft; T-1, T-6, and T-38 aircraft, hangar lighting, and maintenance equipment

4) Provide and install all new interior and exterior light fixtures to meet MTC mission requirements

5) Provide and install outlets for power as required inside of hangar.

6) Occupancy sensors that automatically provide lighting shall be provided in the COM room, Elec room, Security Room, Toilet Rooms and Break Room.

7) Provide “Demolition” plans separate and distinct from “New Work” plans, except where only minor demolition work is required. Clearly show what is to be demolished, at an appropriate scale. Indicate the beginning and ending points of circuit removals.

8) For modification of or additions to existing equipment, provide the manufacturer’s name and other pertinent manufacturer’s identification (e.g., serial number, model number, style, and any other manufacturer’s identifying markings).

B. Mechanical: The design and installation shall include, but may not be limited to:

1) Demolition of HVAC grilles and registers in rooms/areas to be renovated.

2) Provide and install new HVAC registers and grills. Reconfigure or replace existing HVAC ducts as needed to provide air flow for new design.

3) Provide and install new exhaust system in hangar if existing is not adequate for new use. Document testing of exhaust system.

4) Repair HVAC to meet current codes and classroom configuration.

5) Testing and Balancing (TAB) of HVAC system to meet code requirements

6) Install radiate heating inside hangar for cold weather.

C. Plumbing: N/A

0. Communication System:

0. COM shall be reconfigured to accommodate classroom and admin space.

0. Upon completion, Contractor shall provide communication “As Builts” drawings; Outside Plant, cable count and path, manhole butterfly drawing (Changes In RED), location of all data/voice drops, cable management, as well as communication room layout with rack equipment elevation drawing.

0. Fire Protection

0. An existing fire alarm system is installed throughout the building but will require upgrades for classrooms and admin space on Second floor.

0. Contractor shall have a Fire Protection Engineer to design a Fire Suppression System including all required fire alarm system, horn strobes, and detection system that meets all applicable standards, including NFPA 13, 72, 70, UFC-3-600-01, UBC and AF Standards. The Contractor shall provide a design for Government review and approval. The Contractor shall design, provide and install a fire sprinkler system, which shall be designed to provide future capacity for the 1st and 2nd Floors. New piping shall be schedule 40 ASTM A53B or 135A black iron pipe. All plans for the fire sprinkler system shall be designed, signed and sealed by a Licensed Fire Protection Engineer in the state of Texas.

0. Provide SPDs to protect all fire alarm circuits leaving or entering the building. Mount SPDs in a separate enclosure, unless the SPD is listed and installed in the control panel by the factory. Installing SPDs not listed with the panel is prohibited.

0. Repair of Fire protection system should be equipped IAW MTC requirements for static/training aircraft (i.e. fire suppression, fire alarm system).

0. Civil: N/A

0. Hazardous Materials

0. The design and installation shall include, but may not be limited to: Hazardous Materials abatement/remediation must be included as part of this Contract. Refer to the Hazardous Material Report (attached) for Asbestos Containing Materials.

0. ADA Accessibility

0. The proposed design for the H62 shall meet the ADAAG standards to the greatest extent practicable.

0. Anti-Terrorism/Force Protection

1) H62 is located on the border of the National Historic District of Randolph Field (JBSA-RND) and is part of the U.S. Department of the Interior’s National Park system.

2) H62 is located within a controlled/fenced perimeter and not along the perimeter fence; active physical boundaries are in place which aids in channeling vehicles through manned access control points thus allowing for evaluation/control and management of vehicles accessing JBSA-RND. The aforementioned processes aids in the capability to screen for explosive detection and deny unauthorized access onto the JBSA-RND. Active patrolling of the perimeter fence further supports for daily operability of the compliance fence line which surrounds JBSA-RND. The aforementioned supports UFC4-010-01, Feb 2012, Change 1, 1 Oct 2013, (DoD) Minimum AT Standards for buildings, thus allows for changes in historic construction standoff distances and allows for general reduction in building setbacks from parking and roadways. Usage of the aforementioned guidance should be utilized for the application of AT/FP requirements for New and Existing buildings. Per Section 1-10 of UFC 4-010-01 (9 February 2012), implementation of the antiterrorism standards will not supersede obligations to comply with the National Historic Preservation Act and its implementing regulations. The 502 CES Cultural Resources Representative and the State Historic Preservation Office should be consulted to determine the viability and effects of such anti-terrorism measures upon the building and, if adverse, how the effects can be avoided or minimized.

0. Furniture, Fixtures and Equipment (FF&E): N/A

0. Bid Options

1. There are no Bid Options for this project.

5. SUMMARY OF REQUIREMENTS:

5.1 Meetings Kick-off Meetings. Contractor shall attend onsite meetings with the 502nd CONS, 802nd CES and Customer representative to ensure all requirements are met, all aspects of the work to be done are understood, and work can proceed without issue. Meetings are required for the site survey and installation mobilization. The Contractor shall take meeting minutes and provide to the 502nd CONS via email within three (3) working days.

5.2 Status Reports. Contractor shall provide weekly status reports to the 502 CES-PM, beginning with the installation mobilization. These status reports shall be submitted via email. Status reports shall include Contract and project description, work accomplished previous week, work to be accomplished within the next week, problems or unresolved issues that affect ability of the Contractor to perform, whether Contractor is on schedule and percentage complete.

5.3 Safety. The requirements of the Contract shall be followed during its execution. The Contractor and their employees shall provide a safe and healthful workplace for building tenants and Contractor employees while performing the Contract work. Contractor accidents involving injury to Government personnel or damage to Government property shall be reported to the Contracting Officer and the 502 ABW Ground Safety Office at (210) 652-1842.

A) Contractor and their employees are subject to no-notice inspections by the Occupational Safety and Health Act (OSHA) Programs and Department of Labor inspectors. Contractor and their employees shall comply with applicable guidance set forth by law.

5.4 Information Assurance (IA) Requirements. Applicable IA requirements shall be identified by the Government during the site survey and vetted the submittal review process. The Contractor shall comply with IA as it applies to each site and system.

5.5 Site/User Requirements.

A) Coordination of Work. The Contractor shall coordinate all work times with the Installation Representatives. All work shall be performed during normal work days and hours, Monday thru Friday 0730 – 1700, excluding Federal holidays and Headquarters (HQ) Air Education and Training Command (AETC) Family Days. All family days are subject to change based on Mission Requirements. With exception to unscheduled maintenance or repairs, Contractors will not work on an HQ AETC Family Day without approval of the Contracting Officer.

B) Installation Exercises. JBSA conducts regular exercises to ensure readiness in the event there is a terrorist attack or natural disaster. Contractor shall be prepared to participate in exercises if required. Participation may include stopping work, denied access to the Installation, moving vehicles away from buildings or participating in stringent identification and/or vehicle inspection. The Contractor shall participate as required at no additional cost to the Government.

C) Protection of Government Property. The Contractor shall perform an inspection of the buildings and grounds with the Installation Representative prior to starting work. The Contractor shall protect all items from damage during both demolition and construction. The Contractor shall take precaution against damage to the building, grounds, and other furnishings. The Contractor and the Installation Representative shall perform a final inspection of the buildings and grounds after completion of work. A corrective action plan shall be provided by the Contractor that details type, source and schedule of repairs, if required. A copy of the action plan shall be provided to the Installation Representative and the Contracting Officer within 24 hours of damage assessment.

a) The Contractor shall, at their expense, repair or replace any items, building components, or grounds damaged due to negligence and/or direct action by the Contractor or subcontractors using materials of the same quality, size, texture, and color to match adjacent existing work. All repairs beyond simple surface cleaning require approval by the Installation Representative before the Contractor performs any significant repair work. The Contractor shall ensure that all repairs are performed by licensed or certified workers, as required, to maintain building codes and workmanship warranties.

b) The Contractor shall be responsible for security of the area in which work is being performed, during and up to completion and transfer to the Government. The Contractor shall maintain accountability and control of any keys provided, and shall return them to the installation representative upon completion of work.

D) Outage Permit: The Contractor shall be responsible for obtaining all permits and coordinating with the Installation Representatives, Environmental, and Civil Engineering (CE) organizations for determination of installation interference prior to the planned start of the renovation, and electrical work. Appropriate Installation personnel will ensure the location of new electrical work are identified and marked on existing electrical panel. Contractor shall have written authorization prior to performing any work starting on electrical panel for installation of new circuits and breakers for handicap buttons. All new electrical utility install shall be documented by means of a photo catalogue and design drawings. The catalogue shall be maintained on site by the Contractor and made available upon request.

E) Work Area Requirements. Contractor shall clean up all debris and discarded materials resulting from their operations at the end of each workday. The Contractor will be responsible for the removal and disposal of all trash and residual materials connected with packaging of items installed under this Contract. Government inspection and acceptance at the end of the project with the Installation Representative will not occur ‘until all trash connected with this requirement is removed. The Contractor shall insure that recyclable cardboard products shall be properly disposed of in accordance with federal and Installation regulations. All Packing materials shall be removed from the building(s)/site within 24 hours or upon completion of the installation, whichever is sooner.

F) Warranty Documentation. Upon final acceptance, Contractor shall provide a list of all equipment installed under this Contract. This list shall include vendor, model number, serial number, warranty start date, Contractor’s warranty expiration date, and equipment manufacturer’s warranty expiration date.

G) Preventive Maintenance during Warranty Period. Contractor shall perform all preventive maintenance required to maintain the system during the warranty period.

6. CONTRACTOR REQUIREMENTS:

6.1 Prior to Contract Award:

A) Attend a Pre-Bid site visit to verify measurements, quantities and investigation of existing site conditions.

6.2 After Contract Award:

A) Job Specific Safety Plan: The Contractor shall submit a safety plan and job hazard analysis for the project to comply with OSHA and US Army Corp of Engineers standards prior to start of work.

B) Fire Safety Plan: Due before start of work.

C) Weekly Progress Reports: The Contractors Daily Progress Reports are due electronically to the 502CES-PM no later than COB every Monday for the prior week’s reports. If Monday is a holiday, then they are due by COB on Tuesday.

D) Hard Copy Submittal Register: The Contractor shall provide submittals for the items listed in Sections 4. SUBMITTALS & 7. DESIGN REQUIREMENTS, CODES, and STANDARDS.

E) Construction Schedule: Due before start of work.

F) Debris and Cleanup: The Contractor shall keep the work area clear of any construction debris at all times. Contractor will especially ensure that the flight line will remain free of debris at all times. All debris generated by this project shall be properly disposed of off Post.

6.3 After Contract Award, Prior to Final Payment:

6.4 Debris and Cleanup:

A) Upon completion of the workday, the Contractor shall leave the work area in a clean manner. All project generated debris and waste shall be removed from the site and disposed of at an appropriate location off base, daily.

6.5 Toilet Facilities: Are available.

6.6 The Contractor shall obtain all necessary permits and conduct field verification surveys prior to the construction.

6.7 The Contractor shall set up small staging area, place barricades, cones, construction tape and signs as needed.

6.8 The Contractor shall take all necessary precautions to protect surrounding walls and personal property from damage, demolition debris and paint splatters, etc.

6.9 The Contractor shall not interfere with daily foot traffic in the area and shall ensure that mobilization activities do not interfere with the normal operations in and around the construction work site.

6.10 The Contractor shall use personal protection equipment during the duration of this project.

6.11 The Contractor shall remove or replace at Contractor’s expense any items installed or demolished not agreed to within this Contract or without prior approval from the Contracting Officer.

6.12 The Contractor electrical work shall be done by a qualified and state licensed electrician. Lock out and Tag out procedures shall be followed.

6.13 It will be the Contractor’s responsibility to secure and protect this area during construction.

7. SCHEDULE and PERIOD OF PERFORMANCE:

7.1 Period of Performance. The Period of Performance shall be stipulated in the solicitation documents.

A) Performance period for this Contract is in calendar days from the Notice to Proceed (NTP).

7.2 Project Schedule. The Contractor shall submit a proposed schedule with the solicitation. As a minimum, the schedule shall include the submittal of all deliverables, the proposed mobilization, and Contract completion date. Contractor’s schedule shall reflect the following requirements:

9. QUALITY ASSURANCE (QA):

The Government will perform QA of the Contractor's performance under this Contract. The Government will conduct QA inspections on all phases and types of work performed. The Government reserves the right to perform QA inspections at any time.

10. CONTRACT MANAGEMENT:

The Contractor shall implement and maintain cost and schedule monitoring procedures adequate to provide performance reporting and timely identification and resolution of all problems that affect proper completion of this effort.

11. DESIGN REQUIREMENTS, CODES and STANDARDS:

11.1 The AE/Contractor (AE) shall provide 100% design data including calculations, plans, and specifications.

11.2 Design Build (DB) Contractor shall (if required) coordinate and organize design charrettes for a 65%, and 95%, 100% design packages prior to completing “Issued for Construction” (IFC ) plans and specifications.`

11.3 The AE shall be responsible for developing the construction documents in accordance with current A/E/C CAD Standard Release 5.0 and in compliance with the JBSA-Randolph Special Project Procedures, specification sections for CAD, GIS and Surveying standards under 01 35 13.10, 01 35 13.20 and 01 35 13.30, respectively as listed in DIVISION 01 Specifications.

12. REQUIREMENT SPECIFICATIONS:

12.1 Specifications shall be developed utilizing Unified Facilities Guide Specifications (UFGS) in conjunction with Section 01 01 00 – DESIGN REQUIREMENTS and Appendix, SPECIFICATIONS GUIDANCE. All specifications shall be in sufficient detail to fully describe and demonstrate the quality of materials, the installation and performance of equipment, and the quality of workmanship. For specifications not available in UFGS, the Contractor shall create the specifications so that all of the submittal, quality control and testing requirements given in all of the UFGS are included. The Contractor shall not alter Division 01 specifications during the design process. These shall be submitted verbatim with the Final, Corrected Final, and Construction Set specifications.

12.2 SpecsIntact: UFGS shall be edited in SpecsIntact. The SpecsIntact software is a Government specification editing system and is available without charge at http://specsintact.ksc.nasa.gov/. SpecsIntact shall be utilized for all review submittals, both hard copy and electronic. Marked-up specifications shall be printed directly from SpecsIntact with tags off and notes and editing shown. Handwritten marked-ups of the specifications will not be accepted.

12.3 Unified Facilities Guide Specifications (UFGS): The Contractor shall obtain Unified Facilities Guide Specifications from the Fort Worth District office. Do not use UFGS from other sources.

14.1Deliverables shall be submitted and distributed as shown in the table below. Table shows major milestones and is not exclusive of all other submittals as necessary per Contract.

18. HISTORIC PROPERTIES:

G. The JBSA-Randolph military installation contains numerous buildings and building/occupancy types which are either eligible for the National Register of Historic Places or are listed in the Randolph National Historic Landmark District. As such, project undertakings on these facilities must be coordinated with the State Historic Preservation Officer (SHPO), the National Park Service (NPS), and the Advisory Council on Historic Preservation (ACHP) to identify and mitigate any “Adverse Effects” the undertaking may have on historic properties. In some cases, the Installation must also provide the general public with an opportunity to respond and provide comments. It is the Installation’s responsibility to initiate any discussions or coordination with the SHPO, NPS ACHP or the general public, however, the A-E may be asked to assist the Government with representation as required.

H. Both the SHPO, NPS and the ACHP have thirty (30) days, by statute, to review the scope of the project’s undertakings and to provide comments. The Government will provide these comments to the A-E and these comments shall be included in the Design Analysis.

I. The Government’s timeframe to review design submissions and return review comments to the A-E is normally fourteen (14) calendar days; however, due to the thirty (30) day statutory review period afforded the SHPO, NPS and ACHP, the A-E may not receive a complete set of all design review comments at a given design submission stage. When the Government receives the Agencies’ comments, they will be provided to the A-E in a timely manner and those comments will be considered as part of the design stage that was submitted (i.e., 30%, 95%).

J. In reviewing design submissions questions may arise that will affect the determination as to whether a project’s undertaking will have an “adverse effect” on a historic property. It is in the Government’s and the A-E’s best interest that any possible “adverse affects” be addressed early in the design process so that these issues may be mitigated and lost design time avoided. This may require the A-E to provide a more substantial level of attention to detailing those elements, character defining features or building components that may be affected at an early design stage. The A-E shall coordinate the level of attention required with the Government Project Manager prior to submitting a design submission.

19. EXISTING CONDITIONS PHOTOGRAPHS:

These photos do not represent the entire scope of work. The inclusion of these photos in no way alleviates the Contractor from the responsibility to conduct his/her own site visit to verify field conditions.

Due to the Hangar 62 being configured with the EMCS left in place we anticipate power being placed for five positions

Two stations on the short wall (East Side) will be for T-1s or T-6s

Three stations on long wall (West Side) will be for all three legacy aircraft because an Inverter will be installed on that side for the T-38 clean power requirements.

T-38 Inverter is available from 12 FTW/MXG and if needed extra disconnected T-38 power boxes and plugs are installed in Hgr 41 & can be moved to Hgr 62 due to no inverter in Hangar 41

All joint compounds/float mud in Storage Room 2 is positive for chrysotile Asbestos Containing Materials. All pipe insulation in Storage Room 2 above ceiling tiles is Positive for chrysotile and amosite Asbestos Containing Materials. All floatmud/joint compound is positive for chrysotile Asbestos Containing materials in Mechanical Room. Do not disturb any areas that are positive for asbestos containing materials. Under the AHERA rules, we are required to take 3 samples of the same materials. One positive result over writes any other negative results. Do not disturb by sanding drilling, nailing, scraping cutting, abrasive blasting or any other operation that may disturb the positive ACM.

This work must be done by a certified asbestos abatement team.

A State notification will be coordinated with the area specific environmental office.15 days prior to any abatement activity. All JBSA Environmental Specifications will apply to this project.
