1. What’s the minimum clearance between any give structure and service required for retracted hangar door?
a. 50 ft horizontal distance
2. Please clarify that other than the hangar door windows that need to be remediated all other LBP finishes can be prepared, encapsulated and finished.
a. Remove lead based paint (LBP) from glass window panes, and prepare hangar doors for repainting. The hangar doors contain lead base paint (LBP) so any paint removed while preparing surface for repainting must be removed and dispoed of using approved LBP removal methods. Once doors have been preped for repainting the contractor shall repaint according to the SOW.
3. Please clarify if all existing hoist beams are scheduled to remain.
a. Hoist beams can stay
4. Please clarify that all existing heater vents will be terminated at the existing ceiling only.
a. Yes
5. Please clarify that any existing service (surface mounted or trapezed from the ceiling) encroaching on the minimum requirement for hangar door retracting needs to be removed.
a. If a structure is preventing the hangar doors from becoming fully operational then it shall be removed.
6. Please clarify that just the hangar doors need to be repainted and not the gable wall.
a. Exterior: Only hangar doors are to be repainted
b. Interior: Hangar doors and all interior vertical walls are to be repainted
7. Please clarify that the NTP for construction will not be issued until the 65% drawings review process has been completed.
a. The government will not issue the NTP until the 65% drawings have been submitted and approved. Submittals should be submitted along with the 65% drawings. Construction will start once the NTP is issued.
8. Please clarify what side of the wall should the collection duct system should be terminated and the means of capping the duct system.
a. Dust collection system ducts shall be demolished, flush to exterior wall, capped on the interior, leaving exterior dust collector in-place
9. Please clarify the scope intent for treating concrete paving surface cracks.
a. This is a design build, per SOW: “Repair exterior concrete pavements and aprons, provide appropriate surface treatments, seal, to permit access of airplanes from the taxiway to the project area in hangar”. The contractor is responsible for providing expert knowledge for completing this task.
10. Please clarity the initial intent of restoring the hangar doors once all through wall vents have been removed.
a. Contractor shall fill voids left in hangar doors with sheet metal painted to match exterior and interior.
11. During the 2nd site visit; it was noted that the fire riser valve had an date stamp of “1957” indicating that the existing fire suppression system is greater than fifty (50) years of age. Can we assume that all existing sprinkler heads within the scope of work will need to be replaced in lieu of testing each head?
a. Contrator shall replace all sprinkler heads in open bay area
12. Please confirm that the 2nd floor area schedule for a new fire suppression system will be unoccupied and that all existing furniture will be removed by the gov’t.
a. All personnel currently occupying second floor should be clear by June of 2019 (yes)
13. Are AutoCAD drawings available for the floor plan of the building?
a. Current AutoCAD drawings do not show breakroom, however; we’ll be happy to supply those drawing after contract award
14. SOW Para. 4.C.2 states to demo interior lights in low ceiling, should the existing high bay fluorescent lights installed in the upper (22ft ceiling) be removed and replaced as mentioned during the site walk?
a. No, current light fixtures in high bay area will remain
b. There are currently 20 light fixtures mounted to high ceiling in the Renovation space. Light Fixtures that will need to be added will be 4-8. See attached drawing Existing First Floor and Hangar Concept
15. If new LED lights are required at the high ceiling (22ft) should new lighting controls with occupancy sensors be installed to meet UFC 3-530-01?
a. N/A see question 14
16. SOW Para. 4.C.3 and 4.C.6 – please provide a detailed list of the power outlets required for the aircrafts. The photos in the PowerPoint do not provide ample information. Please include the following: voltage, phase, frequency and amperage for each aircraft.
a. 480 volt, 60 amp, qty 4 total, 2 on each wall for the Hydralic Mule
b. 480 volt, 100 amp, qty 4 total, 2 each wall for ground power unit
c. 480 volt, 3 Phase, 30 amp and 60 amp, qty 4 total, 2 on each wall for T-1 aircraft
d. 208 volt, frequency convertor, qty 4 total, 2 on each wall, to convert power supplied by 20 kws state frequency convertor to be supplied by the government.
17. SOW Para. 4.C.4 – Please clarify what “interior fixtures” means.
a. Existing light fixture on 22 high ceiling will remain, however; where low ceilings are demolished new lighting fixtures will need to be installed.
b. There are currently 20 light fixtures mounted to high ceiling in the Renovation space. Light Fixtures that will need to be added will be 4-8. See attached drawing Existing First Floor and Hangar Concept
18. There was no emergency egress lighting as required by NFPA 101 installed in the existing hangar. Will new emergency egress lighting be required in the hangar area?
a. Yes
19. There are existing wall mounted devices, overhead conduits and piping not indicated to be removed that will interfere with the hangar doors fully opening. Shall these devices, conduits and piping be rerouted to allow for the hangar doors to fully open? These items can be viewed in the photo on Page 21 and 22 of 29 within the SOW.
a. Any item that will interfere with hangar door operations will need to be removed. Items shall be rerouted if required to provide a fully operational project.
20. During the site visit the user stated 480V receptacles would be needed to provide power to the aircrafts. The building electrical service is 208V/3ph. Will step up transformers be required to provide power at 480V?
a. Yes
21. The power required for the T-6 aircraft shows 480volt, 3 phase, 30A and 60A. That equates to approximately 75kVA of load for one T-6 aircraft. If power for 5 aircrafts are required, that totals over 373kVA which exceed the power available at the building. How many T-6 aircrafts are going to be powered at the same time in the hangar?
a. 2 max
22. Are mechanical interlocked pin and sleeve receptacles required as shown in the T-6 photos or can standard pin and sleeve receptacles be installed as shown in the T-1 photos?
a. No
23. What is the input power required for the inverter that will be furnished by the government? Please include the following: voltage, phase, frequency and amperage or a photo of the nameplate with the electrical ratings.

24. What is the output power rating for the inverter that will be furnished by the government? Please include the following: voltage, phase, frequency and amperage or a photo of the nameplate with the electrical ratings.

25. Will the T-38 power boxes and plugs installed in Hanger 41 be provided for the contractor to install in Hangar 62 as stated in the PowerPoint photos?
a. No, this statement no longer applies, See revision 2 SOW
26. During the recent site walk, it was stated by the Government that the existing unit heater and radiant heater in the western half of the renovation area could be reused. Are the existing gas fired heaters currently functional (no) and may they be utilized to serve a portion of the renovation area?
a. No
27. There is an existing forced air heater that was mentioned by the government that could be reused to serve the aircraft training area. UFC 4-211-01, Para. 3-5.2.1 only talks about utilizing low-intensity tube-type gas infrared heaters. Will the government required the heating of the aircraft training area to be low-intensity tube-type gas infrared heaters?
a. Yes
28. The existing natural gas entrance serving the existing boiler is not being utilized. It is our understanding that the boiler is not functional. Is it permissible to utilize the gas entrance and regulator near the existing boiler to serve new radiant heaters to serve the renovation area?
a. Adding a gas supply line off the Boiler supply line will depend on the amount of gas required to run heaters
29. Existing compressed air piping was observed during the site walk. The SOW does not provide any direction on any compressed air requirements to serve the renovation area. Will compressed air piping be required to serve the renovated area or shall the existing compressed air piping be removed as need to accommodate the renovation? Reference UFC 4-211-01, Para. 3-5.8.1
a. No compressed air is needed in reno area, and the exsisting piping shall be removed.
30. There is existing heating water piping within the eastern area of the renovated area. The existing boiler is not functional. The piping will be required to be removed to allow the hangar doors to fully open. Will the heating water piping need to be drained or has the piping already been evacuated of water?
a. The piping will need to be drained
31. Will emergency eye wash or showers be required to be installed in the aircraft training area? If so how many will be required? Reference UFC 4-211-01, Para. 3-5.5.1.
a. This item will be purchased and installed by government after project completion
32. UFC 4-211-01 provides two different prescribed ventilation guidelines that could be applied to the aircraft training area. Paragraph 3-5.3.1.5 Hangars Exhaust and 3-5.3.1.6 Repair and Maintenance Areas Exhaust could be interpreted to apply to the aircraft training area. Which exhaust method shall be required to ventilate the aircraft training area? Note that Paragraph 3-5.3.1.6 requires the exhaust to discharge through the roof.
a. Exhaust is not a concern, therefore; neither paragraph apply
33. Will the radiant heaters be required to automatically shut-off when the hangar doors are open as required by UFC 4-211-01, Para. 3-5.2.1?
a. No
34. Will the control of the ventilation system be required to monitor the concentration of vapors as stated in UFC 4-211-01, Para. 5-12.6.1?
a. No
35. Will the existing bridge crane rails be required to be unobstructed as part of the renovation?
a. No
36. Will bird netting at the hangar doors be required?
a. No
37. Will purge or emergency ventilation as described in UFC 4-211-01, Para.5-12.3.8 and Para. 5-12.3.9 be required to serve the aircraft training area?
a. No
38. A thermostat is located in a portion of the renovated area being demolished. It is believed that this thermostat serves the air handling unit on the second floor to remain. Where would the Government like to have this thermostat relocated to?
a. Relocate thermostat to breakroom
39. What is the voltage of the existing light fixtures in the hanger and what type of receptacles are being used for the existing light fixtures?
a. Believed to be 110v 60 cycle
40. What is the brand of the panel feeding the existing light fixtures and are there any spares in that panel?
a. The Brand of electrical panel currently suppling power to light fixtures in the space to be renovated is “ITE, Plug in Model” the current planes are full.
b. The Electrical lighting panel for the renovation space is located in the North East corner on inside of exterior wall. See Drawing Hangar Space Concept for approx. location
41. Are there any electrical conduits or equipment inside or attached to the fence that will be demolished between runway and hanger? If so, will it need to be relocated or just removed?
a. No
42. New Work Exterior d): Will there be ground points for aircraft outside the hanger? (during site visit it was stated there would be ground points only inside the hanger)
a. No, only inside the hangar
43. Is there any electrical conduits or equipment that feed through the storage building that will be demolished?
a. Yes
44. The SOW lists the UFC 3-600-01. Will this project be considered a “major project” and require the oversight services of a Qualified Fire Protection Engineer (QFPE)?
a. Yes
45. Will a Life Safety Plan and/or Fire Protection Design Analysis be required in the construction documents?
a. Yes
46. Will the government suspend the work to review and/or revise the 65% Design?
a. No
47. When can we receive the revised drawings?
a. See attachments “H62 Hangar space Concept drawings” and “Second floor Sprinkler need area”
48. What is the government’s review time for each design phase?
a. Per SOW: “NOTE: Allow 14 working days for each design phase Government review”
49. “Will the government add additional days to the period of performance for each government review on each Design Phase?
a. No
50. Reference is made throughout the RFP to meet MTC requirements. Where can we get a copy of the MTC requirements?

51. What does SPD’s mean?
a. SPD stands for Surge Protection Device
52. What are the Base Environmental requirements with the Lead Abatement?
a. See appendix E, attached to SOW
53. What are the Hanger door dimensions?
a. See attached Elevation drawings for Size. This is not an elevation of hangar 62 doors but another hangar that is similar
54. How many Hanger doors are there?
a. There are 12 hangar doors
55. Can the Hanger doors be removed and if so, for how long?
a. Yes, duration TBD as required. Void shall be covered with rain protective material.
56. If any glass is accidently broken during the cleaning process – what is the current thickness and coating of the glass?
a. Unknown
57. Where can we obtain the dimensions of the T-1, T-6 and the T-38 aircrafts?
a. T-1: 42ft W
b. T-38: 26ft W
c. T-6: 33ft W
58. What will be the new electrical requirements?
a. See question 16
59. Will the two, existing radiant heaters be enough to heat the future open area?
a. N/A
60. Do the cabinets in the against the perimeter walls come out?
a. Yes
61. Does the peeling paint on the exterior walls get abated?
a. Only peeling paint on the exterior hangar doors as it’s preped for painting. The exterior wall is not to be preped, painted, etc.
62. Do the ceilings get painted?
a. Per the SOW: “Contractor shall prep and paint all interior vertical surfaces”
63. Are we allowed to work multiple shifts?
a. Only be request and coordination, otherwise; regular duty hours are stated in the SOW
64. Will workers be allowed to park in the Hanger door area?
a. Yes, until the fence is removed.
65. Will all materials, supplies, equipment and tools be moved out by Other?
a. Yes
66. Do all Fire Sprinkler lines need to be painted red?
a. Yes
67. Will existing stairwell require to be painted and anti-skid applied on stair treads?
a. Per SOW: “Demolition of staircase, with asbestos tiles on top landing”
68. Will an additional stairwell be required for egress in the event of a fire?
a. No
69. Question on the 2nd floor offices. Will the added sprinkler system be priced as an Option?
a. No
70. Question on the 2nd floor offices. Since the offices are being used – during what shift can the new sprinkler system be installed?
