FA3016-19-R-A012 – Convert Bldg 62 back to Aircraft MX Hangar Post Site-Visit Q&A

1. Regarding standard form 1442; please clarify that the mandatory (130) calendar days include the design and construction phase. At the site visit on Feb. 28th, we were told multiple times that the period of performance was a Mandatory 130 days. Below is the breakdown for the design schedule. It leaves 22 calendar days for the construction period.

Total: 108 Calendar days for design, that leaves 22 calendar days for construction. Please confirm.

The contruction will begin upon approval of the 65% Design, allowing more days for construction.

2. After the designated 108 calendar days for the design phase. The remaining 22 calendar days isn’t sufficient time to prepare/submit and review submittals, repair hangar doors as referenced, LBP remediation and obtain all necessary permits and conduct field verification surveys prior to the construction.

· Please clarify what scope of work will need to be completed during the remaining 22 calendars of the performance period. See Question one

3. Please clarify that a construction schedule must be submitted with the proposal in lieu of Section 602 item (E) which indicates that a construction schedule is due before the start of work.

Per Section L, of the solicitation, “Part II – TECHNICAL PROPOSAL, Sub-factor #2, Proposed Schedule: The Offeror shall provide a prosed detailed schedule which measures monthly progress and project completion.”

And Per Item 6.2 (E) of the Statement of Work : “Construction schedule: Due before start of work.’

Both of these are correct. You must submit a proposed schedule with your proposal. Upon award and actual schedule is required.

4. Please confirm that toilet facilities will be made available to all construction personnel during the construction phase. Yes, Per Item 6.5, of the SOW, Toilet facilities are available.

5. Please indicate the distance and/or location where the existing sheds or storage containers will need to be relocated. N/A The storage containers will be moved by 502 operations. The shed (permenant structure) is to be demolished. (see revised SOW)

6. Please indicate the distance and/or location where the existing equipment in the southern portion of the hangar area will need to be relocated. N/A The existing equipment will be moved by 502 operations

7. Does the equipment need to be inventoried and crated for relocation? N/A

8. Is the demolished equipment property of the contractor or does it need to be returned to the gov’t?

All remaining equipment/debris in the outside shed will become Property of the contractor.

9. During the site visit we were advised that the existing ceiling within the southern portion of the hangar was to remain. The SOW interior building demolition (b) specifies all ceiling finishes on the south side of the hangar 62 to be demolished. Please clarify.

The low ceilings need to be demolished to match the higher ceiling at 22 plus feet from finished floor.

10. If the existing ceiling finishes in the high bay area on the south side of hangar 62 are to be removed. Please confirm that the existing fire suppression system suspended directly below the ceiling needs to be dismantled and reinstalled during the build back phase.

The existing ceiling at 22 plus feet above finish floor will remain. The Fire Suppression suspended directly below will need an operational check to insure they Operate correctly.

11. The preliminary concept drawings show 2 Phases, Phase I & Phase II. After reading through the statement of work again, it looks like the proposal we are submitting is for Phase I ONLY. We need to confirm this.

This project is for Phase 1 only. (see revised concept drawing attached to revised SOW)

12. The preliminary concept drawings have a note on the 2nd Floor plan that says 'Phase I - Renovate existing interior finishes' but the scope of work does not have information on renovation work for the 2nd floor. We need to clarify that discrepancy and ensure this contract does not include any new walls and/or finishes on second floor.

The only work to be done on the second floor is to have a fire suppression system installed in the office area. The conference room area has a fire suppression system already. (See revised SOW)

13. Does all the built-in and mounted equipment (Projectors, projector screens, conference table, etc.) on the 2nd floor rooms need to be taken down during demolition and stored for later use?

N/A : there will be no demolition work on the second floor. (see revised SOW)

14. Under new work Interior, it only talks about painting the interior and exterior of the hangar doors. Will the entire hi-bay hanger area also be receiving a coat of paint after interior walls are demo’ d? Yes, it is part of a complete project.

15. Question the feasibility of design-build schedule and period of performance. See Question one

16. Will As-builts be provided?

No the government does not have current as-builts. The contractor will need to measure for accuracy.

17. Section L – Instrs., Conds., and Notices to Offerors does not specify which Part to include the Offer Guarantee in. Please advise.

Per Solicitation under PROPOSAL PRESPARATION INSTRUCTIONS, section D - Specific Instructions, Part 1 – EXECUTED CONTRACT DOCUMENTATION AND PRICE PROPOSAL, line 4. “Section K. Complete the representations, certification, and acknowledgments. Section K shall be returned in its entirety.”

Per solicitation Section K – Representations, Certification, and other Statements of Offerors – FAR Clause 52.228-1 Bid Guarantee “(b) The bidder shall furnish a bid guarantee in the form of…..”

Therefore the offer/bid guarentee shall be submitted with Part 1

18. The SOW has two attached drawings that state “preliminary”, please confirm these are the “Concept” drawings referenced in the SOW.

19. Which interior walls are required to be removed to accommodate the new classrooms and offices? NO demo will be required on the second floor. (see revised SOW)

20. Are there MEP as-built drawings available for the facility?

No

21. The SOW Para. 4.E. states no plumbing work. But the preliminary drawings indicate demolition of breakrooms, new breakrooms, and the existing restrooms are shown in Phase II demolition. Please clarify the plumbing scope of work.

No plumbing work required. Phase 2 is not a part of this soliciation. (see revised SOW and concept drawings)

22. Please provide the MTC requirements stated in the SOW.

The area was previously being used as CE wood and metals shop and is being returned into aircraft hangar to support hands on training on T-1, T-6 and T-38 aircraft. Five spaces will be set-up in the hangar area

23. What work is required in the restrooms shown in Phase II on the preliminary drawings.

None phase 2 work in this solicitation. Phase 1 only

24. Are the existing electrical panels required to be demolished?

No

25. Will existing lighting controls need to be replaced to meet current UFC requirements?

Yes

26. Will the aircraft hangar require 400HZ generators to power the aircrafts or will ground power units (mobile units) be used?

Both 400HZ AC and 28 DC current will be required as wall mounted with plugs for T-1 and T-6 on all five aircraft spaces and T-38 on three spots for T-38 Frequency Converter

27. The SOW states to replace grilles and registers, however nothing indicates any changes to the existing HVAC equipment. Please verify no changes are being made to the equipment.

No change to HVAC system

28. The existing HVAC equipment is not designed for classroom ventilation. Will a new DOAS be required in accordance with UFC-3-410-01 with Change 4?

No N/A

29. The SOW 4.D.4 states to “repair HVAC to meet current codes and classroom configuration”. The units cannot be “repaired” to meet current code efficiencies, what repairs are required?

No repairs are required that we are aware of at this time. There is no longer a need for classroom configuration (see revised SOW)

30. Appendix G – JBSA energy requirements indicate VFDs are required on AHUs and requirements for AHUs. Are these the “repairs” the RFP is referring to?

Yes

31. What is the existing HVAC Control system?

Johnson Controls

32. Since the RFP indicates that only grilles and ductwork are to be modified, is there any DDC modifications that should be in this project?

No

33. Please clarify if a full time SSHO (site safety health officer) and QCM (Quality Control Manager) will be required on the project?

Yes a full time SSHO and OCM is required.

34. Can the superintendent wear a triple hat and perform as the designated SSHO and QCM?

Yes

35. Can a standard 3052 be utilized in lieu of the attached “Construction Cost Estimate Breakdown”?

Yes

36. Is Microsoft Project an acceptable scheduling software for the project?

Yes

37. Will the contractor be required to provide traffic barricades to redirect vehicle and pedestrian traffic and isolate the work zone?

No the work zone is behind fencing well out of vehicle and pedestrian traffic. However, if construction is still going on after the fence between the construction zone and taxiway is demo. Before construction is complete traffic barricades will be needed

38. Will the gov’t provide the latest study/report on ACM investigations related to runway repairs and replacement?

Not sure what the contractor is asking for here, checked with the airfield managers office and they have never heard of a ACM investigation

39. Will the contractor be assigned a staging area?

Yes

40. Will the contractor’s staging area be in proximity of the proposed work zone?

Yes

41. What type of temporary facilities will be required?

None

42. Will the contractor need to furnish material testing and observation of steel reinforcement for concrete repairs and or replacement?

Yes

43. It is our understanding that planes will be housed in the hangar containing jet fuel. Can you please verify that a foam fire protection system will not be required?

The Planes will not have fuel on board so a foam Fire protection system will not be required.

44. It is also our understanding that five (5) DC inverters will be relocated to B62. Can you verify voltage and ampacity of these units or are they multi-tapped?

The government will need one 20K Solid State Frequency Converter Relocated. All other electrical components will be contractors responsibly to supply.

45. Will as-built drawings of the building be provided once the task order is awarded?

See Question 16

46. Will the areas of the building remain in operation during construction?

Other areas not in the scope of work will remain in operations.

47. Will a superintendent, quality control and SSHO be required?

Yes

48. Any safety barriers required with the construction site being close to an active runway?

See question 37

49. Will a construction trailer be required?

No

50. Epoxy finish requirements to hangar area?

Yes, for easier clean up

51. No work to existing restrooms?

That is correct, no bathroom work

52. ATF requirements?

None Hangar is well inside a controlled area.

53. Will the government provide record drawings of the building once the task order is awarded?

See Question 16

54. Can you please post the sign in sheet for the site visit?

The sign in sheet as already been posted on FBO

55. After reviewing the hazardous materials survey that the government provided, we have realized it is not for Hangar 62. Can you please post the hazardous materials survey for Hangar 62.

Yes it is in the revised SOW.

Statement of Work C. Electrical As Stated in Statement of Work C. Electrical 3) Reconfigure existing electrical to provide the required power for the aircraft that will be using the south end of hangar. Power must be configured to support the following aircraft; T-1, T-6, and T-38 aircraft, hangar lighting, and maintenance equipment.

56. Is there any spec sheet requirements for the existing equipment in Hangar 62 or can we make another site visit to Hanger 62 to look at the existing equipment to be relocated?

No on the spec sheet.

Another sitevisit has been scheduled (see Section L of the solicitation, amendment 0001) As Stated in Statement of Work C. Electrical 4) Provide and install new interior and exterior light fixtures to meet MTC mission requirement.

57. Is there a lighting schedule submitted with the type of lights selected by the customer?

No As Stated in Statement of Work C. Electrical 5) Provide and install outlets for power as required inside of hangar.

58. Is there specified locations for the relocated electrical equipment or will reflect what is in hangar 62?

The design will drive the electrical equipment locations.

As Stated in Statement of Work C. Electrical 6) Occupancy sensors that automatically provide lighting shall be provided in the COM room, Elec room, Security room, Toilet room and Break room.

59. Is there any specs for what type of occupancy sensors required?

No Statement of Work D. Mechanical

60. Will we be able to go back to the site for an additional visit and is there any spec requirements for equipment?

Yes, see section L of the solicitation for scheduled 2nd site visit Statement of Work E. Plumbing

61. There are restrooms on the second floor, will they be demoed with everything else?

There are no restrooms on the second floor. Demo of the second floor is no longer in project. (see revised SOW) Statement of Work G. Fire Sprinkler According to the Statement of Work for Design Build Proposal Section G Fire Protection: The Contractor shall design, provide and install a fire sprinkler system, which shall be designed to provide future capacity for the 1st and 2nd Floors. New piping shall be schedule 40 ASTM A53B or 135A black iron pipe. All plans for the fire sprinkler system shall be designed, signed and sealed by a licensed Fire Protection Engineer in the State of Texas.

62. Is the building going to require a new Fire Sprinkler System because the existing building has a Fire Suppression system throughout the building?

No, however, additional sprinklers will be needed on the second floor, existing sprinklers will need to be inspected to insure they function. Additional sprinklers may be required in the Aircraft parking area depending on the Fire Protection Engineers evaluation.

63. Will the existing system need to be upgraded to protect the airplanes that are going to be in maintenance?

A Fire Protection Engineers will have to make this determination but the aircraft will not have fuel on board while in the facility.

64. Are the planes going to have fuel in the tanks while in maintenance or are they not going to have fuel in them? Per code if planes have fuel they will have to have a foam system for fire protection and if not a wet system is sufficient but will have to be upgraded.

65. Will the existing upright heads have to be sent for testing due to the age of the sprinkler heads? NFPA 13 requires heads to be tested if heads are older than 50 years.

Yes even if not 50 years old the government wants to be sure the heads function.
