About this file
This document outlines the requirements for a contractor-provided work order processing system for the Defense Commissary Agency (DeCA) Supply Directorate locations. The contractor shall provide a computerized work order reception platform capable of receiving, storing, and processing DeCA-generated work repair requests within response times specified in the Performance Work Statement. The system must utilize commercial software to manage work orders, identify and annotate on-site inconsistencies, and maintain an updated database. The contractor is required to deliver monthly reports summarizing all completed work orders with each month's invoice.
The work order system must incorporate strict access controls, with only named individuals from each site, the Contracting Officer's Representative (COR), and contracting staff granted access. Actions estimated at EUR 2,000 or less are input at the site level, while all other work tasks require engineering input. The system must capture nine specific data points on every work order, including DeCA inventory number, nature of the problem, location, service type (PM/EM/UM), proposed solution with technical and cost details, schedule tracking, work completion documentation with photos, third-party inspection requirements, and site staff acceptance signatures. The Government requires an electronic or digital solution capable of capturing physical signatures from site staff and initials from technicians, with completed work order forms serving as supporting documents that are uploaded into the work order reception system.
