About this file

This document is an Emergency Criteria reference guide that defines what conditions qualify as emergencies requiring immediate maintenance and repair services across multiple building systems.

The emergency criteria are organized by six facility categories: HVAC, Doors, Electrical, Plumbing, and Alarm systems. HVAC emergencies include power failure, equipment or compressor failure, failed controllers/relays/contactors/sensors, refrigerant or oil leaks, and air conditioning or heating failures during the heating season. Door emergencies are limited to exterior doors that cannot be closed and locked. Electrical emergencies encompass full or partial building power loss excluding scheduled work, with a specific note that non-working outlets do not qualify unless affecting a larger area or critical operational equipment with no alternative outlets available. Plumbing emergencies include overflowing bathroom fixtures that cannot be shut off via valve, clogged or backed-up floor drains presenting hazards, water leaks or pipe breaks that cannot be isolated via shutoff valve, and frozen pipes or hose bib breakage, with a clarification that minor leaks and drips do not constitute emergencies. Alarm system emergencies are limited to fire alarms and security alarms. This criteria document establishes the threshold for determining which facility issues warrant emergency service dispatch and response.
