EXHIBIT 2: Likely Potential Content Areas

Focus Area
Possible Activities

Technical (sector-specific knowledge or skills specifically relevant to MCC programs)

· These activities (if applicable) would be determined in consultation with TOD and MCC departments. This category shall be relevant to discipline-specific topics (e.g., financial management) or cross-cutting technical topics or activities (e.g., human-centered design, federal budget literacy, international development approaches, contracts managements, federal acquisition).

Professional
· These activities would support learning for all staff around professional or ‘soft skills’ in line with MCC’s ‘leadership dimensions model’ and structured to specifically promote working with MCC’s CLEAR values.

· Topics may include and shall be relevant to: interpersonal communication, presentation skills, business and professional writing, teamwork and collaboration, customer service, working styles, perspective-taking, problem- solving in ambiguous situations, and/or working in remote teams.

Operational Effectiveness (knowledge or skills relevant to managing day- to-day operations)
· These activities would include support to a new MCC-specific project management curriculum (based upon PMBOK and change management principles but tailored to MCC roles). Highest level of the curriculum would be appropriate for PMP certification preparation.

· Additionally, topics may include and/or be relevant to: foreign language facility, software-specific training (e.g., Microsoft project), program management, time management, giving briefings, effective meetings, diversity and inclusion, workflow and productivity strategies, employee benefits, retirement training, flexible work, etc.

Management (knowledge or skills relevant to managing people and teams)
· These activities would be determined in consultation with TOD, but would at a minimum include Supervisory Skills for New Federal Supervisors and Supervisory Skills Training for Executives.

· Additionally, topics may include and shall be relevant to: managing conflict, country team management, managing in a matrix organization, influencing, managing up, creating an inclusive environment, staff performance management, rating staff performance, writing performance narratives, giving and receiving feedback, developing staff, managing change, promoting staff, etc.

Organizational (MCC-specific knowledge or skills)

· These activities would be determined in consultation with TOD and MCC departments. This category is intended to support internally managed activities such as onboarding.

Leadership (based on current research and good practice, content to develop leadership skills and capacity across levels )

· Two types of activities are envisioned within this category. All content would be aligned with MCC’s CLEAR values, the leadership development model and OPM’s Executive Core Qualifications.

· Activities appropriate for all staff at MCC may include topics and shall be relevant to: leading for all, coaching skills.

· Activities to support learning and development appropriate to specific leadership levels (exploratory learner, emerging leader, and transitional leader, executive). Topics may include and shall be relevant to: strategic thinking, sense-making for teams, promoting inclusion, leading in transitions, leading for results, etc.
