PERFORMANCE WORK STATEMENT (PWS)

The following labor category descriptions define the general qualifications of personnel that may be required to be provided by the Contractor in support of MCC’s learning and development program. This is not an all-inclusive list. Limited level of effort (LOE) may be required, particularly of those not identified as Key Personnel. Qualifications and capabilities of effort provided are nevertheless important.

Although no minimum education or experience qualifications are required for those not identified as Key Personnel, guidelines on levels of education and experience that support each labor category are included.

Director/Senior Project Manager

Master’s degree or higher in education, industrial/ organizational psychology or relevant field

15+ years of progressive experience including managing complex projects from inception to final evaluation

Applies demonstrated subject and program management expertise to conceptualizing and overseeing all aspects of complex projects.

Experience integrating cross-disciplinary expertise to design, develop, and implement innovative programs.

Knowledge of and experience with evaluation of multi-method learning programs for heterogeneous audiences.

Oversees PM and provides quality assurance on program design, planning, and implementation.

Liaises with TOD at critical junctures in program design and implementation; is available for consultation.

Full authority to act for the firm on all matters relating to daily execution of project.

PM

[Key Personnel]

8+ years of PM experience

Master’s degree or higher in relevant field

Serves as primary point of contact for the Contracting Office Representative (COR) and TOD’s PM. Responsible for tracking and reporting progress to COR and TOD PM.

Writes Contract Project Management Plan (CPMP) Provides quality assurance on all deliverables and integration across elements.

Leads implementation of all program components to include administrative, technical, and financial matters.

Full authority to act for the firm on all matters relating to daily execution of project.

Experience interacting with and serving heterogeneous, highly credentialed audience working internationally.

Well-versed in current research and practice in respective field.

Applies demonstrated subject expertise to advising on specific activity (e.g., program logic, course design).

Draws on expertise and experience to develop curriculum/course content and assessment appropriate for MCC’s business needs and level of learner sophistication.

Analyst

4-8 years relevant experience

Bachelor’s degree or higher

Assists in identifying and applying best practices and process improvements to support Government solutions.

Analyzes data, develops processes for storing and manipulating information, and prepares findings.

Provides project integration support.

Supports the preparation and implementation of meetings, workshops and focus groups and documents results.

Learning Assistant 0-4 years’ experience Bachelor’s degree

Performs basic data collection, analysis and presentation under supervision including primary and secondary sources.

Participates in developing research plans and surveys, and performing statistical and other analyses to facilitate the interpretation of data.

Supports development of briefings/reports on project findings.

Supports the preparation and implementation of meetings, workshops and focus groups and documents results.

Supports design and development of training materials under supervision.

Supports delivery of training through a co-facilitation role.

Maps courseware to competencies.

Chooses delivery modality.

Identifies job aids and performance support strategies.

ISD

4-8 years of relevant experience

Bachelor’s Degree or higher or ISD certification

Uses Instructional Design Methodology to design and develop customized curriculum materials, job aids, performance support tools and instructional outreach products to support stakeholder needs.

Assists in mapping courseware to competencies.

Transitions traditional instructor-led training content into an online, multimedia environment.

Supports development of evaluation tools and activities.

Evaluates courseware.

Analyzes environment and establishes program for applying evaluation methods.

Senior Training Instructor

8-10 years of relevant experience

Bachelor’s Degree or higher

Delivers training sessions or train-the-trainer sessions in a classroom or alternative learning environment.

Employs delivery methods as identified in curriculum (e.g., lecture, case studies, behavior modeling, and role-play).

Applies selected evaluation methods, and evaluating results.

Training Instructor

4-8 years of relevant experience

Bachelor’s Degree or higher

Delivers training sessions or train-the-trainer sessions in a classroom or alternative learning environment.

Employs delivery methods as identified in curriculum (e.g., lecture, case studies, and role-play).

Applies selected evaluation methods, evaluating results.

Systems Analyst

4+ years relevant experience

Bachelor’s degree or higher

Collects and documents customer requirements.

Develops specifications for system solution.

Develops test plans. Ensures independent verification and validation that system meets documented specifications.

Ensures solutions match customer requirements in terms of functionality, usability, efficiency, reliability, availability, and scalability.

Technical Writer/Editor

5+ years relevant subject matter experience

Bachelor’s degree or higher

Responsible for editing larger, more complex or technically advanced projects.

Gathers, analyzes, and organizes information for reports, training materials (e.g., case studies).

Devises approaches for portraying information in user-friendly and technically accurate manner.

Looks for inconsistencies of thought, development or organization and confers with authors to recommend treatment of materials.

Ensures information is accurate, complete, meets editorial and government specifications, and adheres to standards for quality, graphics coverage, format and style.

Edits reports, studies, or any other customer deliverables/documents for completeness, accuracy, correctness, coverage, format and style.

Graphics Designer

Associates or Bachelor’s Degree

5+ years design experience

Creates concepts, designs and develops graphical user interfaces, illustrations, animations or other graphics to support instructional resource solutions including reports, briefings, instructor materials, training aids, videos, web sites or other media.

Ensures that the “look and feel” of graphical depictions supports Government’s requirements and goals.

Integrates graphics generated with automated tools into deliverables.

Prepares presentations and other graphics, updating graphic presentations to improve quality, and enhance the usability of documents/electronic media.

Product Functional Tester

Associates or Bachelor’s Degree

5+ years design experience

Develops comprehensive functional tests that adequately evaluate product for completion, iteration, duration, bookmarking, and any other delivery dependency or requirement.

Oversees 508 testing of materials for adherence to Section 508 standards.

Liaises with MCC Learn administrator to deploy training to LMS.
