About this file
This file contains vendor questions and responses related to Uintah County, Utah's procurement for Integrated Inmate Communications & Technology Services at the Uintah County Jail in Vernal, Utah. The county is soliciting proposals from qualified vendors to provide a fully integrated, comprehensive Inmate Technology System (ITS) and communications platform that includes inmate telephones, secure wireless tablets, video visitation services, secure electronic messaging, digital mail scanning, automated voice information systems (IVR), and advanced investigative, monitoring, and reporting tools. The facility operates approximately 392 beds across 19 distinct housing units, with an average daily population of 196 inmates for 2025. The county requires a single, unified communications platform from one vendor to achieve operational efficiency, minimize administrative overhead, and establish a single point of accountability while consolidating all inmate communications under a centralized, secure database to enhance security and facilitate investigative analysis.
The selected vendor shall provide a fully managed, turnkey solution operating at zero cost to Uintah County, with the vendor assuming 100% operational and financial responsibility for the entire system lifecycle. This procurement structure shifts all financial burden and operational accountability to the vendor rather than requiring county funding. The contract is intended to streamline regulatory compliance and establish comprehensive cross-media investigative capabilities across all inmate communication channels through a centralized platform.
