Proposal Submission Requirements - Uintah County Integrated Inmate Communications & Technology Services
This document outlines the proposal submission requirements for Uintah County, Utah's solicitation for an Integrated Inmate Technology System (ITS) and communications platform for the Uintah County Jail in Vernal, Utah. The county is seeking proposals from qualified, licensed, and experienced vendors to provide a fully integrated, comprehensive solution encompassing inmate telephones, secure wireless tablets, video visitation services, secure electronic messaging, digital mail scanning, automated voice information systems (IVR), and advanced investigative, monitoring, and reporting tools. The Uintah County Jail operates approximately 392 beds across 19 distinct housing units, housing pretrial detainees, sentenced local inmates, and state-contracted inmates with an average daily population of 196 inmates for 2025. The vendor must furnish, install, configure, test, operate, maintain, provide training, and deliver ongoing support for all components of the unified communications platform.
The county requires a single vendor to provide a fully managed, turnkey solution that operates at zero cost to Uintah County, with the selected vendor assuming 100% operational and financial responsibility for the entire system lifecycle. The consolidation of all inmate communications under a centralized, secure database is intended to enhance security, facilitate comprehensive cross-media investigative analysis, and streamline regulatory compliance. The county seeks to maximize operational efficiency, minimize administrative overhead, and establish a single point of accountability through this unified platform approach.
