About this file
This is a Vendor Prerequisites document for a Request for Bids (RFB) issued by Volunteers of America, Utah for the installation of an electronic rolling security gate and fencing system at the Youth Resource Center in Salt Lake City, Utah. The project encompasses the furnishing and installation of a complete, fully operational, code-compliant electronic rolling security gate system with an access control pedestal and perimeter fencing for the staff parking lot. The selected contractor must provide all labor, materials, equipment, supervision, permits, inspections, and incidentals necessary to deliver a turnkey security system. This is a re-issuance of RFB 2026-01, which was canceled after the initial bid opening to allow for clarification and expansion of required bid elements and scope of work. Bids will be opened in a non-public administrative opening after the deadline, with no notice of award constituting a binding agreement until contract execution and issuance of a Notice to Proceed.
The project is funded entirely by Community Development Block Grant (CDBG) funds and is subject to all applicable federal, state, and local requirements, including mandatory compliance with the Davis-Bacon and Related Acts (DBRA) prevailing wage requirements. All contractors and subcontractors must be Davis-Bacon compliant and pay applicable prevailing wages as determined by the U.S. Department of Labor. Vendors must certify compliance with 2 CFR Part 200 (Uniform Guidance), maintain confidentiality of client and organizational information, retain records as required by federal regulations, and may be required to attend a mandatory pre-construction conference prior to contract execution. Pricing must be firm and costs allowable and reasonable under federal regulations. Vendors are prohibited from conditional bids, modifications to bid requirements, or submission of additional terms, and failure to meet mandatory minimum requirements will result in disqualification as non-responsive.
