About this file

This is a cost sheet template for Volunteers of America, Utah's Request for Bids (RFB) 2026-01-R1 for the Electronic Rolling Security Gate and Fencing Installation project. The project scope includes furnishing and installing a complete electronic rolling security gate system (approximately 22-28 feet wide, 6 feet high with black finish), perimeter fencing enclosing a staff parking lot at the Youth Resource Center in Salt Lake City, a pedestrian access gate with keypad entry, an access control pedestal, badge reader and keypad devices with Avigilon system integration, and a code-compliant power solution. The cost sheet is a required, password-protected Excel template that bidders must complete and submit with their bid response without altering locked cells or formulas. Bidders must price all cost-bearing line items in the Base Bid section, including materials, labor, equipment, and subcontract costs across thirteen categories ranging from gate structure and fencing to electrical work, civil infrastructure, permits, inspections, programming, and commissioning. An optional Add Alternate pricing section covers a one-year annual maintenance plan that must be priced separately from the Base Bid total.

The Base Bid and Add Alternate totals must match corresponding Bonfire pricing fields, and all assumptions and exclusions must be disclosed on the designated tab to avoid bid rejection for non-responsiveness. The project is funded entirely by Community Development Block Grant (CDBG) funds and requires full compliance with Davis-Bacon and Related Acts (DBRA) prevailing wage requirements. Bidders must identify whether they propose traditional utility power or an alternative power system and include all required infrastructure, backup/storage, integration, and performance validation. Remote access capability with Avigilon integration and non-proprietary, open architecture access control systems with full client administrator access are mandatory requirements. Incomplete cost sheets, omitted cost lines, altered templates, or inconsistent totals may result in bid rejection for non-responsiveness.
