About this file
This is a General Information document for a Request for Proposal issued by the State of Utah Division of Purchasing and conducted by the State of Utah Division of State Parks. The RFP seeks a vendor to provide food and beverage concession services at the Soldier Hollow and Wasatch Mountain Golf Courses located in Midway, Utah. A mandatory in-person site visit is required at Soldier Hollow Golf Course, 1370 West Soldier Hollow Lane, Midway, Utah on December 6, 2025, at 10:00 a.m. Mountain Time, with an estimated duration of 2-4 hours. An authorized representative of each prospective vendor must attend the entire site visit, and late arrivals will not be permitted to submit a proposal. The RFP anticipates a single contract award to the responsive and responsible vendor with the highest evaluation score. The contract term is 10 years with one optional 5-year renewal period.
Offerors must guarantee their proposed concession fee for at least the first year of the contract. After the initial guarantee period, the fee may be adjusted upon mutual agreement between the parties, with any adjustment requests requiring a minimum of sixty days' notice prior to the effective date. Per Utah Procurement Rule R33-6-103, an attendance log documenting attendee names, representing entities, contact information, site visit minutes, and distributed documents will be maintained and published as an addendum to the solicitation.

Soldier Hollow and Wasatch Mountain Golf Courses Food & Beverage Concession RFP Fall 2025
General Information
What is the purpose of the RFP?
The purpose of this request for proposal is to enter into a contract with a qualified firm to provide a food and beverage service concession at the Soldier Hollow and Wasatch Mountain Golf Courses in Midway, Utah.
What is the background of your agency?
The State of Utah Division of State Parks manages 46 state parks offering a variety of recreational and educational opportunities to the public. One way the Division provides recreation services to the public is by contracting with vendors for a service that cannot be adequately provided for by Division personnel. These contracts are often called concession contracts; at its most basic, a concession contract authorizes the vendor to have a physical presence within a state park and provide commercial activities within the boundaries of a state park. Additional information regarding State Parks and its Concessions Program can be found at https://stateparks.utah.gov/resources/concessions-program/.
Soldier Hollow and Wasatch Mountain Golf Courses are managed by State Parks and has had concession food grill contracts in the past and is seeking a new contract for these services. The current contract expires December 1, 2025, so this new contract would not likely begin until Spring of 2026.
There are activities near the clubhouse year-round. The most recent concession operation generated the following estimated gross revenue over the previous two years:
Calendar Year
Gross Revenue
2024
$1,594,540

$1,900,601
