About this file

This is a Concession Fee Proposal Form attachment for a Request for Proposal issued by the State of Utah Division of Purchasing in conjunction with the Division of State Parks for food and beverage concession services at Soldier Hollow and Wasatch Mountain Golf Courses in Midway, Utah. Prospective vendors must attend a mandatory in-person site visit on December 6, 2025, at 10:00 a.m. Mountain Time at Soldier Hollow Golf Course, 1370 West Soldier Hollow Lane, with an estimated duration of 2-4 hours. An authorized representative of each vendor must attend the entire site visit; late arrivals will be disqualified from proposal submission. The resulting contract will be a 10-year agreement with one optional 5-year renewal period, awarded to the responsive and responsible vendor with the highest overall score.

Offerors must propose a percentage-based concession fee calculated as a percentage of adjusted gross receipts from food and beverage operations, with a suggested baseline of 10.0 percent. The proposed concession fee must be guaranteed for at least the first year of the contract, with any adjustments thereafter requiring mutual agreement and submission at least sixty days prior to the effective date. Pricing evaluation will award 150 points to the offeror submitting the highest proposed percentage, with all other offerors receiving points proportionally based on the formula: 150 × (Offeror's Proposed Percentage ÷ Highest Proposed Percentage). Concessionaires must submit monthly gross receipts reports and remit fees in accordance with the Concession Standard Terms and Conditions outlined in the solicitation documents.

ATTACHMENT D: CONCESSION FEE PROPOSAL FORM

SOLDIER HOLLOW and WASATCH MOUNTAIN GOLF COURSES FOOD and BEVERAGE CONCESSIONAIRE

SOLICITATION #JH26-30

Offeror Name:

Concessionaire shall ensure concession fees are remitted in accordance with provisions in Attachment B: Concession Standard Terms and Conditions. Concessionaire will be required to submit a monthly gross receipts report and to pay a Percentage of Gross Receipts Fee.

Offeror must guarantee its proposed concession fee for at least the first year of the contract. After the guarantee period, the fee may be adjusted upon mutual agreement of the parties. Any request for fee adjustments must be made at least sixty (60) days prior to the effective date. A request for fee adjustments must include sufficient documentation supporting the request. Any fee adjustment will not be effective unless identified in an amendment to the resulting contract.

CONCESSION FEE: PERCENTAGE OF ADJUSTED GROSS RECEIPTS

The Concession Fee shall be a percentage of Concessionaire’s “adjusted gross receipts” as that term is defined in paragraph 18 of Attachment B. This Concession Fee shall be paid for the services and functions listed in Attachment C: Scope of Services that are identified as Required Concession Services in the resulting contract. Concessionaire shall pay this Concession Fee monthly for any month when Concessionaire receives gross receipts from offering these services.

Provide proposed Concession Fee (% of adjusted gross receipts from concession operations) for the services and functions listed in the Scope of Services contained in this RFP:

_________% Percentage Concession Fee (suggested amount 10.0%)

Purchasing will use the following price formula: The points assigned to each offeror’s price proposal will be based on the highest percentage of sales. The offeror with the highest proposed percentage will receive 100% of the price points (150 points). All other offerors will receive a portion of the total price points based on what percentage lower their proposed percentage is than the highest proposed percentage. The formula to compute the points is: 150 x (Offeror’s Proposed Percentage/Highest Proposed Percentage).

(Any deviation from this format may result in disqualification of proposal)
