About this file

This is a Technical Evaluation Criteria document issued by the State of Utah Division of Purchasing and State Parks for a food and beverage concession contract at Soldier Hollow and Wasatch Mountain Golf Courses in Midway, Utah. The RFP requires vendors to provide comprehensive food and beverage concession services including food service operations, catered events, snack shack operations, and restroom janitorial services. A mandatory in-person site visit is required on December 6, 2025, at 10:00 a.m. Mountain Time at Soldier Hollow Golf Course, 1370 West Soldier Hollow Lane, with an estimated duration of 2-4 hours; failure to attend in person will result in disqualification. The contract is anticipated to be awarded to a single responsive and responsible vendor with the highest evaluation score, with a 10-year initial term plus one 5-year renewal option.

The evaluation of proposals totals 750 points distributed across four major categories: Required Concession Services Plan (400 points), Business Development Plan (150 points), Company Qualifications (250 points), and Financial Plan (50 points). Vendors must address all evaluation criteria in point-by-point detail and are encouraged to expand beyond the stated criteria. Offerors must complete Attachment E: Business History Information Form and separately submit concession fee proposals on Attachment D: Concession Fee Proposal Form, with proposed concession fees guaranteed for at least the first year of the contract; inclusion of concession fees in the financial plan may result in proposal disqualification. Vendors must submit separate anticipated revenue lists for required services and any proposed additional services, along with proposed customer fee schedules for at least the first year of operations.

Attachment F - Technical Evaluation Criteria

To determine which proposal provides the best value to the State, the evaluation committee will evaluate each responsive and responsible proposal that has not been disqualified or rejected using the following criteria:

All vendors must submit proposals that detail the following areas (each area must be addressed. Do not list “not applicable”).

Your response to this RFP should include a response to the following items, in this order:

1. REQUIRED CONCESSION SERVICES PLAN (400 points total)

1.1 – Food Service (200 points possible) - Offeror must provide a detailed outline of how the Offeror will provide the services/requirements outlined under Scope of Services item B.1. Offeror must include information in the proposal about the type of food service being proposed, planned operating schedule, and a proposed menu.

1.2 – Catered Events (100 points possible) - Offeror must provide a detailed outline of how the Offeror will provide the services/requirements outlined under Scope of Services item B.2.

1.3 – Snack Shack Operation (50 points possible) - Offeror must provide a detailed outline of how the Offeror will provide the services/requirements outlined under Scope of Services item B.3. to include a tentative operating schedule and list of items available at the Snack Shack.

1.4 – Restroom Janitorial Services (50 points possible) - Offeror must provide a detailed outline of how the Offeror will provide the services/requirements outlined under Scope of Services item B.4. to include a tentative cleaning schedule.

2. BUSINESS DEVELOPMENT PLAN (150 points total) Offeror is required to submit a business development plan outlining the feasibility of providing the Additional Potential Concession Services outlined in Section C of Attachment C: Scope of Services. Offeror is to describe proposed marketing and describe any other ideas that may improve the concession business.

2.1 – Additional Potential Concession Services (100 points possible) – Offeror must describe whether the Offeror views the service as feasible, whether the Offeror plans to provide the service, and details to include a timeline for how and when the Offeror would provide the service, if applicable. Offeror is welcome to include any other services not already specified in this RFP. Any services outlined in this section will be considered by the Division and may be included in the required concession services of the resulting contract. The Division reserves the right to decide whether to allow these additional services.

2.2 – Marketing Plan (50 points possible) – Offeror must provide a marketing plan indicating target markets, proposed marketing budget, advertising campaigns, promotions to be offered, or any other marketing-related activities.

3. COMPANY QUALIFICATIONS (250 points total)

3.1 – Experience (200 points possible) – Offeror must describe experience providing services similar to those requested in this RFP.

3.2 – Organizational Structure (50 points possible) – Offeror must describe its organizational structure and explain how its organization qualifies to be responsive to the requirements of this RFP. Include the name and job title/description of all those that would be directly involved in the day-to-day operation of the concession. The Offeror must provide resumes for each staff member responsible for design, implementation, and project management.

4. FINANCIAL PLAN (50 points possible) Offerors shall include two separate lists of anticipated revenues for each of the contract terms of the contract and include the revenue source for each:

a. Anticipated revenues based on Offeror’s proposed required services

b. Anticipated revenues based on Offeror’s proposed additional services (if any)

The Financial Plan must also include the proposed fees that will be charged to customers for at least the first year of operations.

Each Offeror must complete Attachment E: Business History Information Form and submit it with their proposal.

Offeror’s Financial Plan must not include proposed concession fees to be submitted to the State. If the concession fees are included in the proposed financial plan, Offeror’s proposal may be deemed non-responsive and disqualified from evaluation. All proposed concession fees that will be paid to the State must be proposed in Attachment D: Concession Fee Proposal Form only.

For ease of evaluation, the proposals must provide a point-by-point response, addressing in detail each area of the evaluation criteria, including addressing how the point-by-point response addresses the issues discussed in this RFP. The criteria are not intended to limit a proposal's content or exclude any relevant or essential data. Offerors are at liberty and are encouraged to expand upon the criteria to demonstrate the Offeror’s capability to provide the State with a solution.
