About this file
This document is a Bid Check Return Authorization Form for Harris County, designed to provide guidelines for submitting bid bonds or cashier's checks for a competitive bidding process. The form outlines the procedures for submitting financial security when participating in a county procurement opportunity, with specific instructions for physical drop-off at 1111 Fannin Street, 12th Floor, Houston, TX 77002, and requiring submission through the Bonfire platform. Bid checks must be for the required amount and payable to Harris County, not to any individual.
The document specifies that for bids, the County Clerk may retain the bid checks of the three lowest bidders until after contract award, performance bond receipt, and potential payment bond receipt. For unsuccessful bidders, bid checks will be returned within 72 hours following bid opening. The form provides authorization for Harris County to return the bid check via regular mail under three conditions: if the bidder is unsuccessful, after performance and payment bonds are received, or upon contract completion. Bidders can choose between submitting a bid bond or a cashier's check, with designated sections to complete the appropriate financial instrument details.
