About this file
This is a safety requirements attachment for a drainage improvements project in the Bear Creek Village Subdivision Stage B (2018) for Harris County Precinct 4 in Texas, funded through FEMA. The document establishes mandatory weather-related safety provisions that all vendors and prime contractors must incorporate into their project Safety Plans. The requirements mandate protection for workers against extreme heat, cold, and other adverse weather conditions, with specific provisions including heat acclimatization, water supply, rest periods, and shade when temperatures reach 90 degrees or higher (including heat index). During extended periods of adverse weather, prime contractors must provide necessary accommodations to workers as determined appropriate for the conditions. Vendors acknowledge and agree to comply with these heat protection safety requirements upon submission of their bid acknowledgement.
The attachment does not address pricing terms, funding allocations, or contract duration, as it functions as a standalone safety guidance document. All bidders are bound by these requirements as a condition of bid submission, making compliance with the heat protection and adverse weather safety protocols a mandatory contractual obligation regardless of project award or contract terms.
