BEAR CREEK VILLAGE SUBDIVISION DRAINAGE IMPROVEMENTS - 2018

STAGE B

UPIN No.25208MF3V101

SCOPE OF WORK

SUMMARY

A. The Bear Creek Village Subdivision Drainage Improvements – 2018 project is located within the Bear Creek Village Subdivision and includes work in Harris County (HC) Right-Of-Way (ROW), Harris County Flood Control District (HCFCD) easements, and Utility Easements (U.E.). Major work activities performed in HC ROW for this project include the construction of reinforced concrete storm sewer systems consisting of various sizes of reinforced concrete pipe (RCP), manholes, and large junction boxes, which connect and discharge into existing Harris County owned storm sewers. Work performed in HC ROW includes storm sewer installation within the following streets:

- Hickory Downs Drive,

- Mill Hollow Drive,

- Thistlecroft Drive,

- Heron Gate Drive,

- Seven Springs Drive,

- Eagle Trail Drive,

- Pine Mountain Ct,

- and Pine Cliff Drive.

The project also includes the regrading and reconstruction of Hickory Downs, Millow Hollow, Pine Cliff, and Thistlecroft Drive to improve sheet flow conveyance to the proposed channels. As part of the storm sewer improvements, roadways will be repaved, and existing driveways and sidewalks will be reconstructed with reinforced concrete with varying thicknesses and subgrades as shown in the plans. In addition, the project requires the relocation of a surface water line (16-inch), small diameter water distribution and raw lines (6-inch to 12-inch) and sanitary sewer (8-inch), using trenchless and open cut construction methods. Coordination with the Harris County Utility District No. 6 (HCUD-6) Operator is required for water distribution and raw line relocations and for access to back lot easements for sanitary sewer relocations, which will require Right of Entry (ROE) and diversion pumping. Coordination with the West Harris County Regional Water Authority will be required for the relocation of an existing 16-inch surface water line located along Hickory Downs Drive and Mill Hollow Drive. There are existing service lines that connect to the distribution water line that may be impacted during construction of the roadway and storm sewer and the Contractor will need to coordinate with the HCUD-6 operator prior to restoring the service line. A pay item for long and short side connections has been included in extra work items to allow the contractor to re-establish service lines that may be impacted by sawcut or regrading operations. If the operator

2 of 9 Scope of Work fixes the service connection, the contractor will be fully responsible for the invoice that will be issued by the HCUD-6 operator. Further coordination with West Harris County Regional Water Authority (WHCRWA) Construction Management Office is required for the WHCRWA water line relocation and to maintain surface water supply to HCUD-6.

The project also extends into the Addicks Reservoir within HCFCD easements, where three new channels, totaling approximately 8,450 linear feet, will be constructed to improve overland flow during extreme storms. As the Addicks Reservoir is environmentally sensitive, general avoidance and minimization measures (AMMs) are provided below to minimize impact. It is recommended that channel excavation begins 100-feet upstream of Langham Creek to reduce impacts to Langham Creek from construction activities, and minimize the work performed for Care and Control of Water The contractor will then tie-in to Langham Creek when the rest of the channel excavations are completed and stabilized Concrete slope paving will be required within Langham Creek for slope stabilization.

B. The objective of this project is to improve drainage in the Bear Creek subdivision by upgrading the underground conveyance system and creating overland drainage paths, through street regrading and proposed channels, to manage runoff during heavier storm events.

C. The “Time of Completion” of this construction contract will be 487 working days (defined as consecutive calendar days). The Time of Completion includes days to accommodate inclement weather and/or wet soil conditions caused by inclement weather. The Contractor must complete all Work within the Contract Time. The Contractor must provide all labor, supervision, equipment, materials, and other resources required, including but not limited to multiple crews, shifts, and concurrent operations as needed, to meet the Contract Time.

CONTRACTOR’S USE OF RIGHT-OF-WAY

A. Work Area: The work area is defined as the project right-of-way and easements as identified on the Plans.

B. Use of Private Property: Do not enter private property without proper Authority from the Owner and Harris County.

C. There is a segment of storm sewer that is proposed to be installed between Seven Springs Drive and Hickory Downs Drive within an existing 20-foot drainage easement. The Contractor will be required to submit the following seven days prior to commencing work within this drainage easement:

1. A detailed written plan with visual exhibits which provides the owner information on how the Contractor intends to work within the easement and the length of time anticipated for completion assuming that weather and other unforeseen field conditions does not impact schedule. The Contractor shall clearly lay out if it is expected to impact existing irrigation systems, 3 of 9 Scope of Work landscaping, and lawn. The Contractor will need to demonstrate how the owner’s property will be protected while the existing fence and gates are removed during the construction of the storm sewer. The Contractor shall provide the owner the option of meeting in person to visually show the impacted areas.

2. The Contractor shall note the existing condition of the driveway and if there are any specialty finishes that need to be noted. Harris County has included quantities to pay for the reconstruction of the impacted driveway, however, if there are specialty finishes, the Contractor shall discuss with the owner and provide them the option of reconstructing the driveway with those specialty finishes at the owner’s expense.

3. The Contractor shall note the existing fence and reconstruct the fence to equal or better conditions immediately after the site has been restored. As soon as the storm sewer reconstruction is complete at these easements, the Contractor will be responsible for re-sodding the impacted areas and replacing the existing fence and gates that are currently in place. Any irrigation impacted will need to be repaired per the extra work bid item at these location only.

4. The Contractor shall place construction safety fencing to delineate the location of the existing drainage easement boundary. If the Contractor wishes to work outside of the drainage easement boundary, it is within the Contractor’s means and methods to negotiate with the owner the use of property beyond the drainage easement. There will be no separate pay for this.

WORK SEQUENCE

A. The sequence of major work activities is as follows:

1. Conduct a site walk with the Engineer to review the existing ground survey and identify areas and sections of concern.

2. Set up erosion and sediment controls and conduct continuous inspection and update to SWPPP.

3. Coordinate with nearby schools to ensure no impact to school traffic during active school-zone hours.

4. Implement approved Traffic Control Plan and construct necessary.

5. Install temporary construction fencing as required on Plans to protect areas not to be cleared and designated trees in connection with the project.

6. Install temporary mailboxes if necessary, this will be incidental to the traffic control pay item.

7. Clear and grub areas within the right-of-way to prepare right-of-way for proposed work. In the plans the sheet titled “Harris County ROW Clearing and Grubbing Plan”, a table has been provided which summarizes the potential trees that may need to be removed to complete the work. The removal of trees will be covered under the bid item “Preparing the ROW” and will include all tree sizes. Any additional trees that need to be removed, regardless of size, will be incidental to the bid item “Preparing the ROW”

4 of 9 Scope of Work and it will be the Contractor’s responsibility to conduct a site visit prior to bidding on the plans and ensuring that they account for the necessary tree removals.

8. Conduct necessary dewatering based on site condition to ensure groundwater table is at least five feet below excavation surface.

9. Coordinate with utility owners prior to construction near existing utilities.

10. Sheet 157 presents the phasing plan for this project when working in HC

ROW. The sequence shall be followed as shown in the plan sheet.

o During Phase 2 of the Traffic Control phasing plan, the Contractor shall adhere to the utility conflict narrative outlined on Sheet 166 in order to comply with TCEQ requirements.

o If the Contractor wishes to deviate from this narrative, prior approval must be obtained from the EOR.

o The channel and swale work within the Addicks Reservoir has not been identified in the phasing plan, however, the Contractor can work on the subdivision street drainage improvements simultaneously while also doing work in the channel and swales area.

11. In HC ROW, demolition of existing pavement, driveways, and culverts (if called out on plans) will be conducted prior to utility relocation, storm sewer installation, and roadway construction.

12. The utility relocations (water distribution lines and sanitary sewer lines) shall be relocated prior to the start of storm sewer installation and pavement reconstruction. The contractor shall ensure that water service is re-established for residents and will be required to connect any service connections to the re-located water line. For the WHCRWA water line relocation, the Contractor shall coordinate with the Authority's Operator prior to making any connections to existing water mains to resume service.

Refer to WHCRWA Specification Section 01110 for detailed requirements.

For sanitary sewer, diversion pumping operations will need to be put in place prior to conducting any sanitary sewer relocations. A diversion pumping plan shall be submitted to the Engineer for approval prior to putting in place.

13. The storm sewer shall then be constructed from downstream to upstream to ensure there is temporary drainage during construction.

14. The proposed storm sewer shall be installed from Seven Springs Drive to Hickory Downs Drive within existing easements that are located within private property. To protect adjacent houses and other structures from ground movements, the Contractor shall install Special Shoring per Project Specification 02464. The Contractor’s Engineer shall design the special shoring system and submit signed and sealed drawings and calculations for prior approval. A comprehensive ground movement and instrumentation monitoring program is required for the duration of work within the applicable easements, including pre-construction condition surveys of structures, installation of settlement and utility monitoring points, regular survey readings, immediate reporting of movement, and submission of monitoring reports.

5 of 9 Scope of Work

ENVIRONMENTAL IMPACTS

General Avoidance and Minimization Measures

1. A nest survey will need to be conducted 5 days prior to any woody vegetation disturbance during the migratory bird nesting season. The contractor shall provide the Harris County notice seven days prior to clearing and grubbing in the Addicks Reservoir to allow Harris County time to conduct a nest survey.

The Contractor will have 5 days (including the day of the survey) to perform the clearing activities following a bird survey. Clearing not accomplished within this timeframe will require an additional bird survey. The Contractor will be required to coordinate directly with the Harris County construction Project Manager to request surveys in a timely manner. Harris County will not be responsible for delayed requests, and additional days to the contract will not be granted. The day of the survey is day 1 of the 5 total days. Contractor shall not proceed with clearing & grubbing until written authorization has been provided by Harris County.

2. Construction activities within the proposed channels and swales will not occur when there is a rain event that releases more than 2-inches of precipitation over a 24-hour period.

3. The Contractor and their employees with the exception of truck drivers will be provided with environmental awareness training by a qualified biologist assigned by Harris County. This training will familiarize personnel with the species and their habitats that may occur on-site, measures to be implemented to protect these species, and project boundaries. This training will apply to employees working on the proposed swales and channels, with the exception of truck drivers as noted above.

Special Avoidance and Minimization Measures for Alligator Snapping Turtle

1. The Contractor will need to coordinate with Harris County in regards to work in Langham Creek prior to removing logs, cutbanks, root balls, and similar in-water features typically used by an AST. If avoidance is not feasible, existing in-water structural features will be removed temporarily and relocated as near

8 of 9 Scope of Work as possible to where the in-water structure originated during post construction activities. The Contractor will be required to carefully document the existing conditions via video and pictures.

2. If an AST is found during on-going work activities, the following should be done:

a. If an AST is detected within 200 feet of work activities in the AA

(terrestrial or aquatic environments) that may result in the harm, injury, or death to the animal, all work activities will cease immediately, and Harris County’s permitted biologist will be notified immediately. The permitted biologist will then notify TPWD and USFWSA before taking any action.

b. Based on the professional judgment of Harris County’s permitted biologist, if project activities cannot be conducted without harming or injuring the AST, all work will cease until the AST leaves the area (e.g.

turtle crawls back to the water and swims at least 200 feet away from construction activities. Under no circumstances should the AST or other wildlife be harmed or harassed (e.g. herded back into water) by construction crews or the permitted biologist.

c. If an AST is observed or found within the construction area that will not leave on its own accord within 4 hours of detection, then the permitted biologist will notify TPWD’s Kelly Norrid at 281-908-3569, to provide guidance or assist on the individual’s capture and arrangements for release at a designated relocation site.

d. AST that are captured during construction activities will be detained individually in a large plastic or similar container, with at least 3 inches of water and covered with branches or vegetation to calm it until relocation to a designated holding site or release site is arranged. If project work takes place in the summer temperatures above 80°F or winter temperatures below 60°F, the turtle will be kept in a shaded or protected area to avoid overheating or exposure to elements. AST may not be handled or detained on site without a permitted biologist present.

AST may not be stored in vehicles or closed containers. If more than one AST is detained during construction, then AST relocations may need to occur at a frequency greater than once per day.

3. The following site restrictions will be implemented to avoid or minimize effects on the AST:

a. Trash, food, food containers, and food waste will be secured at all times by individual workers or placed in animal-proof trash containers placed at the work site. The contents of trash containers will be transferred from the work site at the end of each day.

9 of 9 Scope of Work

4. The Contractor will be responsible to restore all temporary roads and work spaces to former AST habitat, no separate pay.

5. If the Contractor does not abide by the instructions provided in this section, any fines or work delays will be the sole responsibility of the Contractor and Harris County will not be held responsible for the negligence of the Contractor in adhering to these policies.

OTHER WORK IN THE AREA

A. Other non-HCED-RRD projects may be on-going in the area. Coordinate your activities with the other contractors where there may be conflicts. No separate pay will be provided for coordination between projects.

1.0 SCOPE

This Specification covers CenterPoint Energy (CNP) requirements concerning the installation of pull-boxes and conduits for underground electrical service to street lights.

Number, size and direction of conduits to be specified on layout at CNP’s discretion.

Where there is a conflict between this specification and the CNP project drawing, the drawing will take precedence.

2.0 GENERAL

The following sub-articles state the general procedures to be followed for coordination of conduit system installation:

2.1 For City/County Contractor installed conduit: City/County Street Light Division shall approve proposed street light locations. City/County shall forward proposed locations to CNP. CNP shall design the conduit system and return design to City/County for contracting.

2.2 For Metro Contractor installed conduit: Metro shall forward construction drawings to COH Street Light Division for proposed street light locations. COH shall submit their approved locations to CNP. CNP shall design the conduit system and return design to COH. (For conduit to be located in utility or side lot easements, CNP will perform the work in conjunction with street light installation, with reimbursement from Metro).

2.3 CNP shall require, and note on drawings, when pull-boxes are required at the beginning and ending of each continuous conduit run, in addition to those areas where pull-boxes are currently required for crossings or distance.

2.4 CNP Street Light Engineering shall attend City/County/Metro utility coordinating meeting prior to the start of construction. The proposed conduit installation (as well as potential conflicts with existing CNP facilities) will be reviewed at that time.

2.5 In conjunction with the utility coordinating meeting, Contractor, CNP representative, Metro (if applicable) and City/County or other municipal representative shall review proposed light locations in the field.

2.6 Contractor will notify CNP Street Light Engineering, at least 2 (two) working days in advance, of Contractor's schedule for conduit installation. CNP Street Light Engineering will perform final inspections with Contractor present when all conduits had been installed.

REV. NO. #5 SPEC. ID. 007 371 08 Sheet 4 of 16

2.7 Contractor shall attempt to determine if existing underground utilities or any other obstructions would prohibit CNP's installation of proposed new street lights. If such obstructions exist, Contractor may revise the proposed location of the light up to 5 feet in any direction within street right-of-way in order to avoid obstructions.

For revised street light locations greater than 5 feet in any direction, Contractor must obtain prior approval as follows:

For projects being performed for City/County, Contractor shall notify the City Inspector, who will notify the City/County 's Public Works Department. Public Works will review the problem with the City's Street Light Division and CNP for approval of any changes. (In the case of municipalities other than City/County, Contractor shall notify City Inspector who shall notify appropriate Department of City. City shall consult with CNP for approval of any changes)

For projects being performed for Metro, Contractor must notify the Metro Inspector, who will in turn contact Metro's Utility Coordination Section. The Utility Coordination Section will review the problem with the COH's Street Light Division (or other municipality if applicable) and CNP for approval of any changes.

2.8 For any contractor-proposed changes to CNP's conduit system design, Contractor must obtain prior approval from CNP. Contractor shall first notify City/County or Metro Inspector of requested changes, who will in turn notify City/County Public Works, other municipality or Metro's Utility Coordination Section. City/County Public Works, other municipality or Metro Utility Coordination will review the requested changes with CNP for approval.

2.9 For proposed street lights on bridges or elevated roads, Contractor shall design and install foundations that meet the loading requirements of CNP Specification for Galvanized Street Light Standards 007-371-04. For information on pull-boxes and conduit, see Article 8.0.
