About this file

This file is a Minority/Women Business Enterprise (M/WBE) Trucking Procedure Compliance infographic and presenter notes document issued by the Harris County Department of Economic Equity and Opportunity (DEEO) for use on Harris County contracts, including the Drainage Improvements in the Bear Creek Village Subdivision – Stage B (2018) project for Harris County Precinct 4 funded by FEMA. The document establishes the criteria and requirements for M/WBE trucking companies to perform a Commercially Useful Function (CUF) and receive credit toward M/WBE contract participation goals. M/WBE trucking firms must be certified by Harris County and must perform at least 30 percent of their subcontract work with their own forces while managing and supervising the entire trucking operation. The firm must own and operate at least one truck and employ at least one driver as an employee rather than an independent contractor. Vendors utilizing M/WBE trucking companies must submit their M/WBE Utilization Plan by the solicitation closure date, and courtesy reviews of plans are available up to five business days prior to closure.

The document details specific credit scenarios based on truck ownership and operation arrangements: M/WBE firms receive 100 percent credit for transportation services using trucks they own, insure, and operate with their own employees as drivers. When M/WBE firms lease additional trucks from non-M/WBE entities and operate them with their own drivers, they receive 100 percent credit for expenditures. However, when leased trucks exceed the number of trucks owned and operated by the M/WBE firm, credit is limited to fees and commissions only. Required submittal documentation includes a W-9 form, current insurance documents, and proof of truck ownership or registration on the TxDOT website, with additional documentation to be requested post-award to verify CUF performance. Vendors may submit only one plan per bid, and the DEEO review process addresses minor deficiencies but does not determine plan responsiveness. Questions and additional program information are available through the Harris County Department of Economic Equity and Opportunity at (713) 274-1400 or DEEO@eeo.hctx.net.
