About this file

This is a Bid Check Return Authorization Form for Harris County, Texas, related to an Invitation to Bid (ITB) for Drainage Improvements in the Bear Creek Village Subdivision – Stage B (2018) in Harris County Precinct 4, funded by FEMA. The form establishes procedures for bidders submitting either a bid bond or a cashier's check as a bid security requirement. Bidders must indicate their chosen submission method and complete the corresponding section of the form. For cashier's check submissions, the check must be physically delivered in a sealed envelope referencing the Job Number to 1111 Fannin Street, 12th Floor, Houston, Texas 77002 prior to the bid submission deadline. All checks must be made payable to Harris County and submitted at the required amount specified in the solicitation.

The form authorizes Harris County to return bid checks via regular mail without liability upon occurrence of specified conditions, including if the bidder is unsuccessful, if performance and payment bonds replace the check, or upon contract completion. For competitively bid projects, the County Clerk retains the bid checks of the three lowest bidders until after contract award, approval, receipt of required performance and payment bonds, and then returns all other bidders' checks within seventy-two hours following bid opening. For RFP procurements, the Office of the Purchasing Agent retains all bid checks under the same conditions. Bidders must provide complete business and mailing address information, contact details, and an authorized signature on the form when submitting through the Bonfire electronic procurement system.
