c. The bidding schedule CLIN 0008D weight of steel has been revised, and CLIN 0012D has been added for surge arresters.
F. Below are answers to contractor’s questions:
Q1. CLIN 0008T does not contain spots for unit price nor total amount; we assume this is in error and both are required. Please confirm.
A1. Lines in the unit price and amount were inadvertently omitted from the bid schedule.
Please see revised bid schedule.
Q2. CLINs 0014T, 0020T & 0021T contain a data entry spot for unit price but no quantity is given (as on the other CLINs requiring a unit price). It also has a unit measurement lump sum, please clarify?
A2. The above CLINs are lump sum line items. The lines in the unit price were inadvertently added to the bid schedule. The unit price field is not required for lump sum line items, only a dollar amount in the “AMOUNT” column is required. Please see revised bid schedule.
Q3. CLINs 0016L & 0017L contain a data entry spot for unit price but no quantity is given (as on the other CLINs requiring a unit price). It also has a unit measurement lump sum, please clarify intent.
A3. The above line items are lump sum line items. The lines in the unit price were inadvertently added to the bid schedule. The unit price field is not required for lump sum line items, only a dollar amount in the “AMOUNT” column is required. Please see revised bid schedule.
Q4. CLINs 0016D, 0017D, 0025D & 0026D contain a data entry spot for unit price but no quantity is given (as on the other CLINs requiring a unit price). It also has a unit measurement lump sum, please clarify intent.
A4. The above line items are lump sum line items. The lines in the unit price were inadvertently added to the bid schedule. The unit price field is not required for lump sum line items, only a dollar amount in the “AMOUNT” column is required. Please see revised bid schedule.
Q5. Tracy, Livermore, and Olinda specifications. Div 1, D, 7 (pg.5) Section discusses foundations and states: "WAPA will design these foundations after receipt and final approval of seismic qualification documents and informational drawings and data from the Contractor." What data, other than cut sheets for equipment, is required from the contractor? This section, along with section F of the same page, could mean we are required to complete a geotechnical survey and provide it to WAPA for their use in design of the foundations? Please clarify.
A5. The specifications have been revised to read: "WAPA will design these foundations after receipt and final approval of equipment cut sheets from the Contractor."
Section F is only informing the contractor that WAPA has limited geology. WAPA is not requiring any additional geotechnical surveys. The contractor can assume normal conditions for that type of area.
Q6. Tracy, Livermore, and Olinda specifications. Div 13, A, 1, b (pg.20) Section requires we perform PCB sampling of all "Oil and Oil Filled Equipment". We assume this is only for equipment that is to be removed? Please clarify.
A6. The construction contractor is not required to test equipment that is not being removed.
Q7. Tracy, Livermore, and Olinda specifications. Div 13, A, 1, b (pg.20) and 5, c (pg 24) Section requires we perform PCB sampling of all "Oil and Oil Filled Equipment". No oil containing PCBs, nor quantities, have been identified in the solicitation. How are we to determine cost for removal/disposal of this potential hazmat? Does WAPA intend to perform this on their own?
A7. It is very unlikely that any of this equipment will contain PCBs. WAPA removed PCBs from most equipment a long time ago. All oil is considered hazardous waste in California and must be managed on a manifest. Oil companies performing disposal services anticipate a laboratory result before they will contract with us for disposal, as they need results to prepare their waste profile so it can go to a recycler.
WAPA is requesting that the Contractor be responsible to sample the oil from the equipment and provide nameplate photos. WAPA Environment will be responsible to have the sample analyzed and to dispose of the oil. The Contractor will be responsible to ship empty transformers to the scrap metal facility.
Tracy and Olinda have their own permanent hazardous waste EPA ID numbers, and we can ship wastes from those substations as they are generated. Unfortunately, that is not the case for Livermore. WAPA must secure a temporary # assigned for Livermore. These temporary ID #s are meant as “one time” numbers, and they are only good for a short window. As such, it would be ideal if the total waste disposal window for oil and/or any other hazardous wastes be coordinated to happen at the same time.
Q8. Tracy, Livermore, and Olinda specifications. Div 13, A, 4 (pg.23) Lead based paint and/or asbestos identification, removal & disposal is required in this section, however none have been identified in the solicitation. If these items are identified after award, will they be treated as a changed condition?
A8. Differing site conditions will be handled per clause 52.236-2. Lead paint is common, and relatively easy to address. Items that have known lead paint to be sent for scrap metal disposal should be accompanied by a statement disclosing the presence of lead to the metal recycler. If these items must be cut up to be transported, any leftover lead paint chips should be collected on visquine and placed in a small drum available from the warehouse. Lead paint chips are considered a hazardous waste, and we would need to use our hazardous waste contract to manage this waste.
Asbestos is unlikely to be found, but if encountered at a site that differs materially from what can be reasonably anticipated conditions for this type of work, it will be handled per clause 52.236-2.
Q9. Olinda Specification. Div 9, B, 1 Station service voltage transformer, KY21A is listed as Govt. Furnished. However the section states “includes furnishing all equipment and material not furnished by WAPA and installing the Government- furnished station service voltage transformers with support structures:” What required items are not included with the Govt. provided equipment? It is not specific. Also are the support structures included with the Govt.
provided equipment?
A9. Items not provided with SSVTs would be jumpers/hardware/conduit and bus fittings.
Structures are Government-furnished.
Q10. All sites:
Is KTR laydown provided, and what are laydown yard requirements?
A10. Acceptable laydown area at ODA will be on the east side of the substation, between the north-south fenceline and the 230kV switchyard.
Acceptable laydown area at LLL will be in the open area in the SE corner of the substation.
Acceptable laydown areas at TRY/TCY will be next to the tech’s shop, the SE corner of TRY, or the area near the 500 MCM cable reels in TCY.
Q11. Tracy Drawings. Drawing TRY 2143.
What is drawing TRY 2143 for? The transition removal is shown on TRY 2251-1 & TRY 2251-2, and does not match this drawing. Should this be TRY 2227?
A11. 2143 is an old drawing showing the dimensions and reinforcement of the transition to be removed as noted on Section B-B on 2251-2b EI, it’s helpful for WAPA to include in the package for record keeping.
Q12. All drawings.
Some cable trenches call for sand fill, some pea gravel, which one is required?
A12. It’s up to the contractor, sand or pea gravel is needed to support the cables, most contractors match what is existing.
Q13. Tracy Specification. Div 3.B.3 States to include encasement for medium voltage conduits as indicated on TCY 1782-1 & -2. There are no such drawings. Should this read TRY 1782-1 & 2?
A13. That is correct. Drawing designations have been updated.
Q14. Olinda Drawings. Drawing ODA 172, 1730, & 1731.
ODA 1730 & 1731 show 4 bollards around each pull box, however ODA 1720 show no bollards. The typical note indicates bollard details are available on drwg 31 2043. This drawing is not included in the RFP set of drawings. Please provide clarification and if bollards are required, please provide the bollard detail drawing referenced A14. Bollards are required as indicated on drawings 1730 and 1731. Standard drawing 31 2043 is attached at the end of the ODA drawing package.
Q15. There is a significant amount of 500MCM copper individual cables on these projects, is the intent to have these individual cables shielded like the control cables, on past projects those cables were single 600v rated XHHW. And would we consider the cables going from the transformer secondary to the safety switch then onto the dist.
Panels to be shielded as well? If so how many conductors per shielded cable?
A15(a). At Olinda substation:
All 500 kcmil 600V insulated conductors shall be shielded. The cable may be either single or multiconductor. Shielding shall be as described in Section 9.2.3.2(5)3) of the construction standards. Transformer secondary conductors are to be shielded as well. Pricing for the 500 kcmil shielded cable is being kept separate from other conductors for internal purposes.
600 V power conductors other than 500 kcmil shall be shielded as described in Section 9.2.3.2(5)3) of the construction standards
Control cables shall be shielded as described in Section 9.2.3.2(6)5) of the construction standards.
RS-485 communication cable shall be shielded as described in the project specifications.
The 35kv cables shall be as described in the project specifications.
A15(b). At Tracy substation:
RS-485 communication cable shall be shielded as described in the project specifications
The 1/0 AWG, 25-kV, insulated copper cable and the 1/0 AWG, 35-kV, insulated copper cable shall be as described in the project specifications.
A15(c). At Livermore substation:
Power cable 600V and under does not need to be shielded.
Control cables shall be shielded as described in Section 9.2.3.2(6)5) of the construction standards.
RS-485 cable shall be shielded in accordance with the project specifications.
The 1/0 AWG, 25-kV, insulated copper cable shall be as described in the project specifications.
On the SOV for Tracy Sect 0014T states shielded insulated conductors, Lawrence Livermore SOV Sect 0012L just states insulated conductors and Olinda SOV 0061D states shielded 500MCM 600V insulated conductors and 0017D states Shielded Insulated conductors-
The projects drawings for power cables says 3- 1/C etc meaning they are individual cables- Are they to be shielded?
A16. Shielded Cables are not required at Livermore.
Q17. We have some questions from the manufacturer on the Transfer switches specified below:
Q17(a). 2.3.6.1 – NEMA 4 enclosure specified here. Project documents/catalog strings for ASCO equipment called for 3RX enclosures. If we receive clarification on required enclosures for these projects, we can adjust this.
A17(a). The individual Project Construction Specifications for each substation state the equipment specifications and type for the individual enclosures.
The Submitted ATS shall be equivalent to the model numbers provided in the specifications.
Q17(b). 2.3.6.1 – Circuit breaker on the load side of the switch. We did not provide this, as there is no mention of this on the provided project drawings/specifications. If this is required, ASCO will have to work with Engineering to see how this can be provided.
A17(b). A circuit breaker on the load side of the switch is not required.
Q17(c). 2.3.6.2 – Source A/B not clear on drawings provided. If this is a dual utility application, we can add operator controls to select primary/secondary source. If this is a utility/gen application, our standard controls can be used, but clarification on source preference should be provided (I don’t see any application where the generator would be primary source if utility is available).
A17(c). Standard controller is adequate.
Q17(d). 2.3.6.5.a – Basler relays are not provided on the quoted transfer switches. Our controller does the voltage/phase monitoring for transfer controls.
A17(d). Basler relays are not required.
Q17(e). 2.3.6.6.f – Monitoring of the station service transformer pressure relief alarms is not provided. This is not a feature of ATS.
A17(e). Pressure relief alarms are not required.
Q17(f). 2.3.7.1 – This is a mention of the load side breaker. This states “When a main breaker is required for the load side of a transfer switch.” We want to clarify this requirement on these projects.
A17(f). Load side main breaker is not required.
G. The bid opening date remains unchanged. Due to the bid opening being closed to the public for safety reasons. Please see the below Webex attendance information:
