About this file

This Scope of Work document outlines a formal Request for Proposal issued by the Nevada State Purchasing Division on behalf of the Department of Motor Vehicles to provide inspections, corrective and emergency maintenance services for Uninterruptible Power Supply (UPS) systems located across four Nevada facilities. The services encompass annual preventative maintenance inspections for four UPS units (two Liebert and Mitsubishi units in Carson City, one Eaton unit in Elko, and one Eaton unit in Las Vegas), corrective maintenance covering all parts and labor, and 24/7 emergency service with specified response times: 4 hours or less for Carson City and Reno facilities, 6 hours or less for Elko, and 10 hours or less for Las Vegas, with parts ordered and installed within 72 hours. The preventative maintenance includes general electrical inspections, mechanical verification, operating inspections with documented readings, comprehensive test procedures, and corrective actions as needed. Additionally, contractors must provide quarterly battery inspections (three per year) and annual battery maintenance across the four locations, which collectively contain 366 batteries requiring general maintenance, voltage monitoring, temperature checks, load testing, and record-keeping. Preventative maintenance site visits must be scheduled with minimum two weeks' notice and completed during standard business hours Monday through Friday, 8:00 a.m. to 5:00 p.m.

Bidders must submit proposals identifying geographic service regions, copies of Contractor's license, local business license, and State Business License from the Nevada Secretary of State's office, a designated contact person and telephone number, and detailed hourly rates stratified by standard hours, after-hours, weekend hours, holidays, and emergency service. All fees including service charges, driving time, and travel must be itemized and clearly listed in the bid proposal. The State of Nevada does not guarantee any minimum volume of service, quantity of work, or dollar value of work. Battery replacement services include a provision for 20% annual battery replacement (installation, shipping, parts, and labor) within 72 hours for batteries less than five years old, and if battery failures exceed 20%, the contractor must provide a discounted quote that DMV may match against two competing vendor quotes. Contractors must furnish all battery fluids and cleaning supplies and provide detailed written reports to DMV for each maintenance visit documenting findings and recommendations. The document references observance of Nevada holidays as listed in NRS 236 for scheduling purposes.
