SUBJECT: Request for Proposal (RFP) 80MSFC20R0036 for the Marshall Engineering Technicians and Trades Support (METTS III) Acquisition, George C. Marshall Space Flight Center (MSFC)

The solicitation for the METTS III acquisition at NASA MSFC has been released. All offerors should review Attachment A, Clarifications to All Potential Offerors, and Attachment B, Summary of Changes Between Draft and Final Solicitation, listing the changes to the draft solicitation posted on December 12, 2019. The changes identified in Attachment B are the result of comments and questions received from industry and internal reviews performed by NASA and represent significant changes; however, the listing is not intended to be all inclusive.

Offerors are cautioned to carefully review the solicitation in its entirety. Grammatical, typographical, and other non-substantive changes have been made throughout the document.

Offeror's are notified that a procurement sensitivity "blackout notice" letter for this acquisition was distributed to all applicable MSFC employees with the release of the solicitation to industry. Effective immediately, with the exception of the designated point of contact below, all employees are prohibited from communicating with industry concerning this procurement.

This ‘blackout’ period of communication will continue until the contract has been awarded and the evaluation board is released from its responsibilities.

All questions regarding the solicitation shall be submitted via email to the individual noted in the provision MSFC 52.205-90, Designated Point of Contact. The due date for receipt of questions from industry is 2 p.m., Central Time, February 24, 2020. Interested parties are requested to submit any comments or questions utilizing the same format as provided in Attachment A to this letter. Any questions submitted by this deadline will be answered as an amendment to the solicitation. As part of any resultant proposals, offerors shall acknowledge receipt of all solicitation amendments, if any.

An Industry Day Briefing was conducted on December 19, 2019, 8:00 a.m., Central Time.

Attendance at the briefing was neither required nor a prerequisite for proposal submission and will not be considered in the evaluation. Information presented at the briefing, as well as a list of attendees, was posted to beta.sam.gov.

In addition to other eligibility requirements which may be specified in this solicitation, offerors should ensure compliance with System for Award Management registration requirements (see FAR 4.1102(a)), and equal employment opportunity (see FAR 22.802(b) and 22.805(a)) and veterans’ employment (see FAR 22.1302(b) and 22.1303(c)) reporting requirements, as applicable.

DRFP Section L-40 (c) states that the Managing Partner of a JV must provide two relevant past performance references. DRFP M-5 (d) indicates past performance records of a joint venture will be evaluated on individual members of a joint venture.

Can the Government please clarify whether past performance records of non-Managing Partners of a joint venture will be accepted for evaluation?

The RFP recommends (as indicated by use of the word should) that the managing partner of a JV submit two past performance references. The Offeror, at its discretion, may also choose to submit references for the non-managing partner within the five reference limit.

Many 8(a) companies do not have past performance references meeting the criteria specified in the DRFP. The SBA’s Mentor/Protégé program is intended to provide the resources, infrastructure and expertise of a large company as a means for a capable but smaller 8(a) company to participate and successfully execute larger contracts, such as METTS III. Therefore, we respectfully request that the Government consider waiving the past performance requirement (DRFP Section L-40 (c)) for the Managing Partner of a JV, if it can be reasonably demonstrated that through an SBA-approved Mentor/Protégé Agreement sufficient past performance capabilities exist for the Mentor to meet the criteria.

In accordance with Volume III – Past Performance Factor Instructions, paragraph (c), it is recommended that the Offeror submit two relevant past performance references for the managing joint venture partner. See Volume III, paragraph (c), “two relevant past performance references should be provided by the joint venture managing partner (i.e., the Section 8(a) protégé).
