(a) The purpose of this amendment is as follows:
(1) To respond to questions submitted in response to the Marshall Engineering Technicians and Trades Support (METTS III) Request for Proposal (RFP) issued on February 13, 2020.
(2) To incorporate a revised Attachment L-1, Excel Pricing Model, for use in preparing the offeror’s Volume II- Cost.
(b) Attachment A, RESPONSES TO INDUSTRY RFP QUESTIONS, provides responses to questions and comments provided by industry. Attachment B, CHANGE LOG, provides a From- To matrix of changes made to the RFP.
(c) Failure by the offeror to acknowledge receipt of this amendment, either on the Standard Form
33, SOLICITATION, OFFER, AND AWARD, SF30, AMENDMENT OF
SOLICITATION/MODIFICATION OF CONTRACT, or transmittal letter by the due date for receipt of proposals may result in a determination that the proposal is unacceptable and therefore ineligible for award.

Can company logos used in tables & graphics use other than Times New Roman 12-point font?
In accordance with paragraph (b)(6)(F) of NFS 1852.215-81, “Font style shall be Times New Roman and the font size shall be twelve (12)-point for all text, including text used in charts, tables, figures, illustrations, or other embedded objects (e.g., pictures or screenshots).” “Non-compliant text will not be evaluated; however, any remaining content will be evaluated.” Therefore, any non-compliant text, including text contained in a company logo used in tables and graphics, will not be evaluated.

Can the Government confirm that the description of these three requirements (ix, x, and xi) within Subfactor 2 should be listed under Volume I (d)(2)(viii) – Compensation Plan as H, I, and J?
Yes. Paragraphs (ix), (x), and (xi) are renumbered to (H), (I), and (J) under Volume I (d)(2)(viii).

If an offeror has certain program support functions (for example, Contracts Administration) that are considered direct costs per its standard/disclosed accounting procedures, is it permissible to add lines in the EPM to accommodate that? If not, how should the offeror propose those costs while remaining compliant with its standard procedures?
The EPM, Tab A, is revised to add a Program Support labor cost to accommodate Offeror’s standard accounting practices. Offerors are not required to utilize this labor cost.

The proposal is currently due on April 3, 2020, which makes the five-year period of acceptable performance April 4, 2015 – April 3, 2020. The prior METTS contract period of performance ended in September 2015. We recommend that Paragraph (b) on Page L-39 be revised to remove the following language “Additionally, each referenced contract shall have a minimum performance of one year within the five-year period. Performance of any effort outside the five-year period will not be evaluated.” and replacing that language with “additionally each referenced contract should include performance within one (1) year of the five-year period.”
The current due date falling in April cuts within a typical October to September period of performance. This change will allow past performance on the full fiscal year contracts from FY 2015 to be valid.
The solicitation requirement for minimum performance of one year within the five-year period will not be revised.

Ref. RFP Cover Letter and Clarifications, Attachment A – CLARIFICATIONS TO ALL POTENTIAL OFFERORS, number 27.
According to the response/answer to Question 27, the RFP “recommends” the managing partner of a JV submit two past performance references. We respectfully request additional clarification. Per 13 CFR § 125.8 (e) Past performance and experience, when evaluating the past performance and experience of an entity submitting an offer for a contract set aside or reserved for small business as a joint venture established pursuant to this section, a procuring activity must consider work done individually by each partner to the joint venture as well as any work done by the joint venture itself previously. However, with the criteria outlined in DRFP Section L-40(c) identified as a “recommendation”, it appears offers with less than two JV managing partner past performance references will be negatively impacted during evaluation. Can you please confirm evaluations will be in accordance with 13 CFR 125.8 (e), and offers with less than two past performance referenced contracts from the JV managing partner will not be negatively impacted?
Offerors should use their own discretion in determining which references are provided within the five-reference limitation.
Past performance of individual joint venture members will be evaluated in accordance with Section M provision, entitled “Volume III – Past Performance Factor Evaluation” which is consistent with 13 CFR § 125.8 (e). See also Response to Question 28 of the Request for Proposal. However, the reference to 13 CFR § 124.513(c) should be 13 CFR § 124.513(f).

LIMITATIONS (APR 2015) states, in part, “All pages shall be consecutively numbered, starting with “1” (one) on the first page of each volume.
If a hard copy version is required, the reverse side of any foldout pages shall remain blank and unnumbered.” Additionally, the RFP also states, “(c) Identify any exclusions to the page limits that are excluded from the page counts specified in paragraph (a) of this provision (e.g.
title pages, table of contents) as follows:”
Question: Is the title page and table of contents page counted?
Yes. Only those items listed after “as follows:” are excluded from the specified page limitations.
Specifically, only Attachment L-10, Past Performance Questionnaire, is excluded from the Past Performance volume page limitation. Only Attachment L-13, Personnel and Fringe Benefit Forms, and copies of applicable salary surveys or other salary information, are excluded from the Mission Suitability volume page limitation. As stated, there are no other exclusions from the page limitations established for the page limited volumes.
