(a) The purpose of this amendment is to respond to a question that was submitted after issuance of Amendment P00002 to the Marshall Engineering Technicians and Trades Support (METTS III) Request for Proposal (RFP) on March 10, 2020.
(b) Attachment A, RESPONSES TO INDUSTRY RFP QUESTIONS, provides responses to questions and comments provided by industry.
(c) Failure by the offeror to acknowledge receipt of this amendment, either on the Standard Form
33, SOLICITATION, OFFER, AND AWARD, SF30, AMENDMENT OF
SOLICITATION/MODIFICATION OF CONTRACT, or transmittal letter by the due date for receipt of proposals may result in a determination that the proposal is unacceptable and therefore ineligible for award.
(d) All other terms and conditions of RFP 80MSFC20R0036 remain unchanged.

(B) Tab B: Summary by PWS – “This tab serves as the instrument to input WYEs by PWS and labor category. Once the WYE has been entered in a cell, the sheet automatically calculates hours and dollars from other sheets completed within this workbook. This tab also requires input of indirect rates to include fringe benefit, overhead, and G&A. Offerors shall ensure that Tab B accounts for all WYEs by labor category for each year of performance, whether assigned to the Offeror or proposed subcontractor(s), as delineated in Attachment L-6, Projected Mission Requirements. There will be no advantage in proposing staffing levels less than those delineated in Attachment L-6 as the Offeror’s probable cost will be adjusted to reflect these levels.”
The highlighted statement indicates that both Prime and Subcontractor Labor should be entered into Tab B. However, if both are entered it will calculate into Tab B row 342, which then feeds to Tab A Row 8.
Tab A would then duplicate the Subcontractor rates when we enter the total Subcontract Cost into Row 15. Further, adding Subcontract Labor into Tab B will apply inapplicable Fringe and Overhead to the Subcontract along with the allowed G&A calculation.
We would like to ask the Government to allow for Offerors to submit EPM L-1 including only the Prime Labor on Tab B and having a separate Tab B included with only the Subcontractor Labor. Doing so would allow for the correct calculation of rates and applicable Overhead/Fringe/GA and would eliminate the possibility of duplicating the Subcontractor Costs in Tab A Row 15.
Offerors and subcontractors (i.e., all subcontractors, to include interdivisional and/or intra-company effort, with a value of $5 million or greater over the life of the contract) shall include WYE’s in Tabs B-1 through B-5 of their respective Excel Pricing Models (EPMs), with EPMs for subcontractors reflecting those labor categories assigned to them by the offeror. Upon completion of Tab B, the total of the Offeror’s and subcontractor’s WYEs in their respective EPMs should equal the total WYEs in Attachment L-6, Projected Mission Requirements.
