It is anticipated that each Center will be able to issue task orders, managed through MSFC.

No, each Center will not have their own CLIN. There is one CLIN for Mission Services and one CLIN for IDIQ. Refer to MSFC 52.216-92, Matrix Of Contract Line Items (CLINs), in the solicitation.

Section F, Page F-1, MSFC 52.237-91 PLACE OF PERFORMANCE

Section 4.1.18, Page J-1-6 Based on the broad nature of the cited section (Section F; Place of Performance) will the government allow the successful offeror to bid new/ additional Labor Categories and rates for future requirements not costed in the CPSS PC proposal or the EPM? Would the Government consider additional labor categories for management support?

The provision of additional labor categories other than those delineated in Attachment J-3, Labor Category Descriptions, is considered unnecessary. Managerial support should utilize existing labor categories, including that of the Program Manager, and account for other managerial costs in accordance with the offeror’s customary business and accounting practices.

Given that the Service Labor Categories are specific to Program Manager and Project Coordinators, where should the contractor include the estimate for the resources required to perform the work described in 3.0? Are they already included in the estimated WYE provided in Attachment J-1A, if so, which requirement and labor category includes the effort for 3.0?

Resumes and names of personnel are not requested and should not be provided.

Please clarify why specific center clauses are included for some Centers and not others. It is the government's intent for the contractor to follow the unique requirements of each Center when called out but follow MSFC when not specified?
All known Center-specific clauses have been included in the solicitation. The Contractor will be required to abide by the policies and procedures of place of performance (i.e., Center).

Given the potential for substantial IDIQ work at other Centers, are Associate Contractor Agreements (ACA) anticipated to be required for other NASA Centers?
Any additional ACAs will be identified prior to IDIQ Task Order award.

The total number of productive hours per contract period are determined by the Offeror based on its customary business and accounting practices.

If the offeror submits these 2 documents in advance of the complete Volume IV submittal should they be resubmitted to make a complete Volume IV? Should a reference be included in the complete Volume IV that states the documents were previously submitted, or are there other instructions the offeror should follow?
Resubmissions of previously provided documentation are not required unless updates are necessary and provided by the required due date and time. Proposal submissions may indicate previous submission.

Are there any exceptions to the page limitations (such as for cover page, table of contents, compliance matrix, and list of acronyms)?

Are there any exceptions to the 12-point font size rule (such as for graphics and pictures)?

In accordance with NFS 1852.215-81, Proposal Page Limitations, paragraph (c), there are no exclusions to the established page limitations with the exception of the attachments specified therein.

Pricing the JSC. Should it be broken down to White Sands and JSC? What percentage of work will be at the different locations?
Pricing is requested only for JSC as there are no known requirements at White Sands. Therefore, an anticipated percentage of work between these locations is not available.

If prime and major subcontractors are to complete Tabs B-1 and B-2, then please clarify if the prime and subcontractors shall modify the number of WYEs to reflect the number of WYEs allocated to the prime and subcontractor respectively?
The purpose of Tab A-2 is to account for subcontractor allocation of WYEs and associated price. When utilized correctly, the Tab will allow for the accounting of all WYEs as required by Attachment J-1A, Mission Labor Requirements.

How should WYEs assigned to subcontractors in support of MSFC and MAF mission requirements that do not meet the threshold for major subcontractor be accounted for within the EPM?
WYEs for subcontractors not required to submit price volumes are accounted for within the Offerer's WYEs as reflected within the B Tabs.

Offerors shall complete all Tabs in their EPM. Subcontractors with a Mission Services value exceeding $20M over the life of the contract shall complete only the A and B Tabs of their EPM in accordance with Volume II – Price Factor Instructions, Section 3.

Will the Government consider adding language to Section M stating that the Government reserves the right to perform a price realism assessment on both the Mission Services and IDIQ calculated price and to remove any Offeror’s proposal that is unrealistically low?
In accordance with Section M, Price Factor Evaluation, paragraph (a), the Government will perform price analysis in accordance with FAR 15.404-1.

While J-1-1 states mission services is only at MSFC (including MAF and NSSTC), MSFC-4 on page J-1-13 states work will be performed at NASA HQ. Is NASA HQ included in the locations for Mission Services?
If the requiring organization is located at MSFC, the effort is reflected as an MSFC requirement in Attachment J-1, Appendix A, though contractor personnel may be assigned to a location other than MSFC (e.g., an MSFC requirement may be performed at NASA HQ). If the requiring organization is located at NASA HQ, the effort will be reflected as a NASA HQ requirement in an IDIQ task order. Mission requirements are MSFC (including MAF) only and all other Centers' requirements will be incorporated as IDIQ task orders.

FAR 52.232-1 SUBMISSION OF VOUCHERS/INVOICES FOR PAYMENT

What is the monthly invoice amount for the Mission Services FFP? For example, is it the total Mission Services FFP divided by 12 or some other basis? What is the monthly invoice amount for the IDIQ task order to be based on?
This will be determined during Phase-in as part of the post award conference.

The education and experience levels delineated in Attachment J-3, Labor Category Descriptions, are "desired" provided the employee is fully capable of performing the tasks described in the "Job Description" column.

Will the Government reduce the number of past performance records required of the prime offeror from two to one?
In accordance with Volume III - Past Performance Factor Instructions, paragraph (b), two of the requested references "should" be for the offeror.

The use of a 3 year period is consistent with NFS 1815.304-70(d)(2)(i).

For Joint Ventures, the evaluation requirement specifies, “two past performances from the managing partner.” Given that this is a small business procurement, will the Government consider decreasing that requirement to 1 past performance from the Managing Partner?
The provision of two past performance references for the Joint Venture management partner is requested though not mandatory.

Section L Volume III - Past Performance Factor Instructions
Section L Volume III Past Performance Instruction States “Performance of referenced contracts shall be limited to that which occurred within three years of the due date for receipt of proposals. Additionally, each referenced contract shall have a minimum performance of six months within the three-year period. Performance of any effort outside the three-year period will not be evaluated.” Does this mean that within the past 3 years, at least 6 months of performance must have been completed? For example, a contract that ended on November 2, 2016 (which is within 3 years of October 24, 2019) would not be eligible because 6 months of work was not performed during this 3-year period?

For an eligible effort, will the years of the contract or task order outside the three-year period be evaluated? For example, will the Government evaluate the first two years of an on-going contract that began five years ago? Or only the last three years?

In accordance with Volume III – Past Performance Factor Instructions, paragraph (b), only that portion of a relevant referenced contract or subcontract which falls within the established three-year window will be considered. The annualized size value of the referenced contract or subcontract will likewise be established.

Can the Government clarify that the criteria for major subcontractor in the Past Performance volume is 15% or more of FFP Mission Services contract value while the requirements for a full subcontractor price volume are based on a subcontract value exceeding $15M over the life of the contract.

It is possible that a subcontractor might meet one definition but not the other?

The thresholds for submission of subcontractor price volumes and past performance references are mutually exclusive.

Note that the requirement for a subcontractor price volume is $20M over the life of the contract.

The purpose of this table is to allow the Government to assess the relevancy of referenced contracts or subcontracts relative to the assignment of work.

In accordance with Section L, Acquisition Approach, paragraph (b), the Government intends to make one award to a Women-Owned Small Business as a result of this solicitation. This includes all Mission Service and IDIQ requirements.

Please clarify how offerors should understand the Purchase Order Performance Work Statment "Government furnished facilities may be available on a limited basis during the phase-in period in Bldg TBD."
Based on Government availability of facilities during the time of phase-in, a limited amount of space (i.e. office, conference room) may be available. Such availability cannot be determined at this time; however, further refinement will be assessed in phase-in.

The scope of this work area is to provide Office Information Technology Management (OITM) support. The OITM coordinator function provides support to the organization with maintaining visibility and insight into the organization’s current IT inventory, coordinating IT service requests and IT service/product purchases, and assisting the Office of Chief Information Officer (OCIO) in preparing and maintaining up-to-date records regarding IT acquisitions. The OITM interfaces with OCIO management and personnel. The Contractor shall provide these services based on the needs of the programs, projects, and organizations.
