| With the release of the Final RFP on September 17 rather than the expected date of September 12, and the new proposal delivery date of October 18 rather than the previous October 24, bidders have lost 10 days of proposal development schedule time, including two weekends, which are critical. Bidders carefully schedule and allocate costly resources based on schedules, and this loss of time has a tremendous impact. We respectfully ask that the Government please return to the DRFP due date of October 24th to allow the highest quality proposals from all bidders. |

On page L-19, instructions clearly state “…offerors shall submit a single integrated Mission Suitability volume within the established page limitation.” Using the available page count to provide the detail requested in the Total Compensation Plan (TCP) for both offerors and all subcontractors with information such as the labor category listings and the methodology and rationale for establishing proposed base labor rates for each labor category will severely limit our ability to be completely responsive to the other requirements of the Mission Suitability Volume. |
Additionally, FAR 52.222-46 Evaluation of the Compensation of Professional Employees, provides specific requirements for addressing your TCP, further limiting the offerors capability to reduce page count. A compliant response could include 8-10 pages for each offeror and subcontractor(s).
NASA has set precedent on the GSFC PAAC V RFP and excluded the TCP from the page limitations.
Will NASA consider excluding the TCP from the Volume I page limits so we can adequately address the TCP, MA and TA requirements?
The Government has identified two exclusions related to the Total Compensation Plan within the Mission Suitability page limitation to include Attachment L-5, Personnel and Fringe Benefit Forms and copies of the salary surveys. | Total Compensation Plan and Attachment L-5; There is an inconsistency in the final RFP between Total Compensation Plan and L-5 instructions. The final RFP requirement is for the prime and all subcontractors to submit a Total Compensation Plan. The requirement for the L-5 Personnel and Fringe Benefits attachment is still only required for the prime and major subcontractors. We request that the government change the L-5 requirement to be consistent with the TCP requirement and apply to all subcontractors, not just major subcontractors. |

| 9. The Government-provided Automated Task Order Management System (ATOMS) will be available and fully operational during the forty-five (45) day phase-in period. The Contractor shall work closely with the Government to ensure that all task orders are processed such that each can be issued and effective on the first day of the CPSS PC contract period of performance. |
10. The Contractor shall provide a list of users that require access to the ATOMS within the first ten (10) business days of the phase-in period. The Government will provide Contractor user accounts and mandatory training to the Contractor users within the first thirty (30) days of the phase-in period. During the phase-in period, the Contractor shall provide any task order plans in response to task order requests in accordance with NFS 1852.216-80, Task Ordering Procedure-Alternate I, or NFS 1852.216-80 Task Ordering Procedure-Alternate II, of the CPSS PC contract. It is anticipated that any task orders initiated and awarded during the phase-in period will begin on or after the effective date of the CPSS PC contract period of performance.
