| Amendment_001 Attachment A & B clarified that MSFC-4 (PC 3) is located at Headquarters with trips to MSFC. However, each NASA location has different rates due to their locality. The PC 3 rate at MSFC is different from PC 3 at NASA Headquarters. How do we correctly account for this position on Tab B-1 since we can only input the MSFC and MAF rates? |

| In the response to question 31 in Amendment 001 Q&A, the following is stated, “Tab A-2 will be completed by the Prime and each subcontractor for the work assigned to them.” Will the Government please clarify if and when subcontractors are required to fill out their own versions of Tab A-2? If subcontractors fall below the $20M threshold can this tab be completed solely by the prime contractor? |
| Tab A-2 shall be completed by the offeror only. Tab A-2 is pre-filled by Tab B-1 and B-2 input from the individual offeror or major subcontractor. |
Subcontractors that fall below the $20M threshold over the life of the contract will be included in the offeror’s total price.

| (Contractor) has a question about an error in the spreadsheet in Amendment-001-Attachment-L-1-(PC)-1 Tab A-2. There is a mistake in the formulas which can be seen in the bottom of the page: lines 68-76. It is adding the subcontractors WYE to the total Mission & MAF count. |
We know we cannot change the formulas in the spreadsheet. Can you please let us know how to address this error?
The formulas in Tab A-2 rows 68 – 76 are not in error. These rows add the offeror’s input of its specific WYEs to each of the subcontractor’s intended WYEs to total up to the WYE provided by the Government. For instance, if the offeror is working 38.7 of the total 78.7 WYE for MSFC, the remaining 40 WYE should be manually accounted for in the section beginning with subcontractor #1 provided below row 15 of the prime offeror’s submission. Each individual subcontractor’s EPM will have an A-2 that indicates their effort prefilled in row 3 to row 14. This section should match what the offeror includes in its EPM Tab A-2 below row 15.

| Tab A-2 in the EPM xls spreadsheet is for Prime and team members WYE and price, however, minor subcontractors do no need to complete the EPM. Are the minor subcontractor’s WYE’s and price included in the Prime’s WYE’s and price? |

ATTACHMENT B – SUMMARY OF CHANGES
This attachment delineates changes made to the final solicitation, which was posted to FedBizOpps on September 17, 2019. The changes are a result of comments and questions received from industry and internal reviews.

Tab A-2 will be completed by Offeror only. The tab is linked to B-1 and B-2. Rows 8 through 14 compute the total WYEs and Mission Labor Price for the individual company (offeror or applicable subcontractor) who is filling the EPM. Subcontractors do not need to input any information on Tab A-2.
This tab compiles each teammate’s participation in mission labor. The top table is linked to each subsequent tab used to compute a total mission price for the company completing the EPM. The tables below are where the offeror would include each teammate/subcontractor's price for the work assigned to them.

| This tab is used to calculate the fully burdened labor dollars using the proposed WYEs multiplied by the proposed fully burden labor rates and the productive factor generated from the available hours for that contract period. The WYEs have been pre-populated by the Government. The worksheet automatically calculates hours and dollars from other tabs completed within this workbook. |
| Tab B-1 shall be completed by the offeror and applicable subcontractors. Rows 6 through 11 are pre-filled with the total required WYEs. These rows shall be revised to reflect the offeror or applicable subcontractor WYEs for their own workshare. Row 15 requires input of the offeror’s productive hours. Rows 19 through 24 generate labor hours. Rows 30 through 35 requires input of the offeror’s fully burdened labor rates (FBLR) for the labor category that is included in their workshare. Rows 39 through 44 generate total proposed labor dollars. |
