Extensible Columns Subsystem (XCS)

This Delivery Order is subject to the terms and conditions and contract clauses of the Basic Contract 80KSC_TBD_. Below are terms and conditions and fill-ins that are specific to this acquisition.

SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT

SCOPE OF WORK

Fabricate, test, and delivery of the Extensible Columns Subsystem (XCS). The Contractor shall furnish all labor, equipment, materials, and services to schedule, coordinate, supervise, and provide quality control to fabricate, assemble, mark, test, package, and deliver the Extensible Column Assemblies and ancillary items as defined by this Statement of Work (SOW), associated engineering drawings and documents, and referenced standards, specifications, codes, and publications.

This SOW denotes requirements, terms, and conditions specific for this Delivery Order that are in addition to, modified from, or further clarified from the GSE IDIQ Base Contract terms and conditions. Terms and conditions of the GSE IDIQ Base Contract are applicable to the performance of this Delivery Order.

3D CAD Models created in CREO Parametric 2.0 will be made available to the Contractor upon request during the Period of Performance. These models will be for reference purposes only. The contract drawings will take precedence in the event of any discrepancy.

PROGRESS REVIEWS

The Contractor shall schedule and conduct two meetings per week throughout the period of performance; one Technical Interchange Meeting to discuss technical issues and one Progress Meeting to discuss overall project status. Meeting minutes and progress review content shall be documented and distributed by Contractor in accordance with Section C.5 of the IDIQ contract from which this Delivery Order is awarded. The Contractor shall provide meeting minutes to attendees two days after each meeting is held.

The Contractor shall be available for additional meetings as required by the Government.

QUALITY CONTROL SYSTEM

Paragraph 3:

No more than 15 calendar days after Notice of Award, the Contractor shall provide the Contracting Officer and Quality Assurance Representative (QAR), for approval, a schedule and Inspection Control Point Outline (ICPO) which shows the work sequence(s) to be employed during the performance of this Delivery Order. The Contractor’s schedule/ICPO must indicate what types of Contractor inspections will be performed and where in the contract’s sequence of events they will be accomplished. If applicable, the schedule/ICPO must also indicate the specification(s) (including revisions) and/or other documentation that will be used to perform the indicated inspections. Special inspections, called mandatory inspection points (MIP) for the Contractor to perform, will be designated by the Government during the performance of this contract. Government Source Inspections (GSI) shall be accomplished on this contract prior to product shipment. Evidence of GSI shall be indicated by the Government QAR.

Upon submittal of the ICPO, the Government will identify which inspections/tests/work steps require Government Quality Assurance (GQA) witness. These inspections/tests and/or work steps will be designated as GMIPS. The Contractor shall notify the QAR at least five (5) working days prior to the occurrence of a scheduled, designated GMIPS. Designation of GMIPS does not relieve the Contractor of the obligation to perform all contractually required inspections.

QUALITY ASSURANCE PLAN

A quality assurance plan, applicable to all Delivery Orders to be issued under the basic contract, shall be prepared in accordance with AS 9100. Within fifteen (15) days from date of task order award, five copies of the plan shall be submitted to the Contracting Officer for review and approval. The approved quality assurance plan will be incorporated by modification into the resultant contract.

QUALITY ASSURANCE DOCUMENTATION

KDP-P-5042, Engineering Directorate Acceptance Data Package Process Document defines and specifies the minimum ADP requirements. The Contractor shall complete all KDP-F-5042 documents provided by the Government and include them in the ADP as specified in KDP-P-5042. The ADP shall be assembled in the order shown in KDP-F-5042B, ADP Index. Use form KDP-F-5042A, ADP Inventory Checklist, as an aid to assemble the ADP. An electronic and hard copy of the ADP shall be included with the delivery of fabricated items.

GOVERNMENT FURNISHED EQUIPMENT

The hardware listed in Appendix D will be provided to the Contractor as Government - Furnished Equipment (GFE). The Appendix lists the date the hardware will be available for pick-up by the Contractor at Kennedy Space Center, FL. GFE shall be managed in accordance with FAR 52.245-1 and other pertinent terms and conditions of the contract.
