To: Prospective Offerors
Subject: Request for Proposal (RFP) 80KSC018R0010, Multiple Award Indefinite-
Delivery Indefinite-Quantity (IDIQ) Ground Support Equipment (GSE)
Contracts
The National Aeronautics and Space Administration (NASA), Kennedy Space Center
(KSC), is pleased to release this RFP for the GSE IDIQ Acquisition. This RFP will result in the award of multiple IDIQ GSE contracts consisting of disciplines in fluids, mechanical, and electrical for fabrication and incidental installation of ground support equipment, test equipment, ground systems, and other hardware necessary to process flight and associated hardware for NASA/KSC, to include SSC, JSC, and MSFC. These multiple award IDIQ contracts will provide the Government the ability to respond to and complete mission critical requirements in a timely manner by competing delivery orders amongst a limited group of highly qualified GSE fabricators for a five year ordering period. Selection of this group will be based on best value trade-offs between relevant experience/past performance and price factors with relevant experience/past performance being significantly more important than price.
Each IDIQ contract will have a minimum value of $3,000 which represents the minimum value of the work the Government is required to order under the contract. The maximum value of each IDIQ contract and the maximum cumulative value of delivery orders issued under all IDIQ contracts under this program will be $250 million.
The Government intends to award approximately six (6) IDIQ contracts with the most qualified fabrication firms. Only those contractors awarded a contract will be provided a fair opportunity to compete for the award of delivery orders. The delivery order placement process will provide for a “sealed bid” type process where low price wins;
however, the delivery ordering process will allow the Contracting Officer to consider past performance on earlier orders under the contract (including timeliness and quality), past performance on other relevant and recent projects, potential impact on other orders placed with the contractor, and minimum order requirements when making delivery order award. The delivery schedules for each order will vary depending on the scope, urgency of the requirement, and other applicable factors as determined during the design phase of the projects. The specific projects to be ordered will be detailed in the project drawings and specifications as attachments to delivery order solicitations.
This acquisition is set-aside 100% for small businesses. Only offers from those firms representing themselves as small businesses will be accepted. The NAICS code for this

IDIQ Ground Support Equipment Solicitation 80KSC018R0010 procurement is 339999 and the small business size standard is 500 employees respectively.
In accordance with the Federal Acquisition Regulation (FAR) Subpart 4.1102(a), all prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Contractors are required to self-register and update the database annually. The preferred and most expedient method for registration is by registering electronically through the following website address:

This RFP follows the uniform contract format outlined in Table 15-1 of FAR 15.204-1.
Potential offerors are requested to pay special attention to Sections K, L, and M of the
RFP as they contain important information relative to this acquisition.
In accordance with RFP provision L.7, Communications Regarding this Solicitation, questions regarding this RFP must be submitted in writing via email on the PREFERRED
FORMAT FOR QUESTIONS form provided as Appendix 2 to Section L of the RFP, to:

Oral questions will not be accepted. Questions or comments shall be submitted no later than 14 days before close of solicitation. If questions are submitted, the Government will answer them and post the questions and answers on the Federal Business Opportunities, (FedBizOpps) (http://www.fbo.gov) website. Any questions that result in changes to the
RFP will be communicated through an amendment to the RFP that will be posted on the
FBO website. It is the offeror’s responsibility to monitor the FBO website for any announcements relative to this acquisition.
Proposals shall be submitted in a two phase submission process in accordance with RFP
Provision L.8, “Proposal Submission Phases”. Offerors must submit proposals to the
NASA Contracting Officer, at NASA/KSC, Mail Code OP-ES, Kennedy Space Center, FL 32899 in accordance with RFP Provision L.5, “Delivery Instructions for
Bids/Proposals”. Phase One proposal submissions must be received before 3:00 PM on
June 1, 2018. Phase Two proposal submissions must be received before 3:00 PM on July
6, 2018. The due date and time will also be provided via amendment to issue the model
Delivery Order, Appendix 3 to Section L. Proposals that arrive after the prescribed time for receipt of proposals shall be considered late and treated in accordance with FAR
52.215-1, “Instructions to Offerors-Competitive Acquisitions.”
Appendix 3 will contain the model Delivery Order project package that includes specifications and drawings that will be awarded. All offerors are required to submit a price proposal and a proposed progress schedule for the “model Delivery Order”.

The information provided in this cover letter is not intended to be construed differently from the information in the RFP. Should an apparent conflict in the interpretation exist, the information in the RFP should be considered to take precedence.
This solicitation neither commits the Government to pay any costs incurred in the submission of the offer or in making necessary studies or designs for preparing the offer, nor to contract for services or supplies. Any cost incurred in anticipation of a contract shall be at the offeror’s own risk.
