PROJECT TITLE: Ground Support Equipment IDIQ

QUESTIONS AND ANSWERS - 05

The Government’s responses to questions submitted to this date for Solicitation

80KSC018R0010 are hereby provided. The responses to questions shall not be construed as altering the requirements of the RFP. The questions received and the associated Government answers are shown below:

1) Reference: RFP L.12 Model Delivery Order Price Proposal

Question 1: Will the Model Delivery Order actually be awarded to one or more competitors or is this a sample task so the Government can determine if the competitors can properly bid the effort?

Answer 1: The Model Delivery Order is a real project that will be awarded to one contractor that demonstrates the best value to the Government based of the criteria as specified in Section

M of the solicitation.

2) Reference: XCS SOW, Government Response to Question 1 in Questions_&_Answers_-_01

Question 2: While the Government specifies in the RFP and response to the referenced question that the offerors can demonstrate capability and fabrication experience necessary to fabricate

Fluids, Mechanical, or Electrical equipment, the Model Delivery Order addresses GSE that is composed of complex mechanical and fluids hardware but no electrical hardware. Is it the

Government's intent to exclude companies from award that would be interested primarily in

Delivery Orders that address electrical tasks?

Answer 2: No, the government does not intend to exclude anyone because they are interested primarily in Delivery Orders that address electrical tasks; however, the intent of the GSE IDIQ is to select companies that demonstrate capability and fabrication experience necessary to fabricate multi-discipline, complex hardware that may include fluids, mechanical, or electrical work. The government anticipates that all Delivery Orders will be multi-discipline and submitted Relative

Experience and Past Performance (REPP) will be evaluated based on the criteria in the RFP.

3) Reference: None

Question 3: Request a proposal due date extension because of the complexity Model Delivery

Order.

Answer 3: The model project is complex, but is indicative of the size and scope of projects that will be awarded on the GSE IDIQ contract. Based on previous projects of this magnitude the

July 3, 2018 government allowed four (4) weeks for each contractor to submit a cost proposal. The

Extensible Column model project is on the critical path and therefore the government cannot allow an extension.
