PROJECT TITLE: Ground Support Equipment IDIQ
QUESTIONS AND ANSWERS - 01
The Government’s responses to questions submitted to this date for Solicitation
80KSC018R0010 are hereby provided. The responses to questions shall not be construed as altering the requirements of the RFP. The questions received and the associated Government answers are shown below:
1) Reference: N/A
Question 1: The subject Solicitation requires expertise in Fluids, Mechanical Structures and
Electrical fabrication. Does a respondent have to have expertise in all three technologies or can we bid on only one of the three requirements. We find it highly unlikely a small business with the size standard of 500 employees will qualify for all three technologies.
Answer 1: The GSE model project and subsequent delivery orders may include one or all three
(fluids, mechanical, electrical) fabrication disciplines. In other words, the three disciplines are not separate projects to bid on. There will only be one model project. As stated in Section
M.2(b)(2) of the solicitation, since past performance is part of the evaluation criteria, “emphasis will be placed on recent and relevant experience that demonstrate the offeror has the fabrication experience necessary to fabricate Fluids, Mechanical, or Electrical equipment, or any combination of the three disciplines, similar to that listed in Section C of the solicitation. The evaluation shall take into account past performance information regarding predecessor companies, key personnel who have relevant experience, and subcontractors who will perform major or critical aspects of the requirement when such information is relevant to this acquisition”.
When reading through the solicitation, please pay close attention to Sections L and M which will provide the proposal requirement instructions and evaluation criteria.
2) Reference: Section L of the RFP
Question 2: It is not clear about the three disciplines. Can you compete for only one discipline or do you have to compete for all three?
Answer 2: This solicitation will result in multiple awards to approximately six of the most qualified fabrication firms in the mechanical, fluids, and electrical fabrication arena for award of an IDIQ contract. In order to be selected as one of the awardees, companies will be evaluated based on the evaluation criteria provided in section M of the solicitation. The IDIQ contracts are not separate awards under each discipline. The model project and subsequent delivery order projects (after award of the IDIQ contracts) will encompass GSE fabrication of all three disciplines or a combination of any of the three.

Offerors will be evaluated on two factors, relevant experience/past performance and price, as stated in Section M.1. As identified in Section L.8 of the solicitation, there are two submission phases. Phase One submission will consist of the Relevant Experience/Past Performance
Proposal Volume and Phase Two submission will consist of the Price Volume Proposal.
The Relevant Experience/Past Performance Proposal Volume content instructions are provided in Section L.9, and more specifically in L.11. The offeror’s relevant experience/past performance must demonstrate experience in the fabrication of fluids, mechanical, or electrical equipment, or any combination of those three disciplines (i.e. experience in one, two, or all three disciplines) as it relates to the work defined is Section C.2. Sections M.2(b) & (c) provide the criteria of how the Relevant Experience/Past Performance Proposal Volume will be evaluated.
The Price Volume content instructions are provided in Section L.9 for the Model Delivery Order project which is indicated in L.12. The Model Delivery Order Solicitation package, Appendix 3, will be issued at a later date via an amendment. There is ONLY ONE Model Delivery Order project which will consist of any or all of the three fabrication disciplines (mechanical, fluids, electrical) mentioned earlier. With that being said, once again, offerors are not bidding on or competing for separate projects of a particular discipline.
