SUMMARY OF CHANGES:

SECTION L – INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS OR

RESPONDENTS

The following has been amended:

1. The following Section L.11(a) Volume 1, Part I - COMPANY OVERVIEW AND

NARRATIVE, page 77 has been changed from:

(a) Volume 1, Part I - COMPANY OVERVIEW AND NARRATIVE

The Company Overview and Narrative shall be no longer than two pages long.

To:

(a) Volume 1, Part I - COMPANY OVERVIEW AND NARRATIVE

The Company Overview and Narrative shall be no longer than two pages long.

Contractors who have Joint Ventures and Teaming Agreements must provide a signed copy (2 hard copies and 1 electronic copy) of their Joint Venture Agreement and Teaming Agreement conveying who the controlling entity will be for this contract.

2. The following Section L.11(b) Volume 1, Part II - RECENT AND RELEVANT

PROJECTS (2), page 78 has been changed from:

(2) Offerors shall provide a Relevant Experience/ Past Performance Project

Summary identifying a minimum of five (5) and a maximum of ten (10) recent and relevant projects (to include offeror, predecessor, and key personnel contract references) similar to the Government’s expected requirements, with the most relevant projects listed first. Offerors are advised that the Government will not evaluate more than the first ten

(10) listed projects. The Past Performance Project Summary shall be limited to no more than two (2) pages per individually submitted project.

Offerors are advised that the list of submitted contracts is at the offerors’ discretion. However, the Government may consider and evaluate any other past performance data obtained from other sources and use the obtained information in the evaluation and rating of the offerors past performance. The Past Performance Project Summary shall include the following information for each referenced project:

(i) Name of project and contract number/order number

(ii) Description of project and project recency and relevancy.

(iii) Type of contract/order

(iv) Period of performance (beginning and ending date)

(v) Place of project performance

(vi) Name and address of customer or Government Agency

(vii) Name, telephone number and e-mail address of Contracting Officer or customer contact equivalent

(viii) Dollar value of contract/order as initially awarded

(ix) Current value of contract/order or, for completed tasks, the value at contract/order completion

(x) Number and value of contract/order change orders

(xi) Identification of team members, including major subcontractors

(major subcontractors are defined as subcontractors who performed more than 30% of the contract value.)

(xii) Indicate if the Offeror was the prime or subcontractor and if the Offeror was a subcontractor identify the percentage of work performed based on the dollar value of the work.

To:

(2) Offerors, to include teaming partners, and joint venture participants, shall provide a Relevant Experience/ Past Performance Project Summary identifying a minimum of five (5) and a maximum of ten (10) recent and relevant projects (to include offeror, predecessor, and key personnel contract references) similar to the Government’s expected requirements, with the most relevant projects listed first. All offerors are advised that the Government will not evaluate more than the first ten (10) listed projects. Newly established teaming partners and joint venture participants with no relevant experience/past performance will receive a score of Neutral per our solicitation Section M Evaluation Factors for

Award, Subsection M.2 Evaluation and Source Selection, Paragraph (c)

3. The following Section M.3 Source Selection Decision, page 84 has been changed from:

The award of multiple IDIQ Contracts will be based on a “Performance Price Tradeoff” process.

Awards will only be made to offerors deemed to be responsible in accordance with the FAR, whose proposal conforms to the solicitation requirements, and offers the best value trade-off between relevant experience/past performance and the price factor with relevant experience/past performance being significantly more important than price. However, if an offeror does not have relevant past performance history, the offeror may not be evaluated favorably or unfavorably on past performance and will be given a neutral rating. The Source Selection Authority, exercising prudent business judgment, will make the source selection decisions based on the proposals representing the best value to the Government.
