About this file
This is a Final Request for Proposal (RFP) for NASA's Commercial Low Earth Orbit (LEO) Destination Contract (CLDC), solicitation number 80JSC027R0004, issued by NASA Johnson Space Center. The contract is structured as a Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) multiple award vehicle with a guaranteed minimum of $100 million and a not-to-exceed ceiling of $34.063 billion. The RFP encompasses five contract line items (CLINs): Initial Development (CLIN 1), CLDS Development & Certification (CLIN 2), Mission Services (CLIN 3), Pre-Priced Additional Services (CLIN 4), and Special Studies (CLIN 5). Mission Services include three mission types—Service Mission A, Service Mission B, and Standard Service Missions—with pricing varying by crew size (2-4 crew members) and calendar year from 2028 through 2042. Pre-priced additional services cover crew accommodations, payload lockers, cargo transfer capabilities, workbenches, gloveboxes, conditioned stowage, and transportation services. Special Studies are priced using fully-burdened composite labor rates for professional/technical and operations/manufacturing categories with indirect rate markups on non-labor costs. All proposals must be submitted electronically by December 8, 2026, at 1:00 p.m. Central Time, with Past Performance (Volume III) requested two weeks early on November 24, 2026. Questions are due by October 21, 2026, and a pre-proposal conference is scheduled for October 15, 2026. The contract is rated as a Defense Priorities and Allocations System order with DO-C9 rating and includes requirements for SAE Aerospace Quality Management System (AS9100) compliance, security clearances, property management, and adherence to NASA policies regarding data rights, safety, environmental compliance, and liability waivers related to space exploration activities.
