About this file
This document is a presentation from NASA's pre-proposal conference for the Commercial Low Earth Orbit (LEO) Destination Contract (CLDC), Solicitation Number 80JSC027R0004, held on October 15, 2026.
NASA seeks to establish a Commercial LEO Destination through a multiple-award, firm fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum guarantee of $100 million and maximum not-to-exceed value of $34.063 billion. The contract follows FAR 15 competitive procedures and will award CLIN 1 (Initial Development) to two contractors at contract award, with CLIN 2 (Development & Certification) subsequently awarded to one contractor after CLIN 1 completion. The base period extends eight years from April 2027 through March 2035, with two optional periods: Option 1 (4 years, April 2035–March 2039) and Option 2 (3 years, April 2039–March 2042). CLIN 1 includes design through Critical Design Review and Integrated Progress Review with a 15–18 month completion target. CLIN 2 encompasses final development, certification, and uncrewed activation/checkout. CLIN 3 consists of mission services including crewed demonstrations, available in three mission types (Mission A supporting minimum 3 crew; Mission B and Standard Mission supporting minimum 4 crew with 6-month duration). CLIN 4 provides pre-priced additional services such as extra crew seats and additional utilization capabilities, while CLIN 5 covers special studies and analyses. Offerors must provide end-to-end service pricing, though NASA guarantees Government Furnished Transportation and Support Services (GFTSS) for the first four missions if requested. Offerors must use previously certified crew and cargo transportation vehicles for the first four missions; new transportation development and certification may be proposed after mission four, with certification decisions deferred to the CLIN 2 Request for Task Order Proposal (RFTOP). Transportation costs are subject to repricing at CLIN 2 RFTOP and option periods. Mission pricing requires NASA purchase of two seats per increment, with optional pricing for three and four seats. Utilization needs are sized at approximately 50% of International Space Station capability, with final utilization confirmed at CLIN 2 RFTOP based on provider offerings and NASA requirements. The contract emphasizes shared accountability with tailored requirements and standards to enable contractor innovation while maintaining crew safety and NASA oversight. The NAICS code is 336414 (Guided Missile and Space Vehicle Manufacturing) with a size standard of 1,300 employees. The DPAS priority rating is DO-C9, and principal place of performance must be in the United States.
Proposals are due December 8, 2026 (60 days from October 9, 2026 RFP release), with past performance requested early on November 24, 2026. The estimated contract award date is April 15, 2027. Offerors must submit five volumes: Volume I (30 pages for pricing narrative plus Attachment L-01 Price Template); Volume II (300 pages for technical and management approach plus unlimited DRD and attachment exclusions); Volume III (30 pages for past performance); Volume IV (unlimited pages for responsibility considerations); and Volume V (signed model contract). Government Task Agreement (GTA) requests must be submitted by October 31, 2026 (22 days after RFP release), with NASA responses due December 1, 2026. One-on-one meetings are scheduled for October 16, 2026, and final questions close October 21, 2026. The contract will be evaluated on mission suitability (1,000 points: 550 technical, 400 management, 50 small business), past performance, price, and responsibility considerations, with mission suitability and past performance combined being approximately equal in weight to price. Government insight, collaboration opportunities through Government Collaboration Agreements and GTAs, and opportunities for contractors to propose alternative standards to "meet the intent" are encouraged throughout the development and operational phases.
