About this file
This is a Draft Request for Proposal (RFP) for the Commercial Low Earth Orbit (LEO) Destination Contract (CLDC), Solicitation No. 80JSC027R0004, issued by NASA Johnson Space Center. The contract is structured as a Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) multiple award vehicle with a guaranteed minimum of $100,000,000 and a not-to-exceed amount of $34,063,000,000. The contract encompasses five contract line items (CLINs): CLIN 1 (Initial Development/Design, Development, Test and Evaluation), CLIN 2 (CLDS Development, Demonstration & Certification), CLIN 3 (Mission Services including Service Mission A, Service Mission B, and Standard Service Missions), CLIN 4 (Pre-Priced Additional Services), and CLIN 5 (Special Studies). Mission Services pricing extends from 2027 through 2042, with service missions available for varying crew quantities (2-4 crew members) and bulk-buy discounts for multiple missions ordered in the same calendar year. Pre-priced additional services include crew accommodations, payload lockers, pressurized powered payloads, workbenches, gloveboxes, and on-orbit conditioned stowage, with separate pricing tables for transportation capabilities (powered lockers, pressurized delivery/return, conditioned stowage, and trash disposal).
The RFP establishes a multi-phase competition process: Phase 1 provides each awardee with an initial task order for CLIN 1; Phase 2 involves competition among Phase 1 contractors for CLIN 2 awards based on progress, maturity, and approach; subsequent task orders for CLINs 3 and 4 may be awarded to CLIN 2 awardees, with CLINs 4 and 5 available to any contractor at any time. Offerors must provide proposals in five volumes (Price, Mission Suitability, Past Performance, Responsibility Considerations, and Model Contract) with specific deliverables including Statement of Work compliance, Program Management Plans, Safety and Mission Assurance Plans, Organization Conflict of Interest Plans, and Government Furnished Property management plans. The contract includes requirements for SAE AS9100 certification, compliance with NASA security programs, data rights management, property management financial reporting, and cross-waiver of liability provisions. Offerors are granted access to up to twenty NASA personnel for collaboration at no cost (ten general and ten in designated expertise areas including ECLSS, exercise systems, rendezvous/docking, power/propulsion, and flight software), along with potential use of NASA on-site resources through Government Task Agreements and Government Collaboration Agreements. The proposal deadline is December 8, 2026 at 1:00 p.m. Central Time, with Volume III (Past Performance) due two weeks earlier on November 24, 2026.
