23 DRD AR-1-4 The DRD states that "For areas of potential future subcontracting, identify the area of work, the percentage of the Contract that this is expected to encompass, potential subcontractors and their small business or small business subcategory classification."

It is not possible pre-award to know specific subcontractor names and therefore, their small business subcategory classification.

Will the government please clarify this requirement?

List potential future subcontracts, which would go to small businesses, in accordance with DRD AR-1-4. For each subcontract, the Offeror must identify at least one small business, which could perform the subcontract and their small business subcategory classification.

24 DRD AR-1-7 DRD AR-1-7 (8)states: Discuss the Contractor’s company’s fringe benefit policies and practices. Each Offeror must propose a compensation structure that is sufficient to recruit and retain employees.

• For each benefit, discuss whether the benefit applies to exempt employees, non-exempt and non-union employees, and/or non-exempt and union employees, (or some combination thereof).

• For Vacation (or Paid-Time Off) map the hours to the years of service. For example: 1-5 years = X hours; 5-10 years = X hours; 10 -15 years = X hours, 15-20 years = X hours, and 20+=X hours.

• For insurance benefits, discuss whether the benefit applies to the employee only, or the employee and family.

• If a category is non-applicable, then insert: “N/A” in the box.

• Each item must be addressed. Offerors may add fringe benefit categories to the table below, but cannot delete benefit categories. The table may be modified to convey the information.

Will the Govenrment please clarify whether to explain the benefits the TCP requirement is to use the DRD AR-1-7 table or is the requirement to simply provide the data stated in the DRD as detailed above?

The initial submittal is due 30 working days after Contract Award. The DRL and DRD will be corrected.

26 Virtual Facilities Pre- Proposal Conference - Micosoft Teams Chat Question

If Union agreement takes precedence over other requirements and there is no indication of sick leave within the GPPMA agreement, why does the 56 hour agreement from the Executive Order or WD apply to the GPPMA?

The GPPMA union members do not receive paid vacation, sick, or holiday leave according to the GPPMA CBA. However, in accordance with 29 CFR 13.4(f), Executive Order 13706 applies when the collective bargaining agreement terminates or January 1, 2020 (whichever comes first). In this case, the Executive Order applies because January 2020 has passed. For additional information, please review Fact Sheet: Final Rule to Implement Executive Order 13706, Establishing Paid Sick Leave for Federal Contractors at https://www.dol.gov/sites/dolgov/files/WHD/legacy/files/PaidLeaveFS.pdf.

29 CFR 13.4(f) Employees whose covered work is governed by a collective bargaining agreement that already provides 56 hours of paid sick time. If a collective bargaining agreement ratified before September 30, 2016 applies to an employee's work performed on or in connection with a covered contract and provides the employee with at least 56 hours (or 7 days, if the agreement refers to days rather than hours) of paid sick time (or paid time off that may be used for reasons related to sickness or health care) each year, the requirements of the Executive Order and this part do not apply to the employee until the earlier of the date the agreement terminates or January 1, 2020. If a collective bargaining agreement ratified before September 30, 2016 applies to an employee's work performed on or in connection with a covered contract and provides the employee with paid sick time (or paid time off that may be used for reasons related to sickness or health care) each year, but the amount of such leave provided under the agreement is less than 56 hours (or 7 days, if the agreement refers to days rather than hours), the requirements of the Executive Order and this part do not apply to the employee until the earlier of the date the agreement terminates or January 1, 2020, provided that each year the contractor provides covered employees with the difference between 56 hours (or 7 days) and the amount provided under the existing

27 Attachment J-E GPPMA- Agreement-Bookv10, Page 12, RFP page 514

The GPPMA Union Agreement refers to a Labor Maintenance Trust Fund in Article XII, Section 10 (pg 12 of agreement, 514 of the RFP).

Is there more detail available on this required fund such as total costs to be accounted for?

The historic Labor Maintenance Trust Fund rates below are per year. The contractor or subcontractor should expect an invoice from the GPPMA:

Contractor: 1 site- $5000 2 more sites- $7500

Subcontractor: 1 site: $1200 2 or more sites: $2000

However, according to the GPPMA CBA, the amount to be contributed shall be determined by the Fund Trustees. Therefore, these amounts may be subject to change.

28 Virtual Facilities Pre- Proposal Conference - Micosoft Teams Chat Question

The GPPMA Agreement indicates that Attachment A is where agreements on vacation are listed, but the Attachment A given does not indicate any specific information about vacation.

Is there additional documentation, or do we have all information (no vacation)?

The GPPMA union members do not receive paid vacation, sick, or holiday leave according to the GPPMA Collective Bargaining Agreement (CBA). However, the current incumbent offers the GPPMA union members the amount of sick leave described in the Executive Order 13706.

29 Attachment J-G SLC Mapping, RFP page 695

The SLC Mapping attachment J-G starting on pg 695 of the RFP lists Database Administrator III, Programming Assistant III, and Systems Engineer IV all as "IT Professional" without indicating differences between IT Professional I, II, and III as indicated in the EPM.

Will the government provide further clarification on which position matches to each SLC?

The SLC Mapping is provided to show how the incumbent Contractor mapped their job titles to their SLCs. The SLCs on this procurement vary slightly from the SLCs on the incumbent contract, so the example mapping may vary from the SLCs listed for this procurement.

30 Attachment J-G SLC Mapping, RFP page 696

The SLC Mapping starting on pg 695 of the RFP lists this position description under both Safety Manager and Administrative Specialist I.

Will the government provide further clarification on which mapping is correct?

The position mapped to Administrative Specialist I is an Environmental Health and Safety Analyst II. The position mapped to Safety Manager is Environmental Health and Safety Analyst III.

31 L.10.4.(a)(1)(iii) This states that ". . . the Offeror shall document the methodology behind determining those goals, and the Offeror’s approach to successfully managing the subcontractor and consistently meeting the higher

Will the Government please clarify the 2 similar requirements -- are these both asking for the same information, or is the former related strictly to identified subcontractors with the latter asking for

The former is asking for subcontract management plans to meet high goals.

The latter is how to meet the goals in light of fluctating workload.

32 Virtual Facilities Pre- Proposal Conference - Micosoft Teams Chat Question

How do you maintain sequential page numbering when pulling out the individual plans, DRDs.

Can the Gov't remeove individual plans from the page count?

Each file shall be numbered sequentially with Arabic numerals proceeded by upper case Roman numerals matching the associated volume. Section L will be amended via an RFP amendment. The Government will not remove the individual plans from the page count. Please refer to the RFP Section L, Table L- 2: Overview of Proposal Volumes, Page Limitations, and Format.

33 L.16.2 (g) 1 L.16.2 (g) (1) states: In each volume, all pages shall be numbered sequentially with Arabic numerals (1, 2, 3, etc.) preceded by upper case roman numerals matching the volume number; for example, when paginating for volume II, paginate pages as II-1, II-2, II-3, etc. and for volume 4, paginate pages as IV-1, IV-2, IV-3, etc.

Will the Government please clarify how to number the pages sequentially when several of the plans, etc., are to be submitted as a separate document but part of the overall page count? Will the Government consider a request that those separate documents, Contract Management Plan, Total Compensation Plan Transition Plan and Efficiencies and Innovations be excluded from overall page count?

Each file shall be numbered sequentially with Arabic numerals proceeded by upper case Roman numerals matching the associated volume. Section L will be amended via an RFP amendment. The Government will not remove the individual plans from the page count. Please refer to the RFP Section L, Table L- 2: Overview of Proposal Volumes, Page Limitations, and Format.

34 L.16.2(g)(1) L.16.2(g)(1) states, “Text in diagrams, charts, tables, artwork, and photographs shall be consistent with requirements stated above [12-point Arial], and shall not be used to circumvent the font size limitations of the proposal.” The requirement to use 12-point Arial font in diagrams, charts, and tables severely limits the amount of detail offerers can provide – for example in organization charts and flow diagrams which is not in the Government’s interest.

Will the Government allow offerors to use 10-point Arial font in figures, graphics, call-out boxes, etc.?

No. The requirement is for 12-point Arial font.

35 DRD AR-1-7 As part of DRD AR-1-7, the Government is requesting a benefits table with 21 rows. With 3 unique CBAs, SCA, and Exempt workers that is a total of 105 rows of information, not including additional company benefits.

In order to provide the Government with the requested information, the tables alone will be over the 10 page TCP limit.

Will the government remove the tables from page count?

The Government will not remove the tables from the page count. However, the Government will increase the TCP page count to 12 pages. It should also be noted that the TCP will be excluded from the overall mission suitability page count.

36 DRD AR-1-7; Table L.2 Will the Government please confirm, in spite of the language in DRD AR-1-7 and L.19.1(c)MA3 that as it states in the Asterick after Table L-2, a prime contractor and its subcontractors may combine their data into one 10-page TCP?

Yes, a prime contractor and its subcontractors may combine their data into one 12-page TCP. The Government will increase the TCP page count to 12 pages.

37 Virtual Facilities Pre- Proposal Conference - Micosoft Teams Chat Question

Considering the existence of 3 different unions with unique requirements, will the government consider adding pages to the TCP limitation?

The Government will increase the TCP page count to 12 pages.

38 Table L.2 Given the amount of information required, will the Government consider increasing the page count to 15 and exclude the TCP from the 100 page limit in Missin Suitability?

The Government will increase the TCP page count to 12 pages. Per the RFP Section L, Table L-2: Overview of Proposal Volumes, Page Limitations, and Format, the TCP will be excluded from the total page limit in Mission Suitability.

39 Table L-2 * The * asterick states that the page limit for the Total Compensation Plan (TCP) is 10 pages for the Prime and 10 pages for each subcontractor [subcontractors are defined in JPI 1852.231-71(d)]. It goes on to state that for joint ventures, the page limit is 10 pages per team member. The final statement is that the prime, subcontractors, and team members are permitted to combine data into one combined TCP at 10 pages.

Will the government please confirm that acceptability of have a combined 10-page TCP applies to both previous sentences (in order words to a prime/subcontrator relationship, as well as for a joint venture relationship)?

The team members (prime/subcontractor or joint venture relationship) may have one combined 12 page TCP or each team member may submit its own

TCP.

For example, a team of 3 members may submit one TCP (which will result in 12 pages) or each member may submit its unique TCP (which may result in 36 pages).

The Government will increase the TCP page count to 12 pages.

40 L19.1 (c) (d); M 5.1 (c ) Are subcontractors required to submit a Total

Compensation Plan as well as individual Incumbent Retention and Pay (IRAP) and Fringe Benefits Analysis of Compensation Plans (FBACP) for the cost volume?

Major subcontractors are required to submit a Total Compensation Plan as well as individual Incumbent Retention and Pay (IRAP) template and Fringe Benefits Analysis of Compensation Plans (FBACP) in their cost volume. In addition, submission of the FBACP templates is required of ALL subcontractors as defined in NFS 1852.231-71(d).

41 RFP Section L Table L-2:

Overview of Proposal Volumes, Page Limitations, and Format (page 727 of 791)

Table L-2 limits both the Organizational Conflicts of Interest (OCI) Plan (DRD AN-1-2) and the Government Property Management Plan (PMP) (DRD AR-1-5) to 10 pages each. To provide sufficient detail in an executable plan, we request the page limit be increased to 20 pages each.

Will the Government increase the page count of the OCI plan and PMP to 20 pages each?

DRD AN-1-2 and DRD AR-1-5 will be changed to 15 pages each.

42 Table L-21, Volumne III, Subfactor 4

The table states that the Small Business Subcontracting Plan is included in the 100 pages. However, both the Quality Plan and the Safety and Health Plan are excluded from the 100 pages.

As the Small Business Subcontracting Plan is a DRD just like the Quality and Safety plans, will the Government consider also excluding the Small Business Subcontracting Plan from the 100 pages?

No, the Government will not consider excluding the Small Business Subcontracting Plan from the 100 pages.

43 Virtual Facilities Pre- Proposal Conference - Micosoft Teams Chat Question

With the reduction of page count from 150pgs to 100pgs, can the Gov't remove plans from the page count?

The Government will not remove plans from the page count. Please reference the Change Log from the Final RFP, which describes the logic behind this reduction.

44 L.19.2(b) To be compliant with L.19.2 (b) BOE requirement, there would be insufficient page space to put technical narrative beyond the BOE data.

Will the Government please add an additional 50 pages to accommodate both BOE and Technical Approach.

No. The requirement in L.19.2(b) stands.

45 Table L.2 Volume III Mission Suitability Factor has a page count limitation of 100 pages. To be included within Volume III (among the other requirements) are both DRD AN-1- 4 Contract Management Plan (under Subfactor 1 Management Approach) and the TA1 CORE Technical Understanding Narrative (under Subfactor 1 Technical Approach).

Given the amount of data required in these two sections, will the Government either increase the overall page count for Volume III or extend the due date by two weeks in order to provide sufficient time to compress the material adequately to provide the Government with the information to perform a valid evaluation of the offeror’s approach?

Yes, the Government will grant an extension. The Past Performance Factor - Volume I is requested by September 2, 2020, at 1:00 p.m. Central Time, but not officially due until the proposal submittal date and time listed in Block 9 of the SF33. The proposal due date is extended from September 2, 2020, at 1:00 p.m. Central Time to September 16, 2020, at 1:00 p.m. Central Time.

46 L.16.2 and L.20 L.16.2's Table for Volume IV includes "Subcontrating Arrangement Information" in the information required to be submitted in Volume IV. However, L.20 skips the requirement for "Subcontracting Arrangement Information."

Will the Government please confirm whether "Subcontracting Arrangement Information" is required in the 2 pages of Volume IV, and if so, please provide the specific requirements for this information?

The "Subcontracting Arrangement Information" will be removed from Table L- 2: Overview of Proposal Volumes, Page Limitations, and Format.

47 RFP Section L, Table L-2:

52 Page 21, L.18 Cost and Price Factor - Volume II AND Page 22 L.18 Cost and Price Factor - Volume II (b)Specific Guidelines (6) Forecasted Business Base Data Support

(b)Specific Guidelines (4) Indirect Rate Historical Data and Analysis - For indirect rates not included in an FPRA or FPRR, Offerors shall provide its indirect rate history for the past three years. Offerors shall indicate the primary reasons for any significant changes in the indirect rate from year to year. Additionally, Offerors shall specifically provide, and explain, the rationale for any elements of cost in either the “pool” or the “base” that are driving significant changes in the prospective indirect rates when compared to the historical indirect rates. Where an Offeror does not have three prior years of history for an indirect rate, then the Offeror shall provide and explain both the basis of estimate and the rationale for the “pool” and “base” costs that comprise each indirect rate for the years available.

For each year of the Contract period, the annual base costs used in all Indirect Rate calculations (Overhead, Fringe Benefit {if separated from the Overhead}, G&A, and any other Indirect Rates proposed), shall be segregated into the following categories: Base costs relating to current existing contracts; Base costs relating to prospective contracts; Base costs relating to this Contract AND page 22 L.18 Cost and Price Factor - Volume II (b)Specific Guidelines (6) Forecasted Business Base Data Support - For indirect rates not included in a FPRA or FPRR, the Offeror shall provide detailed information relative to the Offeror’s Forecasted Business Base dollars included in the OHT, Question: Will NASA remove the requirements for indirect rates historical data and analysis and forecasted business base data support for indirect rates in (b)Specific Guidelines (4) Indirect Rate Historical Data and Analysis and (6) Forecasted Business Base Data Support for bidders who have submitted a FPRP and are capable of providing the full FPRP submittal in their proposal?

The RFP will be amended to clarify that if an FPRA or FPRR is used to develop the proposal, historical data is not required. However, if an FPRP is used in developing the proposal, the required OHT and GAT templates shall be completed, and three years of historical data shall be provided.

53 L.19.2 Per L.19.2 etc., will the Government please confim an Offerer can provide all BOE data in Vol II and provide an appropriate cross-reference in each CLIN section of Vol III?

Yes. The Bases of Estimate may be placed in Volume II or Volume III at the Offeror's discretion (but they must all be in the same volume) and referenced from the other Volume.

54 L.19.2(a)(2), L.9.2 (a) (4), Attachment L-6

L.19.2 (a) (4) states "If any of the required information is provided elsewhere in Volume 1 or Volume II, the Offeror may simply reference it in this section [Subfactor 2, Technical Approach)".

Willl the Government please confirm that an Offeror may provide required Basis of Estimate data as an element in the Cost and Price Factor, Volume

II?

Yes. The Bases of Estimate may be placed in Volume II or Volume III at the Offeror's discretion (but they must all be in the same volume) and referenced from the other Volume.

55 L.19.2(a)(4) The RFP L.19.2(a)(4) states that : “If any of the required information is provided elsewhere in Volume I or Volume II, the Offeror may simply reference it in this section.”

However, slide 44 of the pre-proposal conference presentation states: “Proposal information in a page-limited volume or section should not be moved to another volume/section without such page limitations.”

Will the Government please clarify? If in the process of answering a requirement in one volume information is presented that is needed as part of answering another requirement in a different volume, that information does not need to be presented twice, but can be referenced. On the other hand, data that clearly belongs in a specific volume should not be incorporated into a separate volume in order to transfer between page-limited volumes.

56 L.19.4(a) The language after the asterisk states that "The Section M evaluation for SDB participation ensures that the Government only evaluates participation of SDBs in industries that are designated by the Department of Commerce as underrepresented.

For purposes of the Small Business Subcontracting Plan, the proposed subcontracting goal for SDBs will be evaluated based upon the SDB's status as a small business." (1) Will the Government please clarify whether small businesses who self-identify as an SDB will be evaluated under the SDB category? (2) Do we need to provide documentation on the SDB status? (3) Section M does not specifically address the evaluation of SDB -- will the Government be providing additional information?

(1) The Government will evaluate SDB's in accordance with the requirements of FAR 19.704, Subcontracting Plan Requirements and Section M.5.4 Small Business Utilization (SBU) - MS Subfactor 4. (2) No additional documentation will need to be provided on the SBD status. (3) The Offeror's Small Business Subcontracting Plan will also be evaluated in terms of meeting the requirements of FAR 19.704, Subcontracting Plan Requirements, in accordance with Section M.5.4 Small Business Utilization (SBU) - MS Subfactor 4.

57 L.19.4(a)(2) This paragaph states that offerors shall modify the attachment L-4 to show the proposed subcontracting goals for the basic Contract requirement and each option separately. However, the chart on page H-13 shows each year separately within the basic contract requirement and the first option (both of which are 2 years).

Will the Government please confirm that the L-4 tables should reflect the 2-year base, the 2-year option and then the 1-year option and not each of the 5 years individually? Does the Government want the chart for each period on a separate tab or all on the same tab?

Attachment L-4 should reflect each of the 5 years individually. Provide the chart for each period on separate tabs of Attachment L-4.

58 L.20(a) The language in L.20(a) for FAR 16.301-3 is not current and the outdated language requires documentation that is not used. For example, there is not a property control, compensation or project reporting business system or approvals of these.

Will the Government please confirm the requirements?

The language will be removed from L.20(a).

59 L.18(c); L.17(a); DRD AR- 1-3; L.20(f)

Do these checkboxes and fill-in need to be completed by the offeror?

Yes, the OFIs need to be filled out by the Offeror. Table L-5 Instructions for Model Contract Preparation will be updated.

64 Table L-7 For Section J, Table L-7 states "None" for the Areas of Model Contract Offerors are Required to Complete.

However, in Attachment J-C on page J-2 (or 344 of 791), $OFI is shown both in Table 1.

Do these $OFIs need to be filled out by the offeror? Yes, the OFIs need to be filled out by the Offeror. Table L-5 Instructions for Model Contract Preparation will be updated.

65 L.19.2(b) Can the offeror add a Tab in the EPM for the BOE to satisfy the requirement in L.19.2, due to the limited page count in Mission Suitability?

No. The EPM should not contain discussions or explanations, just numerical data and calculations.

66 Attachment L-2 EPM The provided Government 4_Attachment_L- 2_EPM_80JSC020R0034_FC_DRFP includes External links to customer systems and urls.

Will the Government remove all External Links provided within the Governments "4_Attachment_L-

The CET-X worksheet templates cited in the FRFP Section L18(d)(1)(iii) for Attachment L-2 EPM include three columns for Prior Yr. 1, 2 and 3 Contractor Fiscal Year data. In other worksheets, indirect rate cost elements supported by FPRA or FPRR rates do not require three years of historical data.

Will the Government please confirm the prior year data is not required on the CET-X worksheets for FPRA or FPRR indirect rates and update the CET-X worksheet template instructions to reflect similar language used on other worksheet instructions?

Prior years' data are not required for the CET-X worksheets if an FPRA or FPRR provides the required Co-Efficients. The template instructions will be modified to reflect this clarification.

68 Page 24 (c) Pricing Methodology (2) Pricing for Core Work

The CPT-CORE is structured to allow Offerors to propose all resources except Non-Labor Resources (NLR) for the entire period of performance (Contract years 1 through 5). NLRs to be used in the proposal are provided by the Government and included in the EPM.

Offerors shall provide, in Attachment L-5, its estimate of the level of resources necessary to perform the CORE tasks with the appropriate skill mix, based on their unique technical approach AND Page L.19.2 Technical Approach (TA) -MS Subfactor 2 (a) TA 1 Specific Technical Understanding and Resources - CORE "The Offeror shall demonstrate understanding by providing detailed responses to each task (CLIN) listed in Attachment L-5. Within Attachment L-5, each CLIN is labeled with a “level of detail” designation (an “A,” “B,” or “C” or a combination thereof) identifying the information Offerors are required to address and provide for that CLIN.

QUESTION 1: Where in Attachment L-5 is the Offeror to provide the estimtae of the level of resources required? QUESTION 2: Where in Volume II should the completed Attachment L-5 be provided? Attachment L-5 is not shown in Table L- 2: Overview of Proposal Volumes, Page Limitations, and Format.

69 Section I-4; Section L18(b)(2); Attachment L-

2 EPM (LPT, OPT, FBR-

CPFF, TOPT-IDIQ-CPFF,

TOPT-IDIQ-FFP and IRAP worksheets)

; DRAFT RFP Q&A # 87

and #112

The Government includes 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards - Price Adjustment (Multiple Year and Option Contracts) within Section I-4 of the RFP, and additionally provides instruction at Section L.18(b)(2) on Direct Labor Rate Escalation. The Section L.18(b)(2) Direct Labor Rate Escalation instructions coupled with Attachment L-2 EPM Instructions contained within the worksheets (LPT, OPT, FBR-CPFF, TOPT-IDIQ-CPFF, TOPT-IDIQ-FFP and IRAP) elude to a singular, applicable labor escalation factor applicable to both Firm Fixed Price (FFP) and Cost Type Task Order Contractual Arrangements. In the Government’s previous DRFP Q&A response to questions #87 and #112, it appears the answers were conflicting on the correct application of labor escalation to the Fixed Price portion and the Cost Type labor rates.

Please confirm which DRFP Q&A answer is correct and which is not correct as applied to the FRFP and completion of Labor Rates in the EPM workbook.

Also, please clarify the referenced Attachment L-2 EPM instructions for the worksheets (LPT, OPT, FBR- CPFF, TOPT-IDIQ-CPFF, TOPT-IDIQ-FFP and IRAP Tabs) that indicate a singular applicable escalation factor is applicable for all labor types on both Firm Fixed Price (FFP) and Cost Type Task Order Contractual Arrangements.

The templates will be modified to allow annual escalation factors to be applied at the SLC level. Section L.18(b)(2) will be changed accordingly.
