About this file
This document is a Draft Request for Proposal (DRFP) announcement letter for NASA Goddard Space Flight Center's Enterprise Next (ENX) acquisition.
NASA GSFC is soliciting proposals for enterprise-level development, sustaining engineering, and operations for NASA's Science Data Archives (Solicitation No. 80GSFC27R0018). The contractor will provide system development, integration, and modernization services while coordinating with data archive projects, science data centers, investigator teams, and other contractors. The overarching objective is to improve system performance, scalability, and reliability while reducing operational and maintenance costs. The acquisition will be conducted as a full and open competition resulting in a Hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with the ability to issue Cost-Plus-Fixed-Fee (CPFF) or Firm-Fixed Price (FFP) task orders. The contract will have a 5-year effective ordering period. The North American Industry Classification System (NAICS) code is 541512 with a small business size standard of $34 million. Performance will occur onsite at NASA GSFC and offsite at the contractor's facilities. A 45-day phase-in period will be established via an FFP task order. Government will provide existing Installation-Accountable Government Property for onsite use and Government Furnished Property for offsite contractor use.
The Final RFP is planned for release in January 2027 with proposals due approximately 30 days thereafter. The anticipated contract award date is June 2027 with an August 2027 contract effective date. This DRFP invites comments from potential offerors on all aspects including requirements, schedules, proposal instructions, evaluation approaches, and identified risk issues (safety, occupational health, security, environmental, export control, and programmatic). Comments must be submitted electronically to Contracting Officer Andres Castro at andres.c.castro@nasa.gov within 14 calendar days of the DRFP release. Potential offerors must ensure company registration in SAM.gov, VETS-4212 Reports, and maintain a valid Unique Entity Identifier (UEI). Proposals must be submitted through NASA's Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. The acquisition may give rise to organizational conflict of interest concerns and includes high-impact artificial intelligence use cases requiring documentation per OMB M-25-21.

SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. 80GSFC27R0018, for
Enterprise Next (ENX)
You are invited to review and comment on the National Aeronautics and Space
Administration (NASA) Goddard Space Flight Center (GSFC)’s Enterprise Next (ENX) draft solicitation. The principal purpose of this requirement is to provide enterprise-level development, sustaining engineering, and operations for NASA’s Science Data Archives managed by GSFC. The contractor will coordinate and integrate activities with Data Archive
Projects, other science data centers, science investigator teams, user communities, other contractors, and Science Mission Directorate (SMD) organizations. The overarching goal is to continuously improve system performance, scalability, and reliability while reducing operational and maintenance costs by modernizing capabilities and retiring legacy services.
NASA will conduct this acquisition as a full and open competition. This competitive acquisition will result in a Hybrid Indefinite Delivery Indefinite Quantity (IDIQ) with the ability to issue CPFF or Firm-Fixed Price (FFP) task orders. The current planned release date for the Final Request for Proposal (RFP) is currently anticipated to be January 2027, with proposals being due approximately 30 days later.
The anticipated contract award date is June 2027, with a August 2027 contract effective date.
The contract will be performed onsite at NASA GSFC and offsite at the Contractor’s facilities.
The following additional information is provided to assist in understanding this acquisition:
1. A Phase-in period will be conducted. The phase in period will be 45 days and established via a FFP task order off the awarded contract.
2. The Government will make available existing Installation-Accountable Government
Property (IAGP) for onsite contract performance and Government Furnished Property
(GFP) for offsite use at the Contractor’s facility as described in the DRFP.
3. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to NFS clause 1852.209-72 Access to
