Set #2 Responses to Final RFP Questions 80GSFC21R005
1. Question: Exhibit 1A- Is the Grand Total GPM supposed to be just total “Labor Costs” or the
Grand Total (including ODCs)?
Response: As stated in Exhibit 1A “Grand Total GPM – Specified and Offeror” is Estimated
Hours and Labor Costs” only.
2. Question: Exhibit 2A- should the rates be split out for offsite and onsite even if they are the same rates?
Response: Yes, the Offeror should identify separately offsite from onsite rates even if they are the same rates proposed.
3. Question: PAST PERFORMANCE VOLUME (MAR2020) STATES, (b) PRIOR
CUSTOMER EVALUATIONS (PAST PERFORMANCE QUESTIONNAIRES), page 121 states, “The Offeror shall include a list of those to whom the questionnaires were sent, including name of individual, phone number, organization, and contract number. Offerors shall include in their proposal the written consent of their proposed significant subcontractors to allow the Government to discuss the subcontractors’ past performance evaluation with the
Offeror.”
Do we put the list of those to whom the questionnaires were sent and the written consent from significant subcontractors in the Past Performance Volume? If this information goes into the
Past Performance Volume: Do we include this information as an attachment or in the Past
Performance Volume narrative? If in the Past Performance Volume, will this information be excluded from the page count? If not part of the Past Performance Volume, where do we put this the list of those to whom the questionnaire were sent and the written consent from significant subcontractors?
Response: See L.25 and L.26 for Past Performance guidance. Yes, list of those who the questionnaires were sent and the written consents should be included in the Past Performance section and are excluded from the page count.
4. Question: RFP L.26(c) (2).b, page 94 What is the definition of the Cognizant Government
Inspection Agency? If the Offeror has not been assigned a Cognizant Government Inspection
Agency, can the answer be N/A?
Response: Cognizant Government Inspection Agency or Cognizant Federal agency means the Federal agency that, on behalf of all Federal agencies, is responsible for establishing final indirect cost rates and forward pricing rates, if applicable, and administering cost accounting standards for all contracts in a business unit. L.26 (c ) (1) states Offerors who do not have an adequate accounting systems determination shall provide evidence of any independent audit and system approvals as well as documented system ability to segregate and accrue costs by contract.

5. Question: RFP L.26 (a) (2), GSFC 52.215-203 - Will the Government please clarify to what
Contract Schedule is being referred to in this part of the instructions?
The contract schedule refers to TBD and TBP. They are defined as follows:
TBD = TO BE DETERMINED BY THE GOVERNMENT TBP = TO BE PROPOSED BY THE
CONTRACTOR
Response: At section L.26 (a) (2) contract schedule is referring to Sections B-K any required fill-in within the solicitation.
6. Question: In response to the DRAFT RFP Question and Answers #25 under section B.6
Paragraph 3.
The Governments Response to this question was: While there are position descriptions and qualification criteria that will be evaluated in the Mission Suitability evaluation, the position descriptions are required in the Cost Volume, and do not need to be repeated in the Mission
Suitability Volume. B.6, paragraph 3 will be deleted to avoid confusion and inconsistency since paragraph 5 already identifies position qualification criteria. QUESTION: RFP L.27 B6 Par 3 In the final RFP under B.6, Paragraph 3 this was not deleted. Is the Government going to amend the instructions deleting B.6 Paragraph 3 to avoid confusion?
Response: L.27 B.6 Paragraph 3 will be deleted RFP under Amendment #3.
7. Question: L.28 When the Government asks the Offerors to identify critical key management and non-management positions to meet the requirements of the contract with position descriptions identifying their authority and qualifications, does this refer to the non-management positions within the Offerors PMO structure or the non-management direct labor categories identified in Enclosure 1?
Response: Key management and non-management positions to meet the requirement of the contract references to the non-management position of the Offeror PMO that are not listed in
Enclosure 1.
8. Question: L.28 Will the government please clarify BOE is required only for Program
Management and Administrative Support (PMO) and is not for Enclosure 1?
Response: Correct, the BOEs required by L.28 are only required for Program Management and
Administrative Support and subcontracting (see L.28(b)(7)). However, L.28(b)(1) also requires supporting rationale for all direct labor rates.
9. Question: L.28 In support of BOE, if a major subcontractor does not have any Program
Management or Administrative staffing allocated to them is a BOE still required? If yes and what does that entail?
Response: If a major subcontractor does not have a Program Management or Administrative staffing allocated no BOE is required.
