This amendment to the Systems Engineering Advanced Services II (SEAS II) request for proposal modifies labor categories, hours, and position descriptions. The North American Industry Classification System code is 541715 and small business size standard is 1000 employees. This will be a total 8(a) set-aside requiring a top secret facility clearance by the proposal due date. A draft RFP is planned for mid-September 2020 with the final RFP anticipated in mid-November and contract award by June 2021.

Systems Engineering Advanced Services II (SEAS II)
FINAL RFP 80GSFC20R0037/AMENDMENT 02
1. Enclosure CC has been replaced in its entirety. Revisions to Enclosure CC include the following areas::
• Removed labor categories that had no hours;
• Removed labor categories that were determined to be not needed;
• Added new labor categories;
• Added labor hours to some labor categories;
• Modified Position Descriptions for Safety Engineer 2, Mechanical Technician
Engineering Level 4 Sr., Training Admin Principal; Propulsion Technician 2; Integration and Test Engineer and Junior Engineer
2. Enclosure DD has been revised to include historical rates for the Safety Engineer 2 (GSFC) and Systems Engineer Level 4 (GSFC) labor categories. Enclosure DD is replaced in its entirety.
3. Question #52 was revised accordingly …
Question - Enclosure CC, GPM, Pg. 4 and 10 - At Goddard, the Engineer Jr requires 0-3 years’ experience, but the Flight Operations Systems Engineer 1 and Systems Engineer 1 require 5 years’ experience. This creates a gap for engineers with 4 years’ experience. Would the government change the years of experience for the Engineer Jr. to 0-5 years’ experience?
Response: If the Vendor wishes to take this approach, it should be addressed as part of the proposal.
PD for Engineer Jr.
Description–The Junior Engineer shall perform basic electrical or mechanical engineering analysis, assessment, design, manufacturing, test, or operations functions under the direction of a mid-level or senior-level engineer in support of projects to develop technology, flight systems, or ground systems.
Education–A Bachelor of Science Degree, or equivalent education and experience, in an appropriate engineering discipline or related physical science degree.
Experience–A minimum of Zero to three years of experience in the activities described above.
4. All other terms and conditions remain unchanged and in full force and effect.
