REPRESENTATIVE TASK ORDERS (RTOs)
FOR
SYSTEMS ENGINEERING ADVANCED SERVICES
(SEAS II)
FOR THE
ENGINEERING AND TECHNOLOGY DIRECTORATE (ETD)
These hypothetical RTOs are not expressly connected with any work activity; therefore, no cost estimates are required from this portion of the Offeror’s proposal.
Any assumptions made in preparing a response to these questions must be clearly stated.
RTO 1 – Goddard Space Flight Center Services (GSFC) Subject: FireSat Mission, Instrument, Propulsion, and GN&C Systems Engineering
A. Background:
This task provides mission, instrument, and GN&C systems engineering support as well as propulsion and GNC systems oversight support to the FireSat Mission. FireSat is a $600M mission to provide infrared sensing over the United States to spot forest fires. The project is trading procurement of a spacecraft bus from industry against an in-house build at GSFC during Phase A. For Phases B-D, assume the bus will be procured from the RSDO catalog. The primary instrument, FIReCam ($120M) will be built in-house at GSFC. A secondary instrument is being sought at a university or foreign contribution (excluding China). The mission will launch in 2026 and have a 5-year primary mission. This task description defines the work to be performed by the Contractor to effectively carry out the required support through the FireSat formulation and implementation mission phases (Phase A-D), Phase A starts in October 2021 and Phase D ends after on-orbit commissioning in September 2026.
B. Capability Required:
Performance of this task requires a foundation from a science or engineering education coupled with significant experience successfully performing mission systems engineering, instrument systems engineering, GN&C systems engineering, and propulsion engineering on NASA flight projects. The Offeror should possess specific NASA experience in performing the various Systems Engineering roles for Missions, Instruments and/or GN&C systems. Systems Engineering roles refers to performing of system concept development, requirements establishment, requirements flow down, allocation and traceability, management of technical performance measures during design, validation of design and verification of performance.

D. Technical Support Requirements (Mission Systems Engineering):
The contractor shall perform the following activities:
- Refine and scope higher level requirements, including science requirements, with project management and scientists.
- Define the mission concept and identify trade studies that drive the mission architecture.
- Write and review mission-level requirement specifications as required.
- Define an observatory architecture that meets the requirements.
- Define a science payload (telescope and science instrument) architecture that provides the science data.
- Define the spacecraft and its resources that support the science payload.
- Define the appropriate trade studies for: a.) relevant telescope technologies including their Technology Readiness Level (TRL) and relative value to the mission; and, b.) the telescope design.
- Define the appropriate trade studies for: a.) relevant instrument technologies including their TRL and relative value to the mission; and, b.) a Science Instrument (SI) design.
- Define plans for the telescope and instrument technology development and other high-risk or long-lead items, including off-ramps and alternatives.
- Provide support to address design and implementation issues including modelling, trades, requirement change impacts, risk mitigations, and fault and anomaly resolutions (ARBs, FRBs).
- Provide requirement verification and validation (V&V) support which include planning V&V activities in the early phases of the mission, designing end-to-end tests, to compiling information from various partners to generate the final V&V report for Level 2 (Mission/Observatory) and Level 3 (Elements, or procured/contract element) requirements.
- Provide support in the requirements input, tracking, and application maintenance in a DOORS environment. Provide support in the processing of technical and programmatic documentation through the project’s mission information system, TDMS.
Provide support in the modelling of project technical and programmatic information in a Model Based System Engineering (MBSE) environment during Phase A. Determination on the level of implementation of MBSE for the rest of the project lifecycle will be made at the end of formulation.
E. Technical Support Requirements (Instrument Systems Engineering):
The contractor shall perform the following activities in support of the primary FireSat instrument, the infrared camera, FIReCam:
- Provide systems engineering for a telescope preliminary design that meets the mission requirements.
- Provide systems engineering for a Science Instrument (SI) preliminary design that meets the mission requirements.
- Provide a draft integration and test plan for the telescope, the SI, and the entire payload.
- Define the data and power resources for the payload.
- Perform risk assessment.
- Prepare draft and final documentation for design reviews.
- Provide requirement verification and validation (V&V) support which include planning V&V activities in the early phases of the mission, designing end-to-end tests, to compiling information from various partners to generate the final V&V report for Level 2 (Mission/Observatory) and Level 3 (Elements, or procured/contract element) requirements.
- Provide support in the requirements input, tracking, and application maintenance in a DOORS environment. Provide support in the modelling of project technical and programmatic information in a Model Based System Engineering (MBSE) environment. Provide support in the processing of technical and programmatic documentation through the project’s mission information system, TDMS.
F. Technical Support Requirements (GN&C Systems Engineering/ACS/Propulsion):
The contractor shall perform the following activities:
- Assist in translation of mission and spacecraft requirements to GN&C requirements on the flight dynamics, attitude control (ACS), and propulsion subsystems.
- Prepare ACS analysis products to show compliance with pointing mode stability, accuracy, jitter, and control margins for tip-off, operational and safe modes.
- Design, simulate, analyze, and test a gyroless safehold mode, and provide an algorithm document and test reports to the sustaining engineering team for later implementation.
- Assist in the coordination of the technical activities of the project GN&C SE team, propulsion team, and the ACS analysis and hardware teams.
- Provide technical review, monitoring, and evaluation of attitude control and propulsion subsystem designs.
- Design a propulsion system that meets mission requirements in support of an in-house spacecraft bus.
- Prepare propulsion analysis products to show compliance with GN&C and Range Safety requirements.
- Prepare an executable propulsion system Integration and Test Plan.
G. Travel:
Meetings: The contractor shall travel domestically to FireSat instrument and spacecraft contractor locations, the launch site in Vandenburg AFB, CA, and US Forest Service locations in DC and Fort Collins, Colorado in order to attend project status meetings, milestone reviews, and technical exchange meetings. These meetings will typically have a duration of 3-5 days. During the first year of this task, there will be 6 trips and thereafter the total number per year will be 18.
H. Management Approach: - Management Reporting: The contractor shall submit written status to the Task Monitor (TOM) on a weekly basis. The report shall include accomplishments for the past week and plans for the following week. Weekly status meetings will be held with the TM with additional meetings to be supported as requested. The contractor shall maintain meeting minutes and actions items. Detailed schedules shall be provided to the TM as requested. Cost data shall be provided monthly in the standard 533 monthly and quarterly reports.
- Government Furnished Facilities, Equipment, Software, and Other Resources: Office space, Laboratory space and clean room space in GSFC Greenbelt buildings will be provided.
- Other Direct Costs: None.
- Organizational Interfaces: The contractor will respond to in-scope technical requests only from the TM.
- Period of Performance: The period of performance of this task is October 1, 2021 through September 30, 2026 inclusive.

RTO 2 – Wallops Flight Facility (WFF)
Subject: Suborbital Laser Communications Demonstration Support
A. Background:
The Engineering and Technology Directorate (ETD) at WFF, requires engineering services in support of a dynamic and constantly changing number of projects and activities occurring at the WFF. These include Small Satellite projects, Suborbital (Sounding Rocket/Balloon/Aircraft) Programs, the Wallops Research Range, as well as special projects such as technology test flights.
This RTO addresses support required for a flight test to increase Technology Readiness Level of an inter-spacecraft optical communication system in support of NASA’s exploration and Artemis Program. The technology could also have applicability to suborbital missions. This RTO is typical of a large multi-disciplinary effort at WFF, where the team includes both civil servant and contract personnel. The specific requirements listed in this RTO capture those tasks which would be performed by the contractor. The offeror shall identify all assumptions made in responding to the
RTO.
This RTO assumes WFF has been tasked by NASA Headquarters to implement the Suborbital Laser Communications Demonstration (SLCD) mission. The mission concept includes a scientific balloon launched from Ft. Sumner New Mexico, followed by a Sounding Rocket launch from White Sands New Mexico once the balloon is at float altitude of 120,000 feet. The Wallops Arc-Second Pointer (WASP) will point the balloon SLCD instrument toward the predicted Sounding Rocket position.
Following de-spin and initial attitude maneuvering, the SLCD instrument onboard the Sounding Rocket will be pointed toward the balloon position. The high speed optical communication data link will then be demonstrated between the vehicles. Data will be recorded onboard both vehicles for analysis once recovered.
B. Capability Required:
Performance of this task requires a foundation from a science or engineering education coupled with significant experience supporting mission systems engineering, mechanical engineering, electrical engineering, software engineering, and Guidance Navigation & Control (GN&C) systems engineering on NASA flight and suborbital projects.
C. Assumptions:
- ETD-Wallops will support the SLCD with a combination of civil servants and SEAS II personnel.
- Project management will be provided onsite by Code 800 (Suborbital and Special Orbital
Projects Directorate). Functions provided by NASA for this RTO include resources and scheduling support. Configuration management support to the NASA project manager will be provided via this task.
- It is assumed the SLCD systems will be integrated onsite at Wallops, then shipped to the launch locations for pre-launch testing prior to the mission.
- The SLCD instrument flight systems and Ground Support Equipment are provided by the technology developer. Standard systems provided by the Sounding Rocket and Balloon Programs will be used as much as possible. The new development required for the mission includes the interface/support systems required for the SLCD instrument.
- The offeror shall use a plug-in number of $200K for the total cost of hardware (i.e. EEE parts, electrical boards, fabrication, equipment purchases, ground support equipment, and other hardware related costs) required to be purchased by the offeror. Labor costs are not included in this hardware cost. Computers and necessary software will be provided for contract personnel by NASA.
- WFF will provide all labs, assembly and test facilities for this effort at no cost to the contractor.
- All SLCD development work will be performed on-site at the WFF.
D. Technical Support Requirements (Mission Systems Engineering):
- Assist in translation of mission operational objectives into system requirements, and an operations concept.
- Provide technical review, monitoring and evaluation of the Sounding Rocket and Balloon
SLCD support systems.
- Provide support to Sounding Rocket and Balloon interface and integration activities.
- Participate in and prepare technical data packages for the weekly status meetings.
- Support the project risk management process.
- Provide support in the processing of technical and programmatic documentation through the project’s configuration management system.
E. Technical Support Requirements (Mechanical Engineering):
- Estimate, track and manage SLCD mass properties.
- Perform engineering design of the Balloon’s Wallops Arc-Second Pointing System latch system. Develop and implement environmental test plans and procedures for latch qualification.
- Assist in the structural design and analysis of the SLCD instrument interface structure to the Sounding Rocket payload. Provide drawings per GSFC standards.
- Perform thermal engineering and analysis of SLCD balloon instrument.
- Coordination of transportation and logistics for operations to move SLCD hardware between facilities.
- Assist with mechanical technician support during Integration and Test, and environmental test activities for the SLCD instrument systems, including full Sounding Rocket and Balloon Payload testing.
F. Technical Support Requirements (Electrical Engineering):
- Track and manage SLCD power and data budgets.
- Design, build, integrate, and test an SLCD instrument power system to provide up to 50
Watts at 28V for the duration of the flight test.
- Provide flight electrical harnesses for the SLCD instrument power system.
- Assist with electrical test support during Integration and Test, and environmental test activities for the SLCD instrument systems, including full Sounding Rocket and Balloon Payload testing.
G. Technical Support Requirements (Command and Data Handling/Software Engineering):
- Assist with the development and testing of flight software to provide commanding to the
SLCD instrument and data recording.
- Coordinate Mission Planning Lab (MPL) simulations for SLCD flight and mission planning.
H. Technical Support Requirements (GN&C/Attitude Control Systems (ACS) Engineering):
- Assist in the development of ACS analysis products to show compliance with pointing accuracy and stability requirements.
- Assist in the alignment and ACS verification testing.
I. Travel:
The contractor shall travel to support integration and testing, and operations activities in the field at both Sounding Rocket and Balloon launch locations.
J. Management Approach:
- The contractor shall submit written status to the Task Monitor (TM) on a weekly basis. The report shall include accomplishments for the past week and plans for the following week.
Monthly status meetings will be held with the TM with additional meetings as requested.
Cost data shall be provided monthly in the standard 533 monthly and quarterly reports.
- Government Furnished Facilities, Equipment, Software, and Other Resources: Office space in Building E109 and F7 will be provided.
- Other Direct Costs: None
K. Organizational Interfaces:
The contractor will respond to in-scope technical requests only from the TM.
L. Period of Performance:
NASA desires to conduct the SLCD within two years of task initiation. Assume the task starts at the beginning of contract year 2.
