Systems Engineering Advanced Services II (SEAS II)
FINAL RFP 80GSFC20R0037/AMENDMENT 1
1. Revise the language in Section L.29, GSFC 52.215-210 at Subfactor A.2 to read as follows:
A.2 - The Offeror shall provide an overall approach to RTOs 1 and 2 (Enclosure BB in such a manner to allow the government additional insight into the Offeror’s understanding of the technical requirements of the Statement of Work (SOW) within the contract. The Offeror’s response to the RTOs should include detailed descriptions and explanations of any new or innovative methods, techniques, or technologies while fully explaining how they enhance the performance of the RTOs in an efficient and effective manner.
The Offeror shall fully describe each innovative method, technique or technology and explain how they impact the performance of the RTOs. Efficiencies should be quantified where possible. The Offeror’s response should maximize technical performance, embrace potentially disruptive technologies, and improve the overall system security posture while optimizing costs. All discussions must be clear and concise and refer to the appropriate RTO activity.
Offerors shall identify the technical approach, labor categories, projected hours, Government interface, and the flow of activities from start to completion (including time line). The response must be sufficiently specific, detailed, and complete to demonstrate a clear and full understanding of the objectives; potential technical problems, risks, and critical issues; and possible problem mitigation/resolution.
Any assumptions and corresponding rationale made in preparing a response to the RTOs must be clearly stated. These hypothetical RTOs are not expressly connected with any work activity; therefore, no cost estimates are required from this portion of the Offeror’s proposal.
2. Revise L.27 GSFC 52.215-203 Offer Volume, (c ) (7) to read as follows:
(7) Subcontractor Listing
The Offeror shall provide a summary listing (by name and address) of all subcontractors (regardless of dollar value) that have been identified throughout the Offeror’s proposal and the subcontract GPM value associated with each entity.
3. Revise L.30 GSFC 52.215-223 Cost Volume, (b) (12) to read as follows:
(12) PHASE-IN PLAN
Offeror’s shall propose the total firm-fixed-price associated with the 60 day phase-in period, which will be performed under a separate, firm-fixed-price order. Exhibits 8 and 8A shall be used to state the proposed price for the phase-in, which is expected to commence on or about January 6, 2022.
4. All other terms and conditions remain unchanged and in full force and effect.
