About this file
This document contains questions and responses related to an amendment for the National Aeronautics and Space Administration Balloon Operations Contract II solicitation. The responses clarify that historical data provided is only meant to help offerors with proposal development and is not an indicator of future task order workload. Offerors are expected to propose their own staffing approach based on the requirements. Hazardous materials must be identified in proposals but safety data sheets only need to be submitted by the apparent successful offeror prior to award.

Questions and Responses January 6, 2021
1. Question: The response to Q40 states the historical data represents core and IDIQ work on the current program. NBOC II bidders are required to provide a core-only staffing plan and cost.
SOW 4.1 and 4.2 define a broad set of work that can be tasked under IDIQ. Q47 states the IDIQ
TOs posted in the elibrary do not necessarily reflect an annual TO workload. Therefore, only the incumbent knows what portion of the historical data is core work. This creates an unfair advantage for the incumbent. We respectfully request the government provide guidance of how non-incumbents can utilize the historical data to validate their Core staffing.
Reference: Amendment 2, Responses to Questions
CO Response: The historical data is meant to help offerors during proposal development to get insight into NBOC staffing. It is only meant to be used as relevant data. Under the current solicitation, the core cost will be evaluated by the Government, and as stated in the solicitation, the IDIQ rates proposed shall mirror the proposed core labor categories and rates. The labor categories/skill mix required for IDIQ tasks under the contract will not differ from the labor categories/skill mix required to perform the core requirement. The Government does not view this as an unfair advantage. The offeror should propose the skill mix for the work in accordance with their approach.
2. Question: I.125 Hazardous Materials item (d) states that Materials Safety Data Sheets must be submitted prior to contract award. We interpret this to mean they are not required in the proposal. Reference: I.125 Hazardous Materials
CO Response: Hazardous Materials shall be identified in the proposal under paragraph (b). In accordance with paragraph (d), the apparent successful offeror will submit data sheets prior to award.
