About this file
This is an informational attachment for the Space Power and Reactor Capabilities (SPARC) Multiple Award Indefinite Delivery/Indefinite Quantity (MAIDIQ) contract, specifically addressing Organizational Conflict of Interest (OCI) assertions related to an Awardable Sample Task Order (ASTO).
The document serves as a template and guidance document instructing potential offerors that the final SPARC RFP will include an attachment requiring OCI Assertions related to their proposal for the ASTO. Offerors must submit an OCI Plan as part of their submission of information related to the SPARC contract, in accordance with Attachment J.2-2. The OCI Plan submission will require offerors to identify any organizational conflicts of interest expected to arise during ASTO performance, along with detailed mitigations and supporting information demonstrating how such conflicts will be managed or resolved. This attachment does not specify substantive contract requirements, deliverables, pricing, or timelines, but rather establishes the procedural expectation that conflict of interest assessments will be a mandatory component of the proposal evaluation process.
