About this file
This is an informational attachment for potential offerors regarding business systems requirements under the Space Power and Reactor Capabilities (SPARC) Multiple Award Indefinite Delivery/Indefinite Quantity (MAIDIQ) contract. The attachment notifies offerors that the final SPARC RFP will include a request for information regarding offeror business systems, specifically including (but not limited to) systems required to support cost-reimbursable contracting, Earned Value Management Systems (EVMS), and Government Property Management Systems.
NASA clarifies that these business systems are not expected to be mandatory for supporting work under the Awardable Sample Task Order (ASTO) and will not be required for an offeror to be awarded the SPARC contract. However, NASA anticipates that such systems may be necessary to support future task orders solicited and awarded under the contract. An assessment of an offeror's systems capabilities may be presented to the Source Selection Authority (SSA) for consideration during the evaluation process.

Information for Potential Offerors –
The SPARC Final Request for Proposals (RFP) will include an attachment requesting information regarding offeror business systems including (but not limited to): systems required to support cost-reimbursable contracting, Earned Value Management Systems (EVMS), and Government Property Management Systems.
While these systems are not expected to be required to support work under the Awardable Sample Task Order (ASTO), NASA believes it is likely that the systems may be necessary to support future TOs solicited and awarded under the SPARC contract.
NASA does not intend to require these systems in order for an offeror to be awarded a SPARC contract, but an assessment of offeror’s systems may be presented to the SSA for consideration.
