Summary

This is a Statement of Work (SOW) for a NASA Indefinite Delivery/Indefinite Quantity (IDIQ) contract titled "Space Power and Reactor Capabilities (SPARC)." The SPARC IDIQ contract is an overarching vehicle designed to manage multiple Task Orders (TOs) for the development, delivery, operation, and sustained maintenance of space nuclear systems. The primary purpose is to support technology maturation, testing, and flight design for the Lunar Reactor-1 (LR-1) Program, with the intent to build the first operational fission reactor for the lunar surface, advance U.S. fission power technologies, and enable power generation capabilities in-space and on Mars. Development will occur in multiple phases through various TOs awarded competitively under the SPARC contract.

The SOW establishes top-level programmatic and technical requirements applicable across all TOs, with specific technical requirements to be defined within individual TO SOWs. Key contractor requirements include: maintaining contract management personnel and business systems for cost reporting on cost-reimbursable TOs; implementing Earned Value Management System (EVMS) for applicable TOs; developing an Organizational Conflict of Interest (OCI) Plan; complying with NASA IT security guidance including FISMA and NIST standards for handling Controlled Unclassified Information; managing Government-furnished property and resources; performing Safety and Mission Assurance (SMA) activities with AS9100 certification or equivalent quality program; executing Systems Engineering and Integration (SEMP where required); establishing Configuration Management and Data Management Programs (CDMP); supporting Nuclear Launch Authorization processes; and complying with all applicable U.S. laws, regulations, export controls, and NASA policies. The place of performance may include Contractor facilities, NASA Glenn Research Center, other NASA Centers, Federal Government facilities, or other locations as proposed and agreed upon.
