About this file
This technical document outlines measures for evaluating an electrified powertrain flight demonstration system. It defines the technical measurement boundary as the integrated electric machines, inverters, converters, energy storage, protection devices, switches, cables and connectors. Measures of effectiveness, key performance parameters, measures of performance and technical performance measures are established to track progress against stakeholder needs and requirements. Validation will utilize demonstration by analysis to assess vision vehicle performance relative to NASA's subsonic transport level metrics.
The related federal contract opportunity notice indicates NASA Armstrong Flight Research Center intends to solicit multiple contracts to develop, test and demonstrate a megawatt-class electrified powertrain system through ground and flight testing. Interested offerors should monitor the Federal Business Opportunities website for release of a request for proposal. NASA is the sponsoring agency.

An analogous boundary should be defined for the actual system configuration under consideration. Typical components included are electric Machines, inverters, converters, energy storage, circuit protection devices, switches, cables, and connectors.

Technical Measurements are the set of measurement activities used to provide insight into the progress in the definition and development of the technical solution, ongoing assessment of the associated risks and issues, and the likelihood of meeting the critical objectives of the stakeholder.
Technical Measurements establish a set of measures based on the expectations and requirements that will be tracked and assessed to determine overall system effectiveness and stakeholder satisfaction. These technical measures include: Measures Of Effectiveness (MOEs), Key Performance Parameters (KPPs), Measures Of Performance (MOPs), and Technical Performance Measures (TPMs). The project stakeholders are defined in EPFD-01-01 Preliminary Project Plan.
There interdependent relationships are seen in Figure 2 below. Measures Of Effectiveness (MOEs) and will track progress against the stakeholder’s needs and expectations. Key Performance Parameters (KPPs) flow from the MOEs in the context of a Vision Vehicle. The MOPs flow from the MOEs. The EPFD technical measures will be used track progress of individual flight demonstration efforts conducted within the project.
