About this file

This is a Software Functionality Matrix document issued by the Incorporated County of Los Alamos Procurement Division in New Mexico for RFP No. 26-40, which seeks pavement survey, analysis, and pavement management software solutions. The document outlines the specific software features and technical specifications that prospective vendors must address in their proposals. Key requirements include system capabilities for tracking pavement deterioration curves, condition indices, and multi-year maintenance and rehabilitation planning; cloud-hosted accessibility via multiple devices without additional licensing fees; GIS integration with Esri geodatabases; the ability to generate ad-hoc reports with charts and graphs; and full compliance with accessibility standards under Section 508 of the Rehabilitation Act. The County has identified both mandatory (MN) and preferred (PR) functionalities that vendors must demonstrate, with mandatory features including deterioration tracking, pavement condition index (PCI) and surface distress index (SDI) assignment, multi-year M&R planning capability, integrated report building functionality, and the ability to accept funding input data and generate performance projections.

Vendors must provide detailed written responses to all functionality items listed in Table 2 of the matrix, supplemented by screenshots and marketing materials as clarification only, and must be prepared to present all features during finalist demonstrations if selected for Step 2 of the evaluation process. The County reserves the right to consider alternative solutions proposed by offerors that meet operational needs and may award to any vendor whose combination of functionality or proposed alternatives best addresses County requirements. The document does not specify pricing terms, award dates, contract duration, or renewal options, as this matrix functions as a technical specification tool rather than a complete RFP document. All software enhancements upon release must be provided at no additional cost, and the system must support unlimited users at minimum with at least six concurrent users without additional licensing fees.
