About this file

This is a Cost Proposal Worksheet for Los Alamos County's Request for Proposals (RFP26-40) for Pavement Survey, Analysis, and Pavement Management Software. The County seeks qualified firms to perform pavement condition collection for roads and provide pavement asset management software meeting specified requirements. The project encompasses multiple survey phases: an initial survey, a second survey in Year 5, a third survey in Year 10, and an optional fourth survey approximately five years following the third survey. Each survey phase includes collection of pavement and right-of-way condition data with inventory, digital imaging, and data processing; pavement analysis with distress information; development of digital files and loading into ArcGIS; post-survey analysis including a ten-year rehabilitation program and strategy; and delivery of a final report. The contract term spans 15 years, with the worksheet structured to capture costs across this entire period.

The Cost Proposal Worksheet is divided into six sections requiring bidders to detail expenses across multiple categories: Tab 00 captures total survey fees for each survey phase; Tab 01 documents implementation and Year 1 costs including services, travel, and reimbursables; Tab 02 outlines software fees including one-time setup costs and annual subscription fees across all 15 contract years; Tab 03 itemizes services such as project initiation, implementation and management, maintenance and support, and administrative fees, plus hourly rates for professional services; Tab 04 addresses travel and reimbursables in accordance with County travel guidelines; Tab 05 details training offerings with associated costs and delivery methods; and Tab 06 requires description of proposed payment schedules for both implementation services and annual software fees. The County's preference is that reimbursable costs be incorporated into subscription and service fees, though pre-authorized direct costs may be passed through with supporting documentation.
